PAGE 1 OF 4 MEETING NOTES Discussion Points This section summarizes each discussion point addressed during the Mitigation Strategy Workshops. Two sessions were conducted to allow a maximum number of stakeholders to participate. For brevity, information from both meetings is combined and presented below. Welcome Ms. Passaro welcomed attendees to the meeting. Attendees introduced themselves. Municipal Participation Mr. Subbio stated that information from nine municipalities is still needed. The Department of Public Safety’s intern will be reaching out to municipalities that have not yet participated in the planning process. Mr. Grimm reported, and Mr. Subbio confirmed, that worksheets for Millersburg Borough and Upper Paxton Township have been submitted. Municipal Risk Factor Analysis Mr. Subbio explained the risk factor analysis worksheet that was reviewed at the Risk Assessment Review Meeting and distributed via email prior to the meeting. Municipal officials are to complete the worksheet, which is designed to assess the level of risk from each hazard associated with their respective municipalities as compared to the risk from each hazard to the county as a whole. Develop the Updated Mitigation Strategy Mr. Subbio reviewed the document listing the problem statements and problem areas that were identified in each municipality during the planning process so far. The document listed problems that applied to the county as an entity, across the county, and to individual municipalities. Mr. Subbio then explained that the purpose of the mitigation strategy was to reduce the likelihood of hazard impacts as well as lessen any impacts. He reviewed the set of goals and objectives that were chosen by the Steering Committee for the 2021 HMP. He then described the types of mitigation actions that can be chosen to address each of the problems and problem areas. Mr. Subbio described examples of actions that could be chosen by stakeholders to address the problems that are caused by each of the hazards that were analyzed in the risk assessment. Attendees discussed problems that hazards pose throughout the county, and each municipality’s needs for mitigation. Key areas identified during the discussion are listed below: Afternoon Session: • Mr. Letavic reported that Londonderry Township has completed two rounds of property protection projects, which included 14 property acquisitions and one home elevation. He also reported that 300 recreational cabins had been removed from the township’s islands in the Susquehanna River. He stated that the township is interested in joining the Community Rating System (CRS) Program. Also, part of the Conewago Creek in the township is being restored. • Mr. Brown reported that flooding in Steelton Borough is typically limited to the steel mill property. PAGE 2 OF 4 MEETING NOTES • Ms. Stambaugh reported that Paxtang Borough has completed two water basin projects in the last two years. She reported that Paxtang Borough needs more stormwater inlets at Paxtang Avenue and Derry Street. • Mr. Bogush noted that the Homeland Center is identified as being at risk to sinkholes, as it is underlain by carbonate bedrock. • Mr. Subbio explained that school districts and other non-governmental stakeholders attending the workshop would apply for mitigation funding through their municipality and/or the county. Evening Session: • Mr. Enterline questioned the location of the Pennsylvania Department of Highways Central Garage and Testing Lab, two historic sites identified in the city. • Mr. Enterline identified the following problems in the City of Harrisburg: o The Paxton Creek channel needs to be widened. o The stormwater flooding issue at Maclay Street off of Cameron Street are being addressed as part of the Asylum Run project. o The 1800 block of Derry Street and the 1400-1500 blocks of Market Street experience stormwater flooding. o Eight apartment buildings will be built at the dead end of Bailey Street, on top of an area possibly vulnerable to landslides. • Mr. Enterline reported that he has not seen the inundation maps related to the failure of the Raystown Lake Dam. • Flooding occurs at the border of the City of Harrisburg and Susquehanna Township near the US-22 bypass at Maverick’s Steakhouse. The water comes from behind the water plant. • Mr. Grimm stated that there has been hazardous flooding on PA-147 north of Paxton Drive. He also stated that there needs to be a countywide outreach effort to educate people on the dangers of open burning. • Mr. Reist reported that the Edgemont Fire Department location is an empty building now. • Mr. Martindill stated that the former location of the 7-11 convenience store in Hummelstown is being purchased by the borough and demolished. • Ms. Passaro reported that Washington Township purchased a lot by Vickie’s Valley Inn and will incorporate the property into Loyalton Park. • Mr. Reist reported that flooding in Latshmere is caused by the waterway that runs under Penbrook Borough. Ms. Passaro will discuss the waterway with officials from Penbrook. PAGE 3 OF 4 MEETING NOTES Next Steps Mr. Subbio reviewed the following next steps in the HMP update process with attendees: • Mr. Subbio explained the Mitigation Action Worksheet for municipalities to fill out. • Municipalities and other stakeholders will submit their mitigation actions to Ms. Passaro and Mr. Subbio by April 9, 2021. • The HMP draft will be completed by the end of April 2021. • The plan will be available for public review for 30 days following completion. • A public meeting to review the complete draft will be held after the public comment period. • After the public meeting, the plan will be finalized and submitted to PEMA for formal review. • The plan will then be updated, based on PEMA’s comments, and submitted to Federal Emergency Management Agency (FEMA) Region III for review.
