NO. 8 18 WEEK OF OCTOBER 12, JULY 2015 29 from the Riksdag, the political parties, and the News Government and its agencies The end of the December Agreement On Friday, delegates at the Christian Democrats’ national meeting (Riksting) voted 151 to 103 to advise the party board to consider phasing out the December Agreement. Following the vote, the other three opposition signatories to the December Agreement said the pact is over. Both the Liberals and the Christian Democrats said on Friday they would vote for their separate budgets. Meanwhile, the Sweden Democrats announced they will call for a vote of no confidence in the Riksdag this week in an attempt to oust the Minister for Finance Minister, Magdalena Andersson (S). The Riksbank's business survey: The Riksbank published it’s September Business Survey on 9 October. The survey shows companies more pessimistic that, despite the economy growing at a reasonable rate, companies are generally more pessimistic about future economic developments. Specifically, it is the slowdown in growth markets, low commodity prices and tumbling investment in the energy sector, that are worrying the export industry. Manufacturing companies have noticed for some time that demand in China is not growing as strongly as before and demand continues to be weak in Brazil and Russia. Generally, companies feel increasingly secure about growth in domestic demand. The assessment of the construction, retail and consumer-related service companies is that the risks of deterioration in the economic activity have diminished. Opinions are particularly positive in the construction sector, where demand continues to rise and the rate at which new homes are being built is very high. The Business Survey states that there is an ongoing discussion between companies and banks about negative deposit rates. In general, companies do not need to pay to keep liquid assets in the bank but if the repo rate is cut even more, they feel that there is a major risk of the banks in Sweden starting to charge for deposits. Companies say that they are analysing how to optimise their cash flows so that they can avoid such costs in the future. Click here to download the business survey. Almost 8,900 asylum seekers arrived last Last week 8,899 people applied for asylum in Sweden. On Thursday alone, 1,609 persons week applied for asylum. Of the 8,899 were 2,025 unaccompanied minors, mainly from Afghanistan and Syria. 2,990 people were from Syria and 2,313 from Afghanistan. Read the press release from the Migration Agency here. Government presents measures for On Friday, the government presented a number of measures aimed at finding refugees accommodation for the unprecedented number of refugees arriving in Sweden. The government has instructed the county administrative boards to make an inventory of all facilities in the country that can be used for temporary accommodation. Possible sites could include camp sites, industrial buildings, apartments and sport halls. The work will be coordinated by the Governor of Norrbotten County, Sven-Erik Österberg. The inventory is to be reported by 22 October at the latest. Furthermore, the government said the Swedish Migration Agency may erect tents, if necessary. To help municipalities house unaccompanied refugee minors, the government will introduce a new form of accommodation, called "support housing”. At the press conference, the Minister for Justice and Migration, Morgan Johansson (S), said the government will speed up passing legislation that would force municipalities to take refugees. He also said that the Police should intensify their work to deport refugees who have been denied asylum. The press release and a webcast of the press conference can be found here. NIER presents report on wage formation The National Institute of Economic Research (Konjunkturinstitutet, NIER) has presented its annual report on wage formation. The report Wage Formation in Sweden 2015 presents the economic background to wage formation and the coming round of collective bargaining. The next major round of collective bargaining - with collective agreements covering around 3 million workers in Sweden - will be renegotiated in the first half of 2016. The NIER report concludes that the participation rate and the employment rate are high in Sweden relative to other countries, but that unemployment is also high. ”The social partners can normally hasten a return to lower unemployment through wage formation with support from monetary policy, but monetary policy cannot be made much more expansionary in the current situation”, NIER writes. Very low pay increases will therefore not lead to lower unemployment. Changes to minimum wages and active labour market policies could, however, permanently reduce unemployment. I argue that leadership selection is dependent on both the electoral institution that a party finds itself in and the intra-party dynamics that constrain the party. Due to a high degree of seat- vote elasticity that is characteristic of majoritarian systems, replacing unpopular leaders is a feasible strategy for opposition parties in these systems to increase their seat shares. In contrast, in proportional systems, due to low seat-vote elasticity, on average opposition parties that replace their leaders su↵er from vote loss. My model of party leadership selection shows that since party members can provide valuable election campaign e↵ort, they can coerce those who select the party leader (the selectorate) into choosing their preferred leader.

    The Foreign Policy Academy The Foreign Policy Academy is the Stockholm Free World Forum’s educational program for young opinion-builders. Launched in 2014, the Foreign Policy Academy’s yearly education program consists of lectures, study tours, scholarships and internships. The students are highly qualified with experience in politics, government agencies, NGOs and high-profile universities. Each full-day lecture series relates to a relevant and current theme, e.g. foreign and security policy, trade and free movement, the future of Europe, and contemporary ideas. The lecturers are some of Sweden’s most prominent in their field, including former Prime Minister Carl Bildt, Major General Karlis Neretnieks and Aftonbladet’s chief political editor Anders Lindberg. At least two field trips are arranged each year. Previous classes have travelled to London, Brussels, Berlin and Riga to visit think tanks, newspapers, political party headquarters, and museums. The Foreign Policy Academy was started by Mats Johansson and is currently led by Katarina Tracz, Director of the Stockholm Free World Forum. Students of the 2018 Foreign Policy Academy: Emanuel Örtengren is a Program Coordinator at the Swedish free market think tank Timbro, where he oversees projects related to economic policy. Prior to joining Timbro, he was a Visiting Fellow and Research Assistant analyzing security policy in the Baltic Sea Region at the Center for Transatlantic Relations in Washington, DC. Previously, he worked at the Antonia Ax:son Johnson Foundation for Sustainable Development (Axfoundation) on a project aimed at facilitating refugee labor market integration, and conducted research for Timbro's Authoritarian Populism Index. A mixed methods study of the leading members of the youth organizations of political parties in Sweden Elin Fjellman Abstract While career-related motives are not given much attention in studies on party membership, there are strong reasons to believe that such professional factors are important for young party members. This study is one of the first comprehensive investigations of how career-related motives impact the willingness of Swedish leading young party members to become politicians in the future. A unique survey among the national board members of the youth organizations confirms that career-related motives make a positive impact. However, those who experienced more internal stress were unexpectedly found to be more willing to become politicians in the future. The most interesting indication was that the factor that made the strongest impact on the willingness was the integration between the youth organization and its mother party. Another important goal was to develop an understanding of the meaning of career-related motives for young party members. Using a set of 25 in-depth interviews with members of the youth organizations, this study identifies a sense among the members that holding a high position within a political party could imply professional reputational costs because some employers would not hire a person who is “labelled as a politician”. This notation of reputational costs contributes importantly to the literature that seeks to explain party membership.     22 August 2021 Sweden: Prime minister steps down ahead of next year’s election Torbjörn Isaksson Prime minister Stefan Löfven announced today that he will in November resign as party chairman for the Social Democrats as well as prime minister. Löfven resigns for personal reasons. The timing of his announcement came as a surprise. He has been head of the Social Democrats since 2012 and prime minister since 2014. Löfven’s resignation could make the already tricky political situation even more complicated as the government must step down if the new candidate for prime minister is not accepted by the Riksdag. It is uncertain whether the Left Party and the Center Party will once again accept a government with the Social Democrats and the Greens. However, the first challenge for the government is the budget bill for 2022 due 20 September. The budget process will be led by Löfven and Finance Minister Andersson. Löfven has emphasised that if the budget is not accepted by the Riksdag, then the government will resign. The current government has governed on the oppositions’ budget before, though. The red-green government’s budget proposal needs at least indirect support from the Left Party and the Center Party. The Center Party doesn’t accept any negotiations with the Left Party, while the Left Party has presented a list with reforms ahead of the budget. Thus, much suggests that it will be a turbulent autumn for Swedish politics. An extra election is still unlikely. The next general election to the Riksdag is scheduled for September 2022, which will take place even in the case of an extra election before that.
