Buras ABSTRACT This is a critical discourse analysis of discourses that are present within an opportunity youth initiative in Atlanta, Georgia that disproportionately serves Black youth. Historically, job training policies and the stakeholders who influence the formation and implementation of programs and services do so in the context of neoliberalism, which fails to direct explicit attention to systemic barriers that Black youth face when navigating education and employment. To that end, there are concerns that the race-neutral orientation of job training policies and programs, their associated discourses, and the actors that deploy those discourses may negatively construct Black youth and advance neoliberal ideology. To address these concerns, this study asks the following question: How are youth constructed by discourses in the opportunity youth initiative? Policy documents and media associated with the Workforce Innovation and Opportunity Act (WIOA) and Atlanta’s opportunity youth initiative were analyzed using critical discourse analysis methods to understand the linkage between power, policy and discourse. Critical policy studies and critiques of neoliberal ideology informed the analysis. The findings suggest that although the opportunity youth initiative is framed as a positive intervention, actors in the discursive web utilize the mechanisms of neoliberal governmentality to uphold negative “truths” about Black youth. Flaws in the discourse are examined. This study lays groundwork for a new critical framework that rejects negative social constructions of Black youth and invites a critical pedagogy of racial capitalism.     Young people in social withdrawal - an extreme form of social exclusion? Policy agenda and organizational practices Victor Wong Professor & Head Department of Social Work Hong Kong Baptist University Abstract Economically inactive young people who are not pursuing any studies or training are regarded as a socially excluded or non-engaged group. This disadvantaged group is however characterized by heterogeneity and diversity particularly with respect to spatial and relational dimensions. Social withdrawal, arguably as an atypical form of social exclusion, is a term used to refer to youth who seclude themselves at home and reject most forms of contact and relationship with the outside world for an extended period of time. This paper argues that young people entrapped in social withdrawal experience an extreme form of social exclusion not only in terms of being deprived of enjoying a legitimate social status and leading a social life with friends or peers, but also in terms of being invisible to the policy makers and suffering from inclusive measures that are paradoxically inflexible and exclusionary. With the use of empirical data and case studies, this paper discusses this new phenomenon and draws implications for policy and organizational practices that are more flexible and target-sensitive. Primarily as a consequence of this decade-lasting recession, there has been a rapid increase among young people who enter non-regular employment such as part-time and temporary jobs (so-called “freeters”), and despite many of them wish to take regular jobs, they tend to remain as non-regular workers with quite a high probability once they start working as a non-regular worker on graduation. One of the reasons is that the labor demand among companies are concentrated to relatively cheap non-regular workforce, due to the necessity for suppressing labor cost to retain competitiveness in the global market, which limits the opportunities for young people to find regular jobs.

Whilst the implications were wide-ranging, young (would-be) labour market entrants were among the most affected groups: youth unemployment more than doubled, as did the prevalence of non-standard employment. Simultaneously, how to remain in employment and achieve work-life balance became serious concerns for women especially. This article builds on existing research as well as interviews with 38 university students in Kyoto to capture key features of such ‘new risks’ in Japan. Alongside intriguing gender and class differences, we find that the short- and long-term anxieties many students face have not yet been countered with public policy innovations. Emerging support measures outside the context of the family and the company remain not only inadequate but also largely unknown to students. Youth and the Crisis The recent recession has led to an ongoing crisis in youth labour markets in Europe. This timely book deals with a number of areas related to the context, choices and experiences of young people, the consequences of which resonate throughout their lives. The focus of the contributions to this volume is on issues which, whilst undoubtedly important, have thus far received less attention than they arguably deserve. The first part of the book is concerned with issues related to education and train- ing, covering matters such as the role of monopsony in training, the consequences of over-education, and the quality of educational institutions from primary to tertiary. The second part is primarily concerned with the long-term consequences of short- term choices and experiences, including contributions on health-related choices, health consequences later in life, factors affecting the home-leaving decision, as well as an analysis of the increasing intergenerational transmission of inequality – a trend which accelerated during the recession.
