B4465 Westerleigh Road, Pucklechurch - Speed Table North of Parkfield Road Junction Statement of Reasons PUCKLECHURCH B4465 Westerleigh Road, Pucklechurch - Speed table north of Parkfield Road junction Background The B4465 Westerleigh Road provides a link from the A4174 ring road and A420 to Yate for local traffic. There is a 7.5t weight restriction in place that reduces heavy goods traffic to a minimum. Difficulty crossing this road at busy times has been raised as an issue with the parish council and in turn there have been requests to South Gloucestershire Council as highway authority to put in place measures that will help. Pucklechurch parish council were presented the results of an investigation into the potential for a formal crossing of Westerleigh Road in Pucklechurch at a meeting in November 2016. At the meeting, where the benefits of a zebra crossing and other measures were discussed, support was shown for a speed table located with an informal crossing point as the most appropriate solution. A relatively low pedestrian crossing demand outside of peak periods, along with some higher recorded vehicle speeds do not reflect the circumstances suitable for a zebra crossing site. Providing a speed table will bring lower and more consistent traffic speeds and also alter the balance from vehicle dominance back towards the pedestrian in this part of the village. The result would be to make journeys on foot to local amenities and the school feel safer and as a consequence encourage more walking by a wider section of the community. Support shown for the scheme led to an implementation scheme being promoted to the councils 2018/19 capital programme. Aims of the scheme: • To provide an easier to use crossing point on Westerleigh Road, for the benefit of the mobility impaired and pupils of the primary school located on Castle Road. • To support local and national policy in promotion of active travel through cycling and walking, with more numerous and attractive facilities. • To reduce instances of speeding through the village. Proposals are to: • Install a speed table (road hump) the full width of the carriageway. • Install an accessible crossing point that utilises the speed table. • Provide the appropriate warning signs for the speed table and accessible crossing. Timescale Depending upon the result of the informal public consultation and legal advertisement of the speed table notice, it is hoped that the proposed scheme will be implemented during 2019. Data Mean speeds of 26mph were recorded with 30mph eighty fifth percentile. 428 vehicles exceeded the 30mph speed limit each weekday with a small number exceeding 40mph. Average two way traffic volume for a weekday was 6667 vehicles. Average daily two way traffic volume over a week was 5864 vehicles. South Gloucestershire is an affluent unitary authority on the North and East fringe of Bristol. South Gloucestershire Council (SGC) was formed in 1996 following the dissolution of Avon County Council and the merger of Northavon District and Kingswood Borough Councils. 2. South Gloucestershire has around 274,700 residents, 62% of which live in the immediate urban fringes of Bristol in areas including Kingswood, Filton, Staple Hill, Downend, Warmley and Bradley Stoke. 18% live in the market towns of Thornbury, Yate, and Chipping Sodbury. The remaining 20% live in rural Gloucestershire villages such as Marshfield, Pucklechurch, Hawkesbury Upton, Oldbury‐ on‐Severn, Alveston, and Charfield. 3. South Gloucestershire has lower than average unemployment (3.3% against an England average of 4.8% as of 2016), earns above average wages (average weekly full time wage of £574.20 against England average of £544.70), and has above average house prices (£235,000 against England average of £218,000)1. Deprivation 4. Despite high employment and economic outputs, there are pockets of deprivation in South Gloucestershire. Some communities suffer from low income, unemployment, social isolation, poor housing, low educational achievement, degraded environment, access to health services, or higher levels of crime than other neighbourhoods. These forms of deprivation are often linked and the relationship between them is so strong that we have identified 5 Priority Neighbourhoods which are categorised by the national Indices of Deprivation as amongst the 20% most deprived neighbourhoods in England and Wales. Background The Bristol and Bath Railway Path was completed from City Centre to City Centre in 1984 and right from its earliest days has generated a large popular usage. This 16 mile long traffic free route demonstrated that the public will cycle if they are given the opportunity of attractive routes free from conflict with traffic. Over 1 million cycling trips are made on this route each year (and an equally large number of walking journeys) and this critical mass of cyclists acted as a catalyst to support the ongoing programme of cycling provision in the area. Right from its inception, both campaigners and the Council recognised the Path opening at Coxgrove Hill, July 2012 value of connecting through to Yate and indeed the first part of the route from Mangotsfield Station to Coxgrove Hill (for Pucklechurch) was opened by 1986.

    Pucklechurch is a village with an incredibly rich past, from the Bronze Age with its tumulus on Shortwood Hill, up to the siting of a barrage balloon depot in World War II.
