Reiff, Chair Southern California’s San Fernando Valley is a huge expanse of land that comprises the northernmost section of the City of Los Angeles. Although it is currently the home to over 1.8 million residents with roots from across the globe and for several decades has been a city within a city, powerful and competing images of “the Valley” continue to shape public consciousness about this well-known American space. For better or worse, the San Fernando Valley has become a metonym for the rise and fall of post-World War II suburbia. This linear narrative – that privileges the transformation of agricultural fields into industrial plants and residential suburbs that later fell victim to urban sprawl – elides the histories of people of color in favor of broad generalizations about segregation or demographic change. This dissertation challenges those assumptions and uses the San Fernando Valley as a site to understand the overlapping relationships between race, space, and activism in the twentieth century. I propose that the San Fernando Valley is an instructive site to examine those ii relationships because of its historically multiethnic neighborhoods that have been shaped by the forces of such as war, metropolitan growth, and economic restructuring. Through an examination of major structural events and their social repercussions, such as the construction of railroads, the rise of the military industrial complex, various exclusionary laws or ballot initiatives, and a complex relationship with the City of Los Angeles, I show how African Americans, Latinas/os, and Asian Americans have claimed the San Fernando Valley for themselves, crafted their own communities, and fought against different forms of inequality. To be sure, their community building, political goals, and tactical strategies goals were informed by their respective racialization and distinctions based on class or migration status. Nevertheless, these individuals fashioned alternative forms of activism, community building, and knowledge that challenge dominant narratives of the San Fernando Valley. iii The dissertation of Jean-Paul deGuzman is approved. Sarah Franklin Doran Miami University Oxford, Ohio May 201 ii ABSTRACT FROM PRIVATE MOMENTS TO PUBLIC CALLS FOR JUSTICE: THE EFFECTS OF PRIVVATE MEMORY ON THE REDRESS MOVEMENT OF JAPANESE AMERICANS Sarah Doran It has been 68 years since President Roosevelt signed Executive Order 9066, which led to the internment of more than 110,000 Japanese Americans. This period of internment would shape the lives of all of those directly involved and have ramifications even four generations later. Due to the lack of communication between family members who were interned and their children, the movement for redress was not largely popular until the 1970s. Many families classified their time in the internment camps as subjects that were off limits, thus, leaving children without the true knowledge of their heritage. Because memories were not shared within the household, younger generations had no pressing reason to fight for redress. It was only after an opening in the avenue of communication between the generations that the search for true justice could commence. The purpose of this thesis is to explore how communication patterns within the home, the Japanese-American community, and ultimately the nation changed to allow for the successful completion of a reparation movement. What occurred to encourage those who were interned to end their silence and share their experiences with their children, grandchildren, and the greater community? Further, what external factors influenced this same phenomenon? The research for this project was largely accomplished through reading memoirs and historical monographs.

Response to Correspondence This correspondence with the Arroyos & Foothills Conservancy occurred in the context of the preparation of the EIR for the ArtCenter Master Plan. The formal comment letter from Arroyos & Foothills Conservancy included in this correspondence was responded to as Letter No. 6 in Section III, Response to Comments, of the April 2018 Final EIR for the ArtCenter Master Plan. The primary correspondence herein is comprised of emails between John Howell and Mickey Long discussing whether there is a wildlife corridor within the Hillside Campus, as well as emails between John Howell and CDFW regarding whether there is a wildlife corridor and whether CDFW will provide a comment letter regarding the ArtCenter Project for the Planning Commission hearing on May 9, 2018. Note that CDFW submitted a comment letter on May 9, 2018, after completion of the Draft EIR and Final EIR. The City has also provided a separate response to this late comment letter. This correspondence centers around the potential for the Hillside Campus to contribute to a wildlife corridor. The CDFW was contacted during preparation of the Final EIR to obtain specific mapping information to provide a more comprehensive description of the potential for wildlife movement within the Hillside Campus within the Final EIR.
