The Arizona Medically Underserved Area (AzMUA) report is prepared by the Arizona Department of Health Services, as mandated by A.RS. § 36-2352. Within the Arizona Department of Health Services, Division ofPublic Health, the Officeof HealthSystems Development (HSD) is responsible foractivities associated withthe implementation of A.RS. § 36-2352.

The Officeof Health Systems Development is responsible forassisting communities in obtainingboth state and federal shortage designations. Additionally, the HSD manages programs thatprovide incentives in theform ofloan repayment forprimary health care providers to work in medically underserved areas. The HSD is also responsible for the implementation of A.RS. § 36-2907.06, QualifyingCommunity Health Centers Primary Care Program, now more familiarlyknown as the Tobacco Tax Primary Care "Part B" programand A.RS. §36-2174, Rural Private Primary Care Provider Loan Repayment Program. Legislative language require thatindividuals or entities interested in participating in eitherprogram do so within designated ArizonaMedically Underserved Area boundaries.

Components of the Report

A.RS.§36-2352 requires that a report be produced every two years forthe purposesof providing an update related to criteria and recommended changes to theprimary care index, provide a list of current designatedArizona Medically Underserved Areas and provide a summary ofresources provided to communities based on Arizona Medically

Underserved Area designation. Thisreport containsthe following:

As authorized in A.RS. § 36-2352, the Medically Underserved Area report includes areas that are designated as a federalhealth professional shortage area (HPSA) as well as those areas with statedesi gnation. Currently, thereare 80 designated Arizona Medically Underserved Areas in the state. Ofthe 80 designated areas, 17 are within the boundaries offudian Tribal land. This is an increase of27 new designations above the number reported in the2000 Arizona Medically Underserved Area report. These additionaldesi gnations are a result of thechanges in the AdministrativeRule and an increase in communitybased organizationrequest forfederal health professional shortage designations.

The Departments five-yearreview report ofArizona Administrative Code (A.AC) Title 9, Chapter 24 Medically Underserved Area Health Services, was approved by the GovernorsRegulatory Review Council as docket number F-00-0102 on January 4, 2000. The Departments revision of 9 A.AC. 24, Articles 1 through 3, became effective January 17, 2001. Repeal of 9 A.AC. 24, Article 4 ArizonaLoan RepaymentProgram, became effectiveAugust 9,

HPSA - Health Professional Shortage Area PCA - Primary Care Area 2 2001. The new Loan Repayment rules, located a 9 A.A.C. 15, became effective August 9, 2001. Attached are the Arizona Administrative Register Notices ofFinal Rulemakingfor the three rulemakingactions resulting fromthe five-year review report of9 A.AC. 24.

Throughthe Tobacco Tax "Part B" program contractstotaling $ 5.5 million have been awarded for theprovision of primary care services to10 CommunityHealth Centers and look-alike facilities with 24 primary care service sites. A map and list of current Tobacco Tax "Part B" Contractorsshows the distribution ofthese funds. The second map shows the distribution of providers currently participating in theRural PrivatePrimary Care Provider Loan Repayment program. A corresponding list ofprovider work sites is also enclosed. Tobacco Tax appropriation forthis program is $112,000 annually.

Summary

The 2002 Arizona Departmentof Health Services, Arizona Medically-Underserved Report shows an increase in the total number ofdesi gnated areas from the previous report. This is a direct result of increased request from communities and fromchanges in the rules. Through theuse of Arizona Medically Underserved Area designations, resources are specifically targeted to those communities thatface greater challenges in the provision ofprimary care services. The Arizona Departmentof Health Services continues to work closely withcommunities in exploring appropriate designation, coordinatingthe delivery and expansion ofprimary care services and thedistribution of primary care providers.
