JAFFNA DISTRICT

Situation update • Jaffna experiences unannounced power cuts during the day with an extension of the usual power cut in the evening by two hours. Mobile phone coverage continues to be unreliable. The daily curfew remains in place from 2100- 0430 hours. • On 01 February, a protest march organized by Peoples Forum (supported by EPDP) asked the LTTE to release civilians from the Vanni conflict Zone. A memorandum was also handed over to the President and UN Secretary General through GA and UNHCR Jaffna.

Displacement/Returns • As of 10 February, 1,961 IDPs from the Vanni had arrived in Jaffna. All Vanni IPDs are accommodated in four IDP sites ( Teachers’ Training College, Old Court House Jaffna, Mirusuvil RCTMS Church and Kodikamam GTMS School). No movement is permitted from the sites. UNHCR, UNICEF, WFP and ICRC and some NGO have been given access to the camps.

Sector Developments/Gaps • UNHCR completed the construction of another 86 shelters at Kodikamam GTMS School and 56 families from Mirusuvil RCMS church moved to Kodikamam GTMS. At Kopay Teachers Training College, 40 new shelters are being built by UNHCR and IOM completed construction of 40 semi-permanent shelters at Mirusuvil RCTMS camp to ease congestion at the sites. Additional WASH facilities are being built by UNICEF at Kopay Teachers Training College. • The education cluster continues to advocate that all children in IDP camps be allowed to attend classes. • WFP is providing mixed food commodities to Vanni IDPs in the district. • Ninety percent of WASH needs have been met in new IDP camps with the completion of construction of emergency and semi-permanent toilets by the WASH cluster. Drinking water is being provided at the sites by the Pradeshiya Sabas. • Government Public Health Inspectors and midwives are making daily visits to the IDP camps to conduct medical checkups, collect data on communicable diseases and carry out health awareness sessions. Mothers have been provided supplementary food items and children immunization of children has been completed. • The agencies active in the Education sector have provided stationery items and toys to pre-school children. • More cement shipments have arrived in Jaffna. Cement is now available for a fixed price.

KILINOCHCHI & MULLAITIVU DISTRICTS

Situation update • The Sri Lanka army on 12 February announced a new 12 km long Safe Zone demarcated along the Western boundary of the Mullaitivu lagoon, effective from noon 12 February. This coastal area which runs from the north of Vadduvakal in the demarcated zone includes the villages and current location of UN staff and dependents in Putumattalan.

Displacement/Returns • During the period 1 January 2009 to 12 February 2009, 24,138 persons crossed from LTTE-controlled territory in Mullaitivu into Government controlled territory, and are accommodated in IDP camps in Vavuniya [21,323]1, Mannar [854]2 and Jaffna [1,961]3.

Sector Developments/Gaps • The Air Force has indicated they are air lifting 20,000 food parcels to Paranthan (north of Kilinochchi) regularly for the use of IDPs.

MANNAR & VAVUNIYA DISTRICTS Situation update • UNHCR have stated they are ready, with partners, to assist in meeting the immediate needs of up to 150,000 civilians fleeing from the conflict zones into government-controlled areas. • In Vavuniya, a coordination committee has been set up to ensure regular contacts with local authorities to discuss the emergency response. WFP has organized a food coordination meeting to look at distribution of cooked meals and interventions in camps. • Patients arriving from Mullaitivu in Trincomalee district will be transported to Vavuniya after recovery.

Sector Developments/Gaps • Further strengthening of coordination mechanisms and more systematic information sharing are needed to improve the effectiveness of delivery of relief items, including NFRIs kits. • The rapid influx of IDP combined with limited site preparation has resulted in site overcrowding in some locations. • The daily Inter-Agency meeting continues and participants update the emergency coordination matrix. • WFP has distributed 95 Mt of mixed food for the month of February to displaced people accommodated at Manikfarm open site. • MSF is doing blanket supplementary feeding for under fives and pregnant and lactating women in 3 sites: Tamil MV, Pampamadhu and Nellikulam.

TRINCOMALEE DISTRICT

Situation update • On 11 February, two international staff of Japan International Cooperation Agency (JICA) drowned when the vehicle they were in slid off the Upparu ferry, crossing from Muttur to Trincomalee. • 368 IDPs from Mullaittivu (297 injured and 71 IDPs accompanying the patients) arrived in Trincomalee by ICRC vessel on 10 February. On 12 February, another 404 IDPs (272 injured) arrived and were also brought to Trincomalee Hospital. 83 patients were transferred to Methodist school to free space for the more seriously wounded. I/NGOs are providing medicine and other relief assistance to the hospital and the Methodist school. Coordination meetings are held with the Provincial Director of Health Services (PDHS) and RDHS to ensure adequate coverage and coordination of relief items. Strict security measures are in place. • One UXO found in Kaddaiparichan by a UNICEF implementing partner was reported to the District Mine Action Office (DMAO) Batticaloa for the required action. • On 10 February, the General Operating Commander (GoC) called a meeting for I/NGOs, in which he noted that although the LTTE is now confined to 159 square km in Mullaittivu, it was possible for LTTE cadres to infiltrate back into Trincomalee.

Displacement / Returns • With resettlement in the district almost complete, the GA indicated the government would like to have the remaining IDPs, who are not able to return to their land in the High Security Zone, relocated within the next two months.

Sector Developments/Gaps • ICRC reported at the monthly WASH coordination meeting that they have received funding for returnee activities including hygiene promotion. • UMCOR cleaned 170 wells in Kaddaiparichchan North and Chenaiyoor. The need for well cleaning activities has reduced in return areas following the rainy season. • Toilet pits at Kiliveddy sites need to be emptied. Waste dumping is a problem as the Seruvila Pradeshiya Saba no longer allows Kiliveddy IDP transit site waste to be dumped in Muttur. • Toilet structures in the Kiliveddy transit site need to be replaced to avoid negative health implications. . • On 03 February, a WHO consultant assessed health conditions in resettlement and recovery areas. Provincial Director of Health Services reported shortage of medical doctors in the district, most critically in Tiriyai, (Kuchchaveli DS) and Kiliveddy (Muttur DS). There is also a shortage of nurses and a need for training in midwifery. • People in Need repaired 20 partly-damaged houses in Chenaiyoor , Muttur East. Assessments have started for the repair of another 50 partly-damaged houses.

BATTICALOA / AMPARA DISTRICTS

Situation Update • On 30 January, a hartal was held to protest the civilians deaths in the Vanni region.

Displacement/Returns • Government statistics of 21 January 2009, show the number of IDPs in Batticaloa district to be 8,037 (2,120 families). • Government statistics of 10 February 2009, show the number of IDPs in Ampara district to be 3,961 (1,091 families). The difference in statistics in comparison to last week is partly due to local integration and returns while Government authorities are monitoring and assessing further updates for accuracy.

Sector Development/Gaps • Agencies conducting mobile medical clinics in resettled areas after April 2009 will face additional challenges in avoiding gaps as more agencies are finishing activities. • WFP has strengthened capacity through one hundred midwives to raise awareness on nutrition, hygiene and healthy food preparation. • Oxfam Australia has built 43 permanent houses through partners in Vaharai, Chenkalady, Manmunai North, Arayampathy, Kattankudy and Eravur Town DS divisions. • RDHS Batticaloa together with UNICEF and INGOs will train persons in remote and recently resettled villages to provide first aid until permanent health care services are up and running. Vadamunai and Uthuchenai GNs in Kiran DS division have been selected for immediate trainings. • ESCO with UNHCR’s support conducted a needs assessment of all IDP camps in the district. Identified needs have been forwarded to camp focal points IOM, NRC, OfERR, ZOA and ICRC. A breakdown of IDPs by age and gender has been completed for the IDP population residing in camps in Batticaloa district.
