Per THEC Policy A1.0 New Academic Programs: Approval Process, the LON is evaluated on the following criteria: alignment with state master plan and institutional mission, need, sustainable demand, program costs and revenues; institutional capacity to deliver the proposed academic program; and avoidance of duplication. After reviewing the revised LON, I approve University of Memphis’ plan to develop the New Academic Program Proposal (NAPP) for the Master in Nonprofit Management (MNM) program. As UofM continues to develop the proposed program, all concerns italicized on the attached LON evaluation must be reflected in the NAPP. It is understood the proposed program will be developed in accordance with the mission of UofM and will meet the Master Plan for Tennessee Postsecondary Education 2015-2025 degree completion and workforce development objectives. The LON projects implementation of an approved Master in Nonprofit Management program in spring 2021. The evaluation is conducted by interested parties and THEC staff. The LON is posted on the THEC website for a 15 day period of comment by interested parties. Based on the internal and external evaluation, THEC will make a determination of the LON to support, not to support, or defer a decision based on a revised LON. LON Submission Date: June 19, 2020 Institution: University of Memphis Revised LON Submission Date: Aug 28 2020 Academic Program, Degree Designation: Master in Nonprofit Management (MNM) Proposed CIP Code: 52.0206 (Non-Profit/Public/Organizational Management) CIP Code Definition: A program that prepares individuals to manage the business affairs of non-profit corporations, including foundations, educational institutions, associations, and other such organizations, and public agencies and governmental operations. Includes instruction in business management, principles of public administration, principles of accounting and financial management, human resources management, taxation of non-profit organizations, and business law as applied to non-profit organizations. Proposed Implementation Date: Spring 2021(date may have to be changed due to approval process) Time Period Posted on Website for Public Comment: June 19 – July 6, 2020 Note: Comments in italics within this document should be addressed in the NAPP submission. Criteria Comments Letter of Support from ▪ June 15, 2020 letter from President Rudd accompanied the President/Chancellor submission. The proposed program was presented to the UofM Board of Trustees on June 3, 2020 for development approval. Overall Comments ▪ The Department of Public and Nonprofit Administration proposes a Master of Nonprofit Management (MNM) to bring together growing student interest and nonprofit partnerships, including ALSAC/St. Jude Children’s Research Hospital. ▪ The proposed implementation date of spring 2021 may have to be revised due to approval process. Background on Academic ▪ The proposed program expands upon the growing Master of Public Program Development Administration with the Nonprofit Concentration (MPA-NP) and a graduate certificate in Philanthropy and Nonprofit Leadership (PNLD). ▪ The impetus for this proposal grew from a partnership between the University of Memphis Department of Public and Nonprofit Administration and ALSAC/ St. Jude Children’s Research Hospital which expanded to include a network of other nonprofit agencies. Purpose and Nature of Program ▪ The proposed MNM curriculum was developed based on guidelines provided by the nonprofit accrediting body Nonprofit Academic Centers Council (NACC) to provide students with the theoretical and practical knowledge necessary to lead and transform nonprofit organizations and address complex social issues. UoM, Master Nonprofit Management Page 2 ▪ The proposed MNM includes coursework and learning outcomes aligned with NACC and vetted by local nonprofit stakeholders. ▪ The program is designed as a 39-credit hour online program for pre- service and mid-career students. The existing Master of Public Administration (MPA) with two concentrations (Nonprofit Administration and Public Management & Policy) is also a 39-credit hour program. What are the distinguishing features of the proposed MNM in comparison with the MPA program? Alignment with State Master ▪ Overall, this section needs to be strengthened and expanded to align with Plan and Institutional Mission the State Master Plan. Institutional Capacity to Deliver ▪ The fully online program will be supported by UofM Global, including the Proposed Program learning support, technology support, library services, and career services specifically geared toward online learners. ▪ UofM anticipates a short-term drop in enrollment in the existing Master of Public Administration but believes targeted marketing will enable grow of both programs and improve collaboration with other departments, including Social Work and Anthropology. ▪ UofM expects the proposed MNM will entice certificate-only students to further their graduate education. Existing programs offered at ▪ There are two public graduate programs in Tennessee with the CIP public and private Tennessee code 52.0206: ETSU offers a Master of Public Administration with a institutions Nonprofit and Public Financial Management Concentration and TSU offers a Nonprofit Management graduate certificate. ▪ TN private institutions offerings: o Southern Adventist University and Johnson University offer a Master of Business Administration with a concentration in Leadership and Nonprofit Management. o Belmont University offers a Master of Education with a concentration in Nonprofit Leadership. o Maryville College offers a certificate in Nonprofit Leadership. ▪ The proposed MNM would be the only fully online, nonprofit-only graduate program in the state. Student Interest ▪ In an online survey of 43 respondents of current graduate students and alumni of the Master of Public Administration and/or graduate certificate in Philanthropy and Nonprofit Leadership programs, 74 percent either agreed or strongly agreed that there is a need for a Master of Nonprofit Management degree program at the University of Memphis and majority (60 percent) believed it would benefit the city and the surrounding area. ▪ Student interest in the proposed MNM program was also documented in the following ways (based on 5-year averages): o PADM 4226 - (Intro to Nonprofits course (enrollment: 271) o Bachelor of Professional Studies – Nonprofit Development concentration (enrollment: 28) o Philanthropy & Nonprofit Leadership graduate certificate (enrollment: 14 and graduates: 10) o MPA Non-Profit Administration concentration (enrollment:15 and graduates: 7) UoM, Master Nonprofit Management Page 3 Local and regional need ▪ According to the U.S. Bureau of Labor Statistics, Memphis’ 501(c)(3) nonprofits employed 52,245 workers in 2016, constituting 9.9 percent of the Memphis workforce. ▪ Nonprofit employees earned an average of $52,460 across healthcare, education, and social assistance nonprofits. Employer need/demand ▪ In a 2019 survey of 72 local nonprofit agencies with annual budgets of at least $250,000, 95.4 percent agreed that there is a need for a MNM at UofM and 85.2 percent indicated a willingness to hire graduates. ▪ According to the 2018 State of the Nonprofit Sector Survey, more than 55 percent of national respondents indicated that hiring enough employees was a “headline challenge,” and more than 35 percent reported that identifying and cultivating leaders was their headline challenge. Future sustainable ▪ Letters of support were received from ALSAC/St. Jude Children’s need/demand Research Hospital, Le Bonheur Children’s Hospital, Momentum Nonprofit Partners, Arts Memphis, Habitat for Humanity of Greater Memphis, Soulsville Foundation, and Memphis Athletic Ministries. ▪ The ALSAC’s letter of support indicated the design and delivery of “Creating your Nonprofit Identify” course. Please provide a status update of this course. What other opportunities in addition to teaching core courses and internships will ALSAC provide for this proposed program? Program costs/revenues and ▪ The MPM will rely on existing resources within the Department of THEC Financial Projection Form Public and Nonprofit Administration, including full-time and part-time faculty. ▪ $32,000 has been budgeted through institutional reallocation to develop new course materials during the planning year. ▪ The MNM program is expected to generate revenue from student tuition and fees from year one forward. ▪ What shared resources will be utilized between the proposed MNM in comparison with the MPA program (please be specific)? Many want Peace, and fear war & its results but all prefer a Southern Independent Government, and are fighting or working for it. Major General William T. Sherman 1 Memphis, Tennessee, August 11, 1862 Citizens representing various segments of Memphis society, from a southern judge to daring "lady smugglers," engaged in unconventional warfare against the occupying Union presence under Major General William Tecumseh Sherman. White Memphians resisted Federal occupation and aided the Confederacy by smuggling goods, harboring spies, manipulating trade, burning cotton, attacking steamers, and expressing ideological opposition through the judicial system. In occupied Memphis, Sherman never confronted a conventional army. Instead, he faced relentless opposition from civilians sympathetic to the Confederacy. Previous scholarship on Memphis during the Civil War treats examines the city's experience from numerous angles.2 However, the extent of civilian devotion to the Confederacy and willingness to actively pursue their cause deserves further exploration. Focusing on the actions of pro-Confederate Memphians during one officers tenure in the occupied city allows for a more intimate understanding of the character of the city during wartime.     We cordially invite you to participate in this community environmental project: Reducing Exposure to Airborne Chemical Toxics (REACT) via Community-Scale Air Monitoring in Memphis What is the REACT study? The REACT study is funded by the US Environmental Protection Agency (EPA). It aims to measure the pollution levels of toxic air pollutants (also called “air toxics”) in the Memphis area. The results are expected to tell whether the air toxics in your neighborhood can cause any adverse health effects. The study will rely on a major collaboration of the Shelby County Health Department, the University of Memphis, and the Middle Tennessee State University to perform air toxics sampling and analysis. Why are you being invited to take part in this research? You are being invited to take part in this study because the location of your home may be representative of your neighborhood. What are the eligibility requirements? You are eligible to participate if you have a secured (e.g., fenced) backyard and allow our field staff to deploy the sampler(s) there. Where is the study going to take place and how long will it last? We will have four visits to your backyard, one time each season over a one- year period. At each visit, our field staff will deploy one or two canisters in your backyard, and leave them there for 1 day. The deployment of sampling devices will take about 15 minutes, and the retrieval will take about 10 minutes. The field staff will perform all the operations. The canister does not require any power or care, nor does it have any noise.
