Application of Tariff

This Tariff sets forth the terms, conditions and pricing under which the Telephone Company offers to provide to any requesting Certified Local Exchange Carrier access to Network Elements and Ancillary Telecommunications Services available in the Telephone Company central office in which such carriers operate within the State of Connecticut.

While the Telephone Company does not have tandem switches in Connecticut, a CLEC can utilize the (N) Telephone Company’s tandem switch in White Plains in connection with the CLEC’s provision of service in the Byram and/or Greenwich rate centers. Such tandem switching is offered pursuant to the Telephone Company’s New York tariffs or a New York interconnection agreement. Connecticut Tandem Transit Service arrangements via a New York interconnection agreement via the White Plains tandem in New York are only applicable between the CLECs operating in the Telephone Company rate centers of Byram and/or Greenwich. The tandem rates set forth herein are illustrative of the rates at which tandem switching is available under the New York tariffs, and do not constitute a commitment to deploy tandem switching in Connecticut or to offer access to tandem switching functionalities, either alone or as part of a network combination, pursuant to this tariff.

The Telephone Company will provide interoffice transmission facilities, to the extent facilities are available in this State, under this tariff. To the extent the transmission facilities extend into the State of New York, that portion of the facilities may be purchased pursuant to the Telephone Company’s New York tariff or interconnection agreement. The Interoffice Transmission Facilities rates set forth herein are illustrative of the rates at which Interoffice Transmission Facilities are available under the New York tariffs, and do not constitute a commitment to deploy interoffice facilities not currently deployed within this State.

Since the Telephone Company does not operate a Signal Transfer Point (“STP”) in Connecticut, CLECs operating in Byram and/or Greenwich may use the Telephone Company’s STPs located in New York State, pursuant to the Telephone Company’s New York tariff or interconnection agreement. The Common Channel Signaling Network Interconnection (CCS/SS7) rates set forth herein are illustrative of the rates at CCS/SS7 is available under the New York tariffs, and do not constitute a commitment to deploy STPs in this State.
