Advisory commitee requested State Govt. to submit unconditional SFC and deferred the proposal to next meeting. AC-MoWR,RD&GR in its 126thmeeting on 16th july,2015 decided that this project may be taken as'deemed returned' with the proviso that State Govt may resubmit the Project proposal afresh with updated cost of techno-economic appraisal.

Subsequently, in Sep, 2012, the State Govt. 1 Km in between Vattachal and Chappakadavu 435.00 April, 2012 435.00 submitted the DPR for construction of 114 nos. of Groynes in Alappuzha District under Flood at an estimated cost of Rs. 435 crore in Alappuzha district Management Programme. only to Regional Office, CWC. It was observed that the earlier comments/observations sent in May, 2012 have not been fully complied with in the DPR. Therefore, in Sep, 2012, the State Govt. was requested to revise the DPR. The State Govt. did not submit the compliance since then along with the revised DPR. Pre TAC visit was carried out by constituency in Alappuzha Dist. of Kerala CSRO, CWC during Feb, 2015. Compliance recieved from State Govt. on 12.03.2015. 7 Canalizing Sakki Kiran Nallah from RD 18000 to 118.05 05.04.2004 The Scheme was accorded clearance by TAC of MOWR in its 118.05 510000 in District Amritsar and Gurudaspur 85th meeting held on 22.02.2006 for an estimated cost of Rs. Punjab. District: Amritsar and Gurudaspur (Pb- 118.05 cr. Inv. Clearance was accorded by the Planning 1) Commission vide No.12(1)/19/06-WR dt. 10.06.2008. The scheme was included under FMP in its 2nd meeting of EC-FMP held on 6.08.2008 with FMP cost of Rs. 111.39 crore (C.A 83.5425 cr.) against the submitted project cost of Rs 118.05 crores. 1st installment of CA of Rs. 21.51 Cr. was released in Nov. 2008. Work on this project was started in 2009-10.An Exp. of Rs. 28.58 on construction of V.R. Bridges was incurred till Sept, 2013. Monitoring visit was done in Dec., 2010. Meanwhile due to defence considerations, the cost was revised to Rs. 350.0 cr which was returned to State Govt. on 15-01- 2013 stating that no cost escalation shall be allowed once it is approved under FMP. Monitoring team of CWC at Bangalore visited the project in July, 2011 and inspected the on- going works. It was found by the monitoring team that the progress was unsatisfactory. Monitoring team has not recommended for release of 2nd installment as the Government of Puducherry has not submitted the required certificates viz. State Budget allocation for 2011-12, concurrent evaluation report and construction programme till completion of the project. Government of Puducherry has been requested for sending the required documents vide letters dated 16.08.2011, 3.11.2011, 14.12.2011 and 20.01.2012. Government of Puducherry, vide letter dated 14.10.2011, submitted 139.67 25.07.2008 the revised quantities of project for which Government of Puducherry has been requested to submit the revised DPR vide letter dated 3.11.2011. The response from CE, PWD, Govt of Puducherry was received on 13/4/2012 which was replied on dated 25/4/2012 for sending the required documents. Concurrent Evaluation Report along with physical and financial progress report was received from CE, PWD, Govt of Puducherry on 01/05/2012. However, the observations to the same was sent vide letter dated 14/05/2012. It was known through Govt of Puducherry letter dated 13/09/2012 that a CBI enquiry was being conducted for the allegedly forged damage assessment report and the scheme was temporarily kept on hold. In this regard, a letters dated 26/03/2013 and 26/04/2013 have been received from MOWR that if the findings of CBI do not affect the viability and justification of the project then the required documents many be sent to CWC for further processing and the work may be resumed.
