A study was commissioned to establish the facts behind the fatal incidents and the behavioural factors that increase the risk of an incident occurring. Objectives For some time the DTI has been concerned about the number of drowning incidents that take place within the domestic environment, particularly as initial indications point to the fact that a large number of young children are involved. Drowning is the third largest cause of accidental death in the home in under fives. The DTI has commissioned the Business Strategy Group to carry out a full investigation of child drowning incidents in the garden. The brief was to provide a comprehensive picture of the type of incident, the profile of those affected and the precise behavioural factors that increase the risk of a fatal incident. -

This report was prepared based on a site visit carried out on August 17, 2020 by Laurent Gareau and Nicolas Pepin of Golder Associates Ltd (Golder), Morgan Lypka and Jonathan Charland of Teck Resources Limited (Teck, Owner) as well as on a review of available data representative of conditions over the period since the previous annual TSFAI. Golder Associates are the original designer of the facility and have been the provider of the Engineer of Record (EOR) since 2017. Golder performed an inspection in 2009, and then has performed annual inspections of the facilities since 2014. Laurent Gareau assumed the role of EOR for the Louvicourt tailings facility in 2018. The objective of the site visit component of a TSFAI for any such facility is to observe the physical condition of the structures of the facility and look for any signs of changing geotechnical performance such as settlement, bulging, cracking, erosion, seepage and piping. -

WQPN 39, FEBRUARY 2009 Ponds for stabilising organic matter Purpose Waste stabilisation ponds are widely used in rural areas of Western Australia. They rely on natural micro-organisms and algae to assist in the breakdown and settlement of degradable organic matter, generally before discharge of treated effluent to land. The ponds mimic processes that occur in nature for degrading complex animal and plant wastes into simple chemicals that are suitable for reuse in the environment. The operating processes in waste stabilisation ponds are shown at Appendix A. The use of ponds fosters the destruction of disease-causing organisms and lessens the risk of fouling of natural waters. They also limit organic waste breakdown in waterways which strips oxygen out of the water, often resulting in fish and other aquatic fauna deaths. These ponds need to be adequately designed to: • maximise the stabilisation of wastewater and settling of solids • avoid the generation of foul odours • maximise the destruction of pathogenic micro-organisms • prevent the discharge of partly treated wastes into the environment. This note provides advice on the design, construction and operation of waste stabilisation pond systems for use in Western Australia. It is intended to assist decision-makers in setting criteria for effective retention of liquids in the ponds and design measures to ensure their effective environmental performance. The Department of Water is responsible for managing and protecting the state’s water resources. It is also a lead agency for water conservation and reuse. This note offers: • our current views on waste stabilisation pond systems • guidance on acceptable practices used to protect the quality of Western Australian water resources • a basis for the development of a multi-agency code or guideline designed to balance the views of industry, government and the community, while sustaining a healthy environment. -

Garden Ponds Jim Sherman Over the last year, I’ve spent a lot of time pondering. This happens when you’ve got a pond in your garden, and every moment sitting in slack-jawed amazement at all the life thriving in a few gallons of clear amber water is time well spent. My pond is a standard amorphous lumber-yard black-fiberglass prefab, eighteen inches deep in the center with a pair of ten-inch deep shelves molded along what wound up as the east and west ends of the pond, with a capacity of 125 gallons. If I had it to do over again, the financial bullet would have been bitten and a 200 (or more) gallon model purchased; still, even a small pond is one of the most rewarding furnishings a garden can have. A pond is also both a classroom for, and an affirmation of, the organic method of gardening. As the enthusiasm for water gardening grows, countless gardeners who “only wanted to kill the fleas” (or the fire ants, or the aphids) have learned from the fish floating belly-up among the lilies that pesticides kill much farther up the food chain than they realized. Meanwhile, gardeners who refrain from chemical poisons that kill (at least) fish and amphibians in addition to insects fall asleep to the sound of toads in lust, and waken with delight to the sight of gelled ropes of eggs streaming through the water and, later, hundreds of tiny black tadpoles tumbling about in the pond. Toads are the most immediate payoff of having a pond in your organic garden.
