The Palestinian Authority was born from the Oslo Agreements. Palestine is divided into two main geographical units: the West Bank and the Gaza Strip. It is still an ongoing State construction. The official government of Cisjordania is governed by a President, while the Gaza area is governed by the Hamas. Up to now, most governmental functions are ensured by the State of Israel. In 1994, and upon the establishment of the Palestinian Ministry of Local Government (MoLG), 483 local government units were created, encompassing 103 municipalities and village councils and small clusters. Besides, 16 governorates are also established as deconcentrated level of government. -

Intelligence and Terrorism Information Center at the Center for Special Studies (C.S.S) Special Information Bulletin November 2003 Geography and Politics: Maps of “Palestine” as a means to instill fundamentally negative messages regarding the Israeli-Palestinian conflict The maps of “Palestine” distributed by the Palestinian Authority and other PA elements are an important and tangible method of instilling fundamentally negative messages relating to the Israeli-Palestinian conflict. These include ignoring the existence of the State of Israel, and denying the bond between the Jewish people and the Holyland; the obligation to fulfill the Palestinian “right of return”; the continuation of the “armed struggle” for the “liberation” of all of “Palestine”, and perpetuating hatred of the State of Israel. Hence, significant changes in the maps of “Palestine” would be an important indicator of a real willingness by the Palestinians to recognize the right of Israel to exist as a Jewish state and to arrive at a negotiated settlement based on the existence of two states, Israel and Palestine, as envisaged by President George W. Bush in the Road Map. The map features “Palestine” as distinctly Arab-Islamic, an integral part of the Arab world, and situated next to Syria, Egypt and Lebanon. Israel is not mentioned. Abstract The aim of this document is to sum up the findings regarding maps of “Palestine” (and the Middle East) circulated in the Palestinian areas by the PA and its institutions, and by other organizations (including research institutions, charities, political figures, and terrorist organizations such as Hamas and the Palestinian Islamic Jihad). -

THE PLO AND THE PALESTINIAN ARMED STRUGGLE by Professor Yezid Sayigh, Department of War Studies, King's College London The emergence of a durable Palestinian nationalism was one of the more remarkable developments in the history of the modern Middle East in the second half of the 20th century. This was largely due to a generation of young activists who proved particularly adept at capturing the public imagination, and at seizing opportunities to develop autonomous political institutions and to promote their cause regionally and internationally. Their principal vehicle was the Palestine Liberation Organization (PLO), while armed struggle, both as practice and as doctrine, was their primary means of mobilizing their constituency and asserting a distinct national identity. By the end of the 1970s a majority of countries – starting with Arab countries, then extending through the Third World and the Soviet bloc and other socialist countries, and ending with a growing number of West European countries – had recognized the PLO as the legitimate representative of the Palestinian people. The United Nations General Assembly meanwhile confirmed the right of the stateless Palestinians to national self- determination, a position adopted subsequently by the European Union and eventually echoed, in the form of support for Palestinian statehood, by the United States and Israel from 2001 onwards. None of this was a foregone conclusion, however. Britain had promised to establish a Jewish ‘national home’ in Palestine when it seized the country from the Ottoman Empire in 1917, without making a similar commitment to the indigenous Palestinian Arab inhabitants. In 1929 it offered them the opportunity to establish a self-governing agency and to participate in an elected assembly, but their community leaders refused the offer because it was conditional on accepting continued British rule and the establishment of the Jewish ‘national home’ in what they considered their own homeland. -

Originally established in Jerusalem in 1921, the General Union of Palestinian Women organized women under occupation and in the Palestinian diaspora so that they could sustain communities and hold families together. The character of women’s involvement shifted in the late 1970s, as young, politically oriented women became active in the fi ght against Israeli occupation, as well as in the establishment of cooperatives, training cen- ters, and kindergartens. They formed activist women’s committees, which were able to attract members from different spheres of life and create alli- ances with international feminist organizations. Women also played an ac tive role in the fi rst intifada, or uprising, against Israeli occupation in 1987, further elevating their status in the society. Soon after the beginning of peace negotiations between the Palestinians and Israelis in 1991, which resulted in the 1993 Oslo Accord, women’s organizations formed a coalition called the Women’s Affairs Technical Committee (WATC) to advocate for the equal rights of women. -

Although some lauded the generally free and fair election in January 2006, others criticized the outcome and accused Hamas of “hijacking” democracy. This report provides an overview of the new political realities in the West Bank and Gaza after the election, the challenges Fatah and Hamas face, and possible implications for U.S. policy. Background On January 25, 2006, Palestinians voted in parliamentary elections and Hamas emerged as the clear winner, with 74 out of 132 parliamentary seats. Fatah, the dominant party in the Palestine Liberation Organization (PLO), won 45 seats, and 13 seats went to other minor parties. Since then, several governments, including the United States, have cautioned that unless Hamas disavows terrorism, recognizes Israel, and accepts all previous Israeli-Palestinian agreements, diplomatic and economic relations with the Palestinian Authority may be circumscribed or ended altogether. This report updates the previous study about how Jews, Israel and peace appear in Palestinian Authority (PA) textbooks.3 The study was conducted by Dr. Arnon Groiss and commissioned by the Center for Near East Policy Research, directed by David Bedein. The previous study was based on 150 textbooks dealing with various subjects, most of which were printed in the PA between 2013 and 2017. In 2016 the PA began a project for the new publication of the textbooks in use in its schools, which necessitated an update. When the textbooks for the first to tenth grades had been updated and printed, a further study was done by Dr. Groiss and the results appear below. The current study covers 118 textbooks, 1Al-Buraq was the name of the animal which, according to Muslim tradition, carried Muhammad during his night flight from Mecca to Jerusalem, from which he rose to heaven. -

It also contains an overview of Palestinian society and politics and descriptions of key Palestinian individuals and groups— chiefly the Palestine Liberation Organization (PLO), the Palestinian Authority (PA), Fatah, Hamas, and the Palestinian refugee population. The “Palestinian question” is important not only to Palestinians, Israelis, and their Arab state neighbors, but to many countries and non-state actors in the region and around the world— including the United States—for a variety of religious, cultural, and political reasons. U.S. policy toward the Palestinians is marked by efforts to establish a Palestinian state through a negotiated two-state solution to the Israeli-Palestinian conflict; to counter Palestinian terrorist groups; and to establish norms of democracy, accountability, and good governance within the Palestinian Authority (PA). Congress has appropriated assistance to support Palestinian governance and development amid concern for preventing the funds from benefitting Palestinian rejectionists who advocate violence against Israelis. Among the issues in U.S. policy toward the Palestinians is how to deal with the political leadership of Palestinian society, which is divided between the Fatah-led PA in parts of the West Bank and Hamas (a U.S.-designated Foreign Terrorist Organization) in the Gaza Strip. Following Hamas’s takeover of Gaza in June 2007, the United States and the other members of the international Quartet (the European Union, the United Nations, and Russia) have sought to bolster the West Bank-based PA, led by President Mahmoud Abbas and Prime Minister Salam Fayyad.
