Vessel General Permit (VGP) Version 2/5/2009 United States Environmental Protection Agency (EPA) National Pollutant Discharge Elimination System (NPDES) VESSEL GENERAL PERMIT FOR DISCHARGES INCIDENTAL TO THE NORMAL OPERATION OF VESSELS (VGP) AUTHORIZATION TO DISCHARGE UNDER THE NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM In compliance with the provisions of the Clean Water Act (CWA), as amended (33 U.S.C. 1251 et seq.), any owner or operator of a vessel being operated in a capacity as a means of transportation who: • Is eligible for permit coverage under Part 1.2; • If required by Part 1.5.1, submits a complete and accurate Notice of Intent (NOI) is authorized to discharge in accordance with the requirements of this permit. General effluent limits for all eligible vessels are given in Part 2. Further vessel class or type specific requirements are given in Part 5 for select vessels and apply in addition to any general effluent limits in Part 2. Specific requirements that apply in individual States and Indian Country Lands are found in Part 6. Definitions of permit-specific terms used in this permit are provided in Appendix A. This permit becomes effective on December 19, 2008 for all jurisdictions except Alaska and Hawaii. WILDERNESS ACT AND HOWARD ZAHNISER In: The Fully Managed, Multiple-Use Forest Era, 1960-1970 Passage of the Wilderness Act of 1964 involved decades of work on the part of many people both inside the Forest Service and from a variety of interest groups. As early as the 1910’s and 1920’s, there were several important proponents of wilderness designation in the national forests. Three men are considered pivotal in these early years and all were Forest Service employees: Aldo Leopold, Arthur H. Carhart, and Robert Marshall. Their efforts were successful at the local level in creating administratively designated wilderness protection for several areas across the country. At the national policy level, there was a series of policy decisions (L-20 and U Regulations) in the 1920’s and 1930’s that made wilderness and primitive area designation relatively easy, but what was lacking was a common standard of management across the country for these areas. Also, since these wilderness and primitive areas were administratively designated, the next Chief or Regional Forester could “undesignate” any of the areas with the stroke of a pen. Howard C. Zahniser, executive secretary of the Wilderness Society (founded by Bob Marshall), became the leader in a movement for congressionally designated wilderness areas. In 1949, Zahniser detailed his proposal for Federal wilderness legislation in which Congress would establish a national wilderness system, identify appropriate areas, prohibit incompatible uses, list potential new areas, and authorize a commission to recommend changes to the program. Nothing much happened to the proposal, but it did raise the awareness for the need to protect wilderness and primitive areas from all forms of development. -

LENDEMER1 AND RICHARD C. HARRIS2 ABSTRACT. – Arthothelium lichenale is placed in synonymy with Mycoporum compositum. The morphological distinctions between Collema pustulatum and Leptogium apalachense are discussed and the North American distributions of the species are revised. The distribution of Lecidea roseotincta in North America is extended to include the central and southern Appalachian Mountains. The distribution of Lecidella subviridis is expanded in northeastern North America. Pyrenula reebiae is placed in synonymy with P. leucostoma and both species are illustrated and discussed. Pyrenula shirabeicola is removed from synonymy with P. pseudobufonia and both species are illustrated and discussed. The following taxa are newly reported from North America: Calvitimela cuprea (Canada, Newfoundland & Labrador), Hypotrachyna consimilis (U.S.A., North Carolina), Schismatomma graphidioides (U.S.A., Alabama and New Jersey). INTRODUCTION As a result of fieldwork carried out throughout eastern North America, particularly in the southern Appalachian Mountains, we have studied new collections that prompted us to reexamine our understanding of recognized species, their distributions, and ecologies. Routine curation of the herbarium at the New York Botanical Garden led to similar studies, as has the identification of specimens that were newly donated to the herbarium. While such studies typically result in discrete taxonomic or floristic publications, there are often also brief notes that merit publication but are not easily accommodated in a standalone contribution.
