UPDATE #22 COVID-19 March 30, 2020 (5:00 PM)

The Village Emergency Operations Team is working hard to ensure the health and well-being of the community. As we continue to monitor the latest information on COVID-19 (Coronavirus), updated information will be shared with the community.

Emergency Order Update #7 Today, the Village Manager issued Update #7 to the emergency restrictions issued on March 16, 2020, requiring all persons arriving in Bal Harbour Village by any means from CDC identified and international locations, to isolate or quarantine for 14-days. A copy of the Emergency Order Update is included in this update.

Recent State Emergency Order Today, Governor Ron DeSantis announced that he will be issuing an Executive Order, "Safer At Home," for -Dade, Broward, Palm Beach and Monroe Counties, urging residents to stay at home until the middle of May. This order is consistent with Bal Harbour Village Update # 6, issued on March 23, 2020.

South Joint-Construction Industry Commitment The construction industry has issued a joint pledge to institute practices aimed at reducing the spread of the Novel Coronavirus on South Florida’s Construction Sites, including guidelines for workers regarding personal responsibilities, social distancing, handwashing, hoists and elevators, lunch trucks and communications. A copy of the pledge is included in this update.

Meals for Seniors If you are a citizen over the age of 60 and have any problems getting meals, please call the County’s Call Center by dialing 3-1-1, and they will assist you in registering for meal delivery service.

Scam Alert  Attorney General Ashley Moody issued a Consumer Alert today about new scams related to the COVID-19 pandemic. The scams include text messages with links to claim funding from the federal stimulus package and imposters posing as health workers offering free COVID-19 tests. The bottom line is Floridians need to be on the lookout for scams and never give out personal or financial information to solicitors. Status of Village Services Following is the status of Village services:  The Bal Harbour Building Department is only open for plan drop off and/or permit pick up. Building inspection services are suspended; however, the Building Department is accepting Inspections by Affidavit. For information on the Inspection by Affidavit process https://bit.ly/2xqTn42  Bal Harbour Shuttle service is discontinued until further notice;  Bal Harbour Park, Recreation Center and basketball courts are closed until further notice;  All recreation programming is cancelled until further notice, including the Warriors Basketball Program, Family Excursions, Movie in the Park events and the Bal Harbour 5K Run/Walk;  The Bal Harbour Jetty is closed for fishing until further notice.

Local Testing Information Marlins Park 501 Marlins Way, Miami, FL 33125

Miami-Dade County COVID-19 drive-through testing center is now open at Marlins Park for residents 65 or older from 9:00 a.m. to 5:00 p.m. by appointment only. Daily testing is available at this site for 300 people. To make a testing appointment, please call 305.499.8767, where individuals will be pre- screened for symptoms. Staff on-site can only test those with appointments. All others will be turned away.

Hard Rock Stadium 347 Don Shula Drive Miami Gardens, Florida 33056 (Free of charge on the east lot) Testing will be available from 9:00 a.m. – 5:00 p.m. on a daily basis; however, those seeking a test must meet certain criteria.  Must be 65 or older and be symptomatic to be tested (Must bring ID)  If you do not meet the criteria, you will be asked to exit the lot.  The test site is drive-through only.  Test results will take 48-72 hours.

Recent State & County Emergency Orders  March 23, 2020: Governor DeSantis issued Executive Order 20-80 directing all individuals arriving in the State of Florida from an area with substantial community spread, including the New York Tri-State Area (Connecticut, New Jersey and New York), to isolate or quarantine for a period of 14 days from the time of entry into the state or the duration of the person's presence in the state, whichever is shorter. Information from the Florida Department of Health If you think you have been exposed to COVID-19 and develop a fever and symptoms, such as cough or difficulty breathing, the Florida Department of Health (DOH) recommends the following in order to be tested:  Call the DOH Epidemiology Department at (305) 470-5660 for guidance, or  Contact your primary care physician, explain your symptoms and whether or not you have been in contact with someone who has tested positive for COVID-19 over the past 14 days, or  Contact an urgent care facility or hospital emergency room, explain your symptoms and whether or not you have been in contact with someone who has tested positive for COVID-19 over the past 14 days.

Joint-Construction Industry Commitment: Pledge to Reduce the Spread of Novel Coronavirus on South Florida’s Construction Sites

Whereas, the Construction Industry has been acknowledged to be an essential business to the State of Florida, supporting infrastructure, government, medical and residential needs; and

Whereas, the Construction Industry is a unique industry in that workspaces are closed to the public, often with easily accessible fresh air and or outdoor jobsites; and

Whereas, the Construction Industry cares for the health and safety of their workers and for the families and loved ones they go home to; and

Whereas, the Construction Industry is heavily regulated by Federal, State and Local Governments as to what can and cannot take place on a job site, we the undersigned hereby commit, to instituting the following practices at a minimum, in an effort to eliminate the spread of the Coronavirus:

Personal Responsibilities • Workers with CDC designated symptoms such as fever, cough, shortness of breath, etc. are to stay home and not report to work. Workers exhibiting these symptoms are to be sent home immediately

Social Distancing • All workers are to maintain 6’ of separation • No gatherings of more than 10 people when required to meet even when conducted outside. • For stand-down meetings, disseminate information electronically and have each trade conduct the training on their own in groups not to exceed 10 • Common water coolers are to be discouraged • Prop doors open when safe to do so • Do not stack trades in the same space

Handwashing • Wash stations with soap are to be installed/maintained at building entrances and food truck areas as well other strategic areas near offices, trailers, and jobsite egress areas with hot water when possible • Encourage and direct employees to wash hands at breaks and as frequently as possible. • Gloves are required for all trash removal

Hoists and Elevators • Take steps to limit employees on buck-hoists and on elevators to maintain maximum distance • Hoist/Elevator operators are to be provided and wear gloves • Hoists/Elevators are to be sanitized daily

Lunch Trucks • Encourage employees to bring their own lunch and consider eliminating truck where possible • Ensure all lunch trucks are utilizing servers for bulk food trays; no self-serve from food trays • Food items are to be individually wrapped when possible • Physical distancing protocol shall be in use during lunch and breaks

Communication • Signage barring employees with COVID-19 symptoms , CDC recommendations, and posters that encourage staying home when sick, cough and sneeze etiquette, and hand hygiene are to be placed at the entrance to of the workplace and in other prominent areas.

“SAFER AT HOME” ORDER

Residents and visitors are strongly urged to limit all of their travel, except as absolutely necessary.

Persons at high risk of severe illness from COVID-19 and people who are sick are strongly encouraged to stay in their residence to the extent possible, except as necessary to seek medical care.

At all times, residents and visitors shall adhere to the following social distancing practices:

• Maintain a distance of at least six (6) feet away from others; • Wash hands with soap and water for at least twenty seconds or using hand sanitizer; • Cover coughs or sneezes (into the sleeve or elbow, not hands); regularly clean high-touch surfaces; • Do not shake hands.

Has the Village implemented a curfew village-wide? As of this time, there is no curfew in place.

Is the beach open? All beaches county-wide are CLOSED until further notice by order of Miami-Dade County.

Is the beachpath open? The beach path is currently open, but we urge residents to practice social distancing, critical in avoiding the risk of contracting COVID-19

Is the Bal Harbour Jetty open? The Jetty is open to pedestrian use only with social distancing. The Jetty is closed for fishing until further notice.

Are Bal Harbour Hotels open? All Bal Harbour Hotels are currently closed as of Monday, March 23, 2020 through April 23rd.

Are restaurants Village-wide open? Some restaurants in the condo buildings continue to remain open for take out and delivery only. For Bal Harbour Shops restaurants offering take out and delivery go to https://www.balharbourshops.com/takeout/ CLICK HERE

What is considered take-out? Walking into a restaurant, cafeteria or counter/window to retrieve food. Some restaurants may offer drive- through or curbside walkout services.

STAY SAFE – STAY CALM – STAY HOME Can a customer walk-in and order to-go? If the restaurant offers this option, you may be able to walk-in and order items to go. However, in order to avoid extended wait times and exposure to other people, we highly recommend ordering ahead of time, prior to pick-up (or ordering delivery if that’s an option). Many restaurants have online ordering apps or website options to place an order; this is a good time to use those options.

Is Bal Harbour Shops open? As of March 19, 2020 Bal Harbour Shops is closed until further notice.

What to do if I feel that I was exposed to COVID-19? The Florida Department of Health recommends that you call your primary doctor or the county health department to describe your symptoms. They will decide whether you need to be tested. If you wish to speak to someone, the Florida Department of Health has established a Call Center available 24 hours a day, 7 days a week at 1.866.779.6121 If at any point, you feel that you need emergency personnel, please dial 911 and inform the call taker that you may have been exposed to COVID-19.

Can someone spread the virus without being sick? People are thought to be the most contagious when they are most symptomatic (the sickest). Some spread might be possible before people show symptoms; there have been reports of this occurring with this new coronavirus, but this is not thought to be the main way the virus spreads.
