Though there is no official confirmation, sources in the Chief Minister’s office said that it is likely to be announced during the ongoing Budget Session of Jharkhand Assembly. “Thought the decision has been taken in the Cabinet, a few modalities are yet to be decided. The Chief Minister is likely to announce the decision during the Assembly Session on March 17,” said a senior official in Chief Minister’s Office. The Chief Minister, on several occasions, had hinted earlier that his government was contemplating a policy for ensuring jobs for the locals in private sector. Notably, a proposal of giving priority to the local youths in private jobs was a part of the manifesto of Jharkhand Mukti Morcha (JMM) in 2019 Assembly elections. The JMM lead alliance government, after coming to power, was striving to implement this policy. The decision apparently was taken looking at the large number of migrant youths coming back to their homes during the lockdown. The state’s unemployment rate gradually fell down to 11.3 per cent in January 2021 after rising up to 59.2 per cent at the peak of the Covid-19 pandemic in May 2020, revealed the Economic Survey.     Justifying Occupation? A strategic frame-analysis of the way India & Israel have rhetorically justified their military annexations (1961-1981) Abstract: Besides using military power to attain new territories, framing plays an important part in holding onto them, as it enables the occupier to ‘sell’ the idea of a new post- conflict reality. Using postcolonialism as background theory, this thesis researches what historical frames were used, and what the effect of these frames were on (1) the domestic audience of the occupying country, (2) the audience of the occupied territories, and (3) the international community. It looks at the annexation of Goa (1961) and the Golan Heights (1981) as similar design case studies, where the former was accepted by more audiences. Frames that refer to national identity and safeguarding the existential safety of the occupying country, proved to be most successful across the audiences to gather support, or avoid serious sanctions from the international community, during 1961-1981.     January 10, 2019 Pio Gama Pinto: Kenya's Unsung Martyr, 1927-1965 by Shiraz Durrani Book Review, Politics Review by Selma Carvalho A concise version of this review first appeared on the Oheraldo Goa on 11 January, 2019. !1 Curiously, a road in Nairobi is named after Pio Gama Pinto. Curious, because it is named after a Goan. But Pio was foremost a Kenyan, deeply involved in Kenya’s nationalist struggle, and whose assassination, in 1965, made him Kenya’s first martyr. His legacy, sadly, has not been documented in a biography, neither by Goans nor by Kenyans. But a recently released book titled, Pio Gama Pinto: Kenya’s Unsung Martyr, 1927-1965, edited by Shiraz Durrani, seeks, in some measure, to fill this vacuum. The book is a collection of essays, letters and other documents which loosely piece together his role in Kenyan politics. Several reasons have hindered documentation of Pio’s life. Chief among these, is the political climate at the time of Pio’s death which did much to intimidate and censor free speech. This led Pio’s close friends to burn the bulk of his private papers. Sir, I am directed to approach you with this memorandum to impress upon the Government of India the prime necessity for giving their immediate and urgent attention to Goa which is likely to assume great importance in this hour of world crisis. The Korean conflict has evoked from the Prime Minister his great peace move which, to all intents has proved abortive due to the intransigient attitude of some of the world powers. As a result of this, American attitude towards India has undergone a vast change and today that attitude is anything else but sympathetic. It is therefore certain that the Portuguese power in India will take full advantage of America's change in attitude and will offer greater facilities to the American interest in Goa which are already having full sway. It is more than certain that in the event of a world conflagration India will remain neutral, unless her independence is menaced. But as long as pockets of foreign powers exists on the Indian soil, India's neutrality will be of no avail. What guarantee is there that these pockets will not be turned into naval and air bases ? Just as Formosa has been encircled by the American Navy as a so-called precautionary measure against the threat of Communism to that Chinese island, so also it is not difficult to envisage that these Indian territories which are still held by foreign powers, will be transformed into active bases of warfare.     CHAPTER TWO THE STRUGGLE FOR LIBERATION AGAINST PORTUGUESE RULE Once the Goan parliamentarian Dr. Francisco Luis Gomes, somewhere in Paris said in 1861 the following; ' I belong to that race which composed the Mahabharata and invented chess.....but this nation which recorded her laws in poems and formulated her politics in the rules of a game, exists no longer. Here lies, chained in her own country exhausted from all her fecundity and in obscurity amidst the dazzling brilliance of her own glory.' The person who talked about his country with so much pride was none other than an Indian by heart, by mind and body, a Catholic by religion, a Portuguese by a quirk of history, a nationalist by spirit, who was dedicated to the cause of his country, who did not identify any difference between Goa and the rest of India and Portuguese in Goa. Can Goa be separated from rest of India just because Britishers ruled in India and Portuguese in Goa? The answer to this question is `no'. Goa was considered an integral part of India not only geographically but from all other aspects. The entire liberation struggle of Goa, was influenced by the Indian National Movement, especially the last phase, beginning with the 18th June 1946 movement for civil liberties. Since Goa was considered as an integral part of India, people of Goa thought that without the liberation of Goa, the Indian struggle for Independence is incomplete. Thus the two main demands in the liberation struggle of Goa were; (i) Liberation of Goa from Portuguese colonial rule, and (ii) its integration with the Indian Union.
