  • Russia's Financial Tactics in the Middle East
Russia’s Financial Tactics in the Middle East Dr. Theodore Karasik Summary Russia’s strategy to build a greater presence in the Middle East and North Africa (MENA) region, and specifically the Persian Gulf, by using finance to influence geopolitics has become an integral part of Putin’s foreign policy. Since 2007, Russia has increasingly focused on financial tactics to achieve its strategic policy goals in the Middle East. This “soft power” links Russia to the Middle East in new and creative ways, a trend that has continued without letup since Russian President Vladimir Putin visited the region twice 10 years ago. These financial ties are both formal and informal: public transactions but also gray zones of monetary interaction between Russia and Arab states that are illustrative of a far more robust set of monetary connections than recognized by policymakers and analysts. Middle Eastern states are an attractive market for Russian state-owned and private companies, such as Stroitransgaz, Rosneft, LUKOIL Overseas Holding Ltd., Russian Railways, Magnitogorsk Metallurgical Factory, Hydromashservice, Technopromexport, KAMAZ and Russian Helicopters. ROSTEC and other defense and aviation companies are also making inroads. It should be noted that Russian small and medium enterprises, too, contribute to trade and economic cooperation with many of the MENA countries. Russia’s industrial giants are able to compete for project tenders at reasonable prices against other competitors despite Russia’s flagging economic performance and increasingly strong

UNICRI conducted a wide search to identify as many providers of anti-counterfeiting technology as possible to be considered in this report. We also published a global call on UNICRI’s website asking for contributions. Not all providers replied to our request for cooperation and, among those who replied, not all of them have been able to provide case studies. Furthermore, it may be possible that we missed some of them. However, our intention is to update the current report, and providers not included in this study will have the opportunity to be included in future updates. We hope that, drawing from this experience and this report, more technology providers will agree to cooperate with us and will allow UNICRI to progressively update its contents.

Kerst Colloquium Kennan Institute for Advanced Russian Studies Woodrow Wilson International Center for Scholars LENINGRAD: A POLITICAL HISTORY 1934-1953 Preliminary Comments and Excerpts Kenneth A. Kerst Colloquium Kennan Institute for Advanced Russian Studies Woodrow Wilson International Center for Scholars Washington, D. C. PRELIMINARY COMMENTS Included in this colloquium paper are excerpts from the introduction and from several chapters of a longer study covering the Zhdanov period of Leningrad's history. The study concentrates on the trials and tribulations of Leningrad, its leaders, and its inhabitants under Stalin's rule from 1934 to the latter's death in 1953. Running through it is a reconsideration of the role of Zhdanov in ~he Stalin regime. The motivation for choosing Leningrad rather than Moscow, the capital, or Kiev, "the mother of Russian cities", is several-fold as is the relevance of the study for the present. The city was the tsarist capital of modern Russia. In the Soviet period, though no longer the national capital, it was always headed by a top, or rising, political leader until Zhdanov's death in 1948. Long before the revolution the city had become a cultural center, a scientific center, architectural wonder, and a source of innovation for the rest of the country. It was the well-known "window on the. West", a symbol of enlightenment and of the real world. Along with the intellectualism of the city there existed on a greater scale than elsewhere a "proletarianism" by which the revolutionary leaders set great store.
