1. INTRODUCTION

1.1 PURPOSE AND SCOPE OF PLAN COVERAGE

This Contingency Plan (CP) has been prepared for the Maryland Department of Transportation Maryland Aviation Administration (MDOT MAA) to meet multiple regulatory requirements related to the generation, storage, handling, and disposal of hazardous wastes at Baltimore/Washington International Thurgood Marshall Airport (BWI Marshall). This CP was developed to meet the requirements of the following regulations:

This Contingency Plan applies only to the MDOT MAA owned and operated portions of BWI Marshall and is not applicable to tenant operations. The BWI tenants, as applicable, maintain individual emergency response plans specific to their operations. A list of tenants and contacts is included in Appendix E.

Each plan section is separated by a colored-tab divider. Sections which relate directly to emergency response actions and incident notification are indicated by yellow tabs. The remaining tabbed sections are either green or blue, which indicate that the section is planning-related (green) or site information/history (blue). The use of colored-tab sections has been instituted to facilitate the use of the plan elements during an incident response situation.

1.3 PLAN AMENDMENTS

 This Plan will be reviewed by Environmental Compliance Section (EC) every 5 years, at minimum, and revised if necessary. Review and revision may also be performed for the following reasons:

 The Plan fails during an emergency

 The facility or operations change in such a way that will increase chances of an incident or changes how the facility will respond to an incident

 Changes to the list of emergency responders

 Changes to the list of emergency equipment

 Changes to other conditions that necessitate the need for Plan revisions per the EC

 Changes to applicable state and federal regulations necessitate a Plan revision.

The Emergency Response Phone List (Appendix F) may be amended as required without performing a full plan review/update.

1.4 CONTINGENCY PLAN DISTRIBUTION LIST

3. FACILITY DESCRIPTION

3.1 GENERAL FACILITY DESCRIPTION

BWI Marshall serves the Baltimore-Washington region and is located in Anne Arundel County, Maryland, approximately 9 miles south of the City of Baltimore, and approximately 30 miles northeast of Washington, D.C. BWI Marshall is bounded along the north, east, and west by Aviation Boulevard (Maryland Route 170 and Maryland Route 162) and along the south by Dorsey Road (Maryland Route 176). The communities of Elkridge, Linthicum Heights, Linthicum, and Ferndale border the airport to the north while Glen Burnie, South Gate, and Severn are all located to the south of the airport.

Primary access to the terminal and cargo facilities is via Interstate 195, which is a four-lane divided highway. Elm Road and Aviation Boulevard provide secondary access to both the terminal and cargo facilities. The airport is also accessible by Amtrak, the MARC regional commuter rail system, and the Maryland Transit Administration’s Light Rail System.

The Airport facility location, stormwater drainage area, and surrounding areas are shown on the Facility Location Map (See Figure 1). The layouts for the FMX and MAC Buildings are shown on the Site Layout Map (See Figure 2). The locations of emergency response equipment, hazardous materials storage, and hazardous waste accumulation for Buildings 116, 121, 137, 172, and 105 are indicated in Figures 7, 8, 9, 10, and 11, respectively.

3.2 OPERATIONS

BWI Marshall is owned by the State of Maryland and operated by MDOT MAA on behalf of the Maryland Department of Transportation. The airport property currently includes 3,596 acres; most of the northern half of the airport property has been developed, while most of the southern portion of the property remains largely undeveloped. The airport serves more than 50 commuter, charter, and cargo airlines, and more than 30 commercial airlines. The airport’s existing terminal complex configuration is classified as a centralized passenger processing building that consists of five piers (four domestic and one international); a Midfield Cargo Terminal; and ground service for passenger airlines, cargo airlines, charter services, and private aircraft.

3.3 HAZARDOUS MATERIAL AND WASTE INVENTORY

An inventory of hazardous materials at MDOT MAA is maintained in an online database by the Office of Safety and Risk Management. Typical hazardous wastes are presented in Appendix A. Table 2 lists areas where hazardous wastes are accumulated:

4. INCIDENT RESPONSE AND REPORTING

This section describes incident response and reporting procedures and follow-up actions. Support documentation is presented in the supplemental appendix sections as indicated in each subsection.

Incident response and reporting will take place in a manner protective of human health and the environment and will comply with all applicable laws and regulations. The provisions of this procedure must be carried out immediately whenever there is a fire, explosion, or hazardous substance release that could threaten human health or the environment.

4.1 FACILITY LOCATION

BWI Marshall is located in Anne Arundel County, Maryland. The Facility Location Map (Figure 1) shows BWI Marshall with respect to the immediate vicinity.

Initial treatment for BWI Marshall associates’ work-related injuries will be provided by University of Maryland Baltimore Washington Medical Center or WorkPro Occupational Medical Services.

The facility layout is shown on Figures 2 through 11.

4.2 ROLES AND RESPONSIBILITIES

Federal and state regulations mandate that each facility subject to Contingency Plan and Emergency Preparedness provisions (40 CFR 265.55 and 265.56, and COMAR 26.13.05.04F and G) designate an Emergency Coordinator. The following section summarizes the roles and responsibilities of the Emergency Coordinator.

4.2.1 Emergency Coordinator Responsibilities

Whenever there is an imminent or actual emergency situation, the Emergency Coordinator must immediately:

1. Activate facility alarms or communication systems, where applicable, to notify facility personnel; and

2. Notify local emergency response agencies. Local Emergency Response Agencies will normally notify the State Emergency Response Agency and Federal Emergency Response Agency as necessary. This should be confirmed with the local emergency response agency as soon as practical.

Whenever there is an emission or discharge, fire, or explosion, MDOT MAA personnel must identify the character, source, quantity, and areal extent of emitted or discharged materials. This may be done by observation or review of records and, if necessary, by chemical analysis.

Concurrently, the Emergency Coordinator must assess possible hazards to human health or the environment that may result from the emission or discharge, fire, or explosion. This assessment must consider both direct and indirect effects of the emission, discharge, fire, or explosion.

During an emergency, the Emergency Coordinator must take all reasonable measures necessary to ensure that fire, explosion, emission, or discharge do not occur, recur, or spread to other materials or wastes at the facility. These measures shall include—where applicable—stopping processes and operations, collecting and containing released materials or wastes, and removing or isolating containers.

If the facility stops local operations in response to a fire, explosion, emission, or discharge, the Emergency Coordinator must ensure that adequate monitoring is conducted for leaks, pressure build-up, gas generation, or ruptures in valves, pipes, or other equipment, wherever this is appropriate.

Immediately after an emergency, the Emergency Coordinator, with MDE approval, must provide for treating, storing, and properly disposing of residues, contaminated soil, etc., from an emission, discharge, fire, or explosion at the facility. The Emergency Coordinator or appropriate designate must note in the operating record the time, date, and details of any incident that requires implementing the contingency plan.

The Emergency Coordinator must ensure that the following conditions are met for the affected areas of the facility:

 Cleanup procedures must be completed prior to processing, storing, treating, or disposal of any materials or wastes which are incompatible with the emitted or discharged residues.

 All emergency equipment listed in the Contingency Plan is cleaned and fit for its intended use before operations are resumed.

After the incident, the Emergency Coordinator, the Environmental Coordinator or designee, must submit written reports of the incident as outlined in the Spill Response Procedures for Maintenance and Environmental Compliance (Appendix D). For all incidents requiring 911-response or reporting to MDE, the Emergency Coordinator will submit a written report within 10 days to MDE and within 60 days to the United States Environmental Protection Agency (EPA) regional administrator. The report must include the following:

 Name, address, and telephone number of the individual filing the report

 Name, address, and telephone number of the facility

 Date, time, and location of the incident

 A brief description of the circumstances causing the incident

 Description and estimated quantity by weight or volume of materials or wastes involved

 An assessment of any contamination of land, water, or air that has occurred due to the incident

 Estimated quantity and disposition of recovered materials or wastes that resulted from the incident

 Confirmation that in the affected area(s) of the facility no waste that is incompatible with the released material is treated, stored, or disposed of until cleanup procedures are completed

 Assurance that all emergency equipment is cleaned and fit for use before operations are resumed in the affected area(s)

 A description of what actions the facility intends to take to prevent a similar occurrence in the future.

4.2.2 Organizational Responsibilities

Table 3 summarizes organizational roles and responsibilities for responding to emergencies caused by or with the potential to affect hazardous waste, as well as developing and maintaining the Contingency Plan.

4.3 INCIDENT DISCOVERY, REPORTING AND RESPONSE

Spill reporting and response procedures for Maintenance and EC Levels are summarized in Appendix D of this plan. The following is a brief summary of spill reporting and response procedures for BWI.

4.3.1 Spill or Release Discovery, Initial Response, and Internal Reporting

Upon discovery of a spill or release, MDOT MAA personnel should evaluate the following factors:

 Size of the spill

 Whether the spill is of immediate danger to human health and safety or to the environment

 Where the spill occurred (indoors, outdoors, aboveground, underground, etc.)

 Whether spill can be contained on an impervious surface, or if the spill reached waterways, storm drains, soils, or shorelines.

For all spills, the following procedures apply:

1. If spill is discharging from fuel pump(s), activate emergency shut-off switch to immediately stop the flow of oil. If spill is discharging as a result of a wastewater pump station immediately de-energize the pumps to stop the flow of surcharging sewage. If properly trained, MDOT MAA personnel will stop and contain the spill using a nearby spill kit or absorbent materials. Absorbent materials (e.g., spill pads, booms, stay-dri) are permitted to be used in order to absorb the spilled material. Make every effort to stop the flow of spilled oil, hazardous substances, and wastewater from reaching stormwater drains, manholes, ponds, and unpaved surfaces. Once spilled materials reach these areas, spills should only be cleaned up by properly trained personnel.

2. MDOT MAA personnel will call Airport Operations to report the spill. All personnel at MDOT MAA will be equipped with a means of communication via phone, cell phone, or radio. Individuals with access to a phone or cell phone can call Airport Operations directly to report the spill. Individuals who are equipped with a radio will need to first notify their Supervisor(s), who will then report the spill to Airport Operations. The following information will be provided:

a. Location and time of incident b. Duration of release c. Name and/or type of material released d. Amount and size of container(s) from which release occurred e. The medium or media into which the release occurred f. Dangerous properties of the material, if any g. Number of personnel injured or involved, if any.

4.3.2 Airport Operations Response Actions

Once notified of the spill or release, Airport Operations will notify the BWI Fire Department of the spill. In the case of a reportable spill, the Shift Commander will assume the role of the Emergency Coordinator and control the situation.

The designated Emergency Coordinator will determine whether a localized evacuation is necessary to ensure personnel safety and isolate and respond to a spill incident. Evacuation routes are marked on the figures which show the hazardous waste accumulation areas (Figures 3 through 11.)

If personnel were injured as a result of the spill incident, Airport Operations will notify Emergency Medical Services to respond to the scene.

Airport Operations will dispatch an emergency response trailer/vehicle for additional spill response support, if necessary. Airport Operations will also dispatch MDOT MAA’s emergency response contractor if additional response support or site remediation is required. Airport Operations will dispatch one of three emergency response trailers or vehicles located onsite at the airport:

1. If FRD is notified to respond to a spill (for larger spills, as directed by BWI Airport Operations), the emergency response vehicle parked at the FRD facility on Mathison Way will be dispatched.

2. If the spill occurs on the airfield, the emergency response trailer parked at the MAC Building will be dispatched.

3. If the spill is restricting airport operations, the emergency response trailer parked at the MAC Building will be dispatched. MDOT MAA personnel will assist the dispatched emergency response team as needed or if directed to do so.

4.3.3 Spill Reporting

Airport Operations will notify EC of the spill event. EC will report the spill, providing the same information that was provided to Airport Operations by the individual who discovered the spill. EC will notify the following:

1. If the discharge reaches a sanitary sewer, the publicly owned treatment works will be notified immediately.

2. If the discharge reaches navigable waters, the EC will notify the NRC. The EC will also notify EPA whenever a spill is reported to the NRC.

3. For all reportable spills, EC will notify the MDE Emergency Response Program at (866) 633-4686 within 2 hours of the spill.

EC is responsible for the management of post spill communications. If the spill is designated as “reportable,” EC will complete the MDE Spill Report Form (provided in Appendix D) and submit copies of the completed form to the MDE Emergency Response Division within 10 days of the spill cleanup, and to the EPA Region III Regional Administrator within 60 days of the spill. If the spill is “non-reportable,” then no further action is required.

4.3.4 Spill Cleanup and Disposal

MDOT MAA personnel and/or remediation or cleanup contractors, as appropriate, will clean up the absorbent materials and dispose of the materials as hazardous waste in properly labeled waste containers. All spilled or released material will be removed from all exposed surfaces such as equipment, flooring, and the ground to the extent possible. If a hazardous material is released onto

Contingency Plan Baltimore/Washington International Thurgood Marshall Airport the ground, soil containing the spilled material will be removed and appropriately containerized, characterized and treated/disposed.

Only properly trained MDOT MAA personnel are permitted to perform disposal activities; otherwise, personnel must remain at the spill site to restrict access until someone who is properly trained in disposal arrives.

4.3.5 Recordkeeping

All spill incidents that occur at BWI Marshall will be logged into a spill log that will be maintained onsite. The spill log will be completed onsite within 2 days of the incident. Airport Operations maintains a log for all incidents (“Ops Spill Log”), and FRD maintains a log only for the incidents that they respond to (“FRD Incident Log”). The EC combines the logs generated from both Airport Operations and FRD to maintain a “master” spill log, which is updated on a monthly basis. All spill history documentation will be maintained onsite for a minimum of 5 years. The EC is responsible for appropriately maintaining spill records.

5. SPILL PREVENTION AND RESPONSE PLANNING

5.1 PRE-RELEASE PLANNING

This section describes the equipment and processes in place to respond to spills and/or releases of hazardous materials and hazardous wastes.

5.1.1 Internal/External Communication and Alarm Systems

5.1.1.1 Alarm Systems

 Burglary The majority of buildings at BWI Marshall are protected by electronic alarm switches at entrance ways. The alarm system is monitored by site security contractor.

 Fire All buildings at BWI Marshall are protected by flow alarms on sprinkler risers. All high hazard rooms are protected by foam fire suppression systems. Manual Fire Alarm pull stations are located at all building exits.

 Power Failure Upon loss of power, building monitoring systems are in place that alert appropriate personnel.

 Alarm Testing BWI Marshall maintains one or more service contracts for the testing of the BWI Marshall protection systems.

5.1.1.2 Communications

 External Communications Fire, facility access controls, power failure, boiler failure, and systems trouble are all monitored by contractors. The alarm contractors has written procedures to follow for each alarm.

 Internal Communications All personnel at MDOT MAA will be equipped with a means of communication via phone, cell phone, or radio. Individuals with access to a phone or cell phone can call Airport Operations directly to report a spill. Individuals who are equipped with a radio must first notify their Supervisor(s), who will then report a spill to Airport Operations.

5.1.2 Spill and Emergency Response Equipment

A list of spill and emergency equipment available is located in Appendix B. The list identifies emergency equipment for use during incidents and describes the characteristics of this equipment.

Spill response equipment is located in areas that are considered high-risk for a spill (i.e., inside maintenance shops and fueling areas). The inventory of the spill response equipment is monitored during the weekly hazardous waste accumulation area inspection and the monthly inspection required by the Spill Prevention, Control, and Countermeasures (SPCC) Plan.

Equipment used for some incidents, such as firefighting equipment, requires adequate water pressure. FRD personnel regularly test this emergency equipment to ensure adequate pressure and perform maintenance as warranted. In addition to a fire suppression system for buildings, BWI Marshall maintains a hydrant system with fire hydrants located near the hazardous waste accumulation areas.

The evacuation diagrams (Figures 3 through 11) identify the locations of some types of emergency equipment, including fire extinguishers, spill kits, and emergency eye wash stations.

5.1.3 Firefighting Equipment

All buildings at BWI Marshall are protected by fire protection systems. This section provides a description of the fire protection systems in use and their locations.

5.1.3.1 Fire Extinguishers

Portable fire extinguishers are located throughout the facility, as indicated on Figures 7, 8, 9, 10 and 11. Employees should only use a fire extinguisher to respond to a small isolated fire if they have been appropriately trained to use the fire extinguisher, and they may safely do so.

5.2 INSPECTION AND MONITORING – WASTE ACCUMULATION AREAS

5.2.1 Bulk Storage

Monthly inspections are conducted of bulk waste accumulation tanks. Two 20,000-gallon above- ground storage tanks provide storage for waste from firefighting training consisting of Jet A fuel, firefighting foam, and water. These waste storage tanks are double walled and located inside a concrete containment dike.

5.2.2 Hazardous Waste Management

Hazardous waste drums are stored pending shipment in designated 90-day accumulation areas, located in the Field Maintenance Building behind the Heavy Equipment Shop (Building 137) and in the parking lot of the MAC Building (Building) 172. Aisle space is maintained to allow movement of personnel, and fire, spill control and decontamination equipment. The hazardous waste accumulation areas are monitored routinely and inspected weekly.

5.3 HOUSEKEEPING

Good housekeeping is the responsibility of all MDOT MAA BWI Marshall employees. Employees are responsible for immediate cleanup and notification of any spills in their immediate

Contingency Plan Baltimore/Washington International Thurgood Marshall Airport area. Notification of the spills should be completed in accordance with the Spill Response Procedures (Appendix D.)

Housekeeping in the 90-day storage areas and Satellite Accumulation Areas is inspected by EC as part of the weekly inspections.

5.4 EMPLOYEE TRAINING

MDOT MAA personnel who have duties that may involve hazardous waste-handling receive training for general spill prevention and basic spill response. This training is provided during the annual environmental awareness training. MDOT MAA’s EC section is responsible for providing the annual environmental awareness training that includes the following topics:

 Awareness of Contingency Plan, including procedures and requirements outlined within the Contingency Plan

 Potential sources of oil spills

 Basic spill prevention and response procedures

 Spill reporting procedures.

Records of attendance to the annual environmental awareness training are maintained at MDOT MAA’s EC office and are uploaded to the Joint Environmental Tracking System (JETS) website. Personnel training records are also maintained using MDOT MAA’s intranet-based learning management system.

Tenants at BWI Marshall are responsible for providing training to their personnel.

FRD personnel receive oil spill emergency response through a 40-hour Hazardous Materials Technician Course. These personnel are the core response team for BWI Marshall. The FRD is responsible for ensuring that these individuals receive appropriate refresher courses and replacement personnel are equivalently trained. The FRD maintains a training record to include date, participants, and contents of training.

Spill Response Procedures – EC Level

1.0 PURPOSE

The purpose of this work instruction is to establish a procedure for the Maryland Department of Transportation Maryland Aviation Administration (MDOT MAA) Environmental Compliance Section (EC) to respond to spills that occur at MDOT MAA facilities and describe countermeasures for spill discovery, response, reporting, and cleanup.

2.0 SCOPE

The scope of this procedure applies to MDOT MAA facilities – Baltimore/Washington International Thurgood Marshall (BWI Marshall) Airport and Martin State (MTN) Airport – that have the potential to discharge or spill oil, hazardous substances, and wastewater typically as a result of both MDOT MAA and tenant activities associated with the equipment, vehicle, airplane, or field maintenance operations at the facilities. This procedure is established in accordance with federal regulations and the Spill Prevention, Control, and Countermeasure (SPCC) Plan for each airport.

3.0 RESPONSIBILITY

Any MDOT MAA individual who discovers and/or creates a spill of oil, hazardous substances, or wastewater will be responsible for identifying the situation and initiating spill response procedures in accordance with this procedure.

The BWI Marshall Airport Operations Center is responsible for receiving and routing reports of spill events to the appropriate parties (i.e., EC, BWI Marshall Airport Rescue & Fire Fighting (ARRF), etc.).

The BWI Marshall Airport Rescue & Fire Fighting will respond to and the Shift Commander will resume the role of the emergency response coordinator (ERC) and manage spills which cannot be initially contained and controlled, and/or where there is a release to the environment at BWI Marshall Airport.

The MTN Airport Operations is responsible for receiving and routing reports of spill events to the appropriate parties (i.e., EC, Maryland Air National Guard (MANG) Fire Department, etc.).

The MANG Fire Department will respond to and one of the following will resume the role of the emergency response coordinator (ERC) and manage spills which cannot be initially contained and controlled, and/or where there is a release to the environment.  MANG Fire Department’s Shift Commander;  MTN Airport Operations Manager (Charles Baublitz); or  MTN Airport Director (Alfred Pollard).

The Environmental Compliance Section (EC) is responsible for notifying the appropriate agencies and emergency response/remediation contractors, when necessary and ensuring that the spill event is managed in accordance with environmental regulations.

4.0 PROCEDURE

4.1 Definitions

Spill: A spill can include a discharge from facility tanks, equipment, associated valves and piping and may include oils, hazardous substances, or wastewater.

Reportable Spill: A spill is reportable if it may be released to the environment (i.e., may reach waterways, storm drains, soils, or shorelines). Any spill, whether released to the environment or not, of a Hazardous Substance that equals or exceeds the Superfund Reportable Quantity must be reported. Releases of Extremely Hazardous Substances that trigger reporting requirements must also be reported.1 All other spills are considered non- reportable.

4.2 Response and Reporting Procedures

Spills should only be cleaned up by properly trained personnel.

Specific spill response procedures depend on the following spill characteristics:

 Size of the spill;  Whether the spill is of immediate danger to human health and safety or to the environment;  Where the spill occurred (indoors, outdoors, aboveground, underground, etc.); and  Whether spill can be contained on an impervious surface, or if the spill reached waterways, storm drains, soils, or shorelines.

The response procedures for spills at each airport are described in the following sections and summarized in the flowchart provided in Attachments B-1 (BWI Marshall) and B-2 (MTN).

For all spills, the following procedures apply:

1. If spill is discharging from fuel pump(s), activate emergency shut-off switch to immediately stop the flow of oil. If spill is discharging as a result of a wastewater pump station immediately de-energize the pumps to stop the flow of surcharging sewage. If properly trained, MDOT MAA personnel will stop and contain the spill using a nearby spill kit or absorbent materials. Absorbent materials (e.g., spill pads, booms, stay-dri) is permitted to be used in order to absorb the spilled material.

2. MDOT MAA personnel will call Airport Operations to report the spill.2 The following information will be provided:

a. Location and time of incident b. Duration of release c. Name and/or type of material released d. Amount and size of container(s) from which release occurred e. The medium or media into which the release occurred f. Dangerous properties of the material, if any g. Number of personnel injured or involved, if any

3. If necessary, Airport Operations will notify Airport Rescue & Fire Fighting of the spill. In the case of a reportable spill, the Shift Commander will assume the role of the ERC and control the situation.3 If personnel were injured as a result of the spill incident, Airport Operations will notify Emergency Medical Services to respond to the scene.

4. Airport Operations will dispatch an emergency response trailer/vehicle for additional spill response support, if necessary. Airport Operations will also dispatch MDOT MAA’s emergency response contractor if additional response support or site remediation is required.

a. BWI Marshall Operations will dispatch one of three emergency response trailers or vehicle located on-site at the airport: i. If FRD is notified to respond to a spill (for larger spills, as directed by BWI Marshall Operations), the emergency response vehicle parked at the FRD facility on Mathison Way will be dispatched. ii. If the spill occurs on the airfield, the emergency response trailer parked in front of the Field Lighting Vault will be dispatched. iii. If the spill is restricting airport operations, the emergency response trailer parked at the MAC Building will be dispatched. b. MTN Airport Operations will dispatch its emergency response vehicle which is typically parked by the Terminal.

MDOT MAA personnel will assist the dispatched emergency response team as needed or if directed to do so.

5. Airport Operations will notify EC of the spill event. EC will report the spill, providing the same information that was provided to Airport Operations by the individual who discovered the spill. EC will notify the following:

a. If the discharge reaches a sanitary sewer, the publicly owned treatment works (POTW) will need to be notified immediately. b. If the discharge reaches navigable waters, the National Response Center (NRC) will need to be notified. The Environmental Protection Agency (EPA) will also need to be notified whenever a spill is reported to the NRC. c. For all reportable spills, EC will notify the Maryland Department of the Environment (MDE) Emergency Response Division within 2 hours of the spill. i. The EC is responsible for the management of post spill communications.

6. MDOT MAA personnel and/or remediation or cleanup contractors, as appropriate, will clean up the absorbent materials and dispose of the materials as hazardous waste in properly labeled waste containers. Only properly trained MDOT MAA personnel are permitted to perform disposal activities; otherwise, personnel must remain at the spill site until someone who is properly trained in disposal arrives.

7. The spill log will be completed on-site within 2 days of the incident:

 BWI Marshall: Airport Operations maintains a log for all incidents (“Ops Spill Log”), and FRD maintains a log only for the incidents that they respond to (“FRD Incident Log”). EC combines the logs generated from both Airport Operations and FRD to maintain a “master” spill log, which is updated on a monthly basis.

 MTN: Airport Operations maintains a log for all incidents, and the MANG FRD maintains a log only for the incidents that they respond to.

8. If the spill is designated as “reportable,” EC will complete the MDE Spill Report Form (provided in Attachment C) and submit copies of the completed form to the MDE Emergency Response Division within 10 days of the spill cleanup, and to the EPA Region III Regional Administrator within 60 days of the spill. If the spill is “non-reportable,” the no further action is required.

5.0 RECORDKEEPING

All spill incidents that occur at each airport will be logged into a spill log that will be maintained on-site. All spill history documentation will be maintained on-site for a minimum of five years. It is EC’s responsibility to ensure that spill records are appropriately maintained.

6.0 VERIFICATION AND CORRECTIVE ACTION

This procedure will be reviewed on a periodic basis not to exceed one year. The periodic review will include verification that personnel are periodically provided refresher trainings to ensure that they understand the appropriate procedures to follow in the occurrence of a spill.

Spill Response Procedures – Maintenance Level

1.0 PURPOSE

The purpose of this work instruction is to establish a procedure for maintenance personnel responding to spills that occur at the Maryland Department of Transportation Maryland Aviation Administration (MDOT MAA) Baltimore/Washington International Thurgood Marshall (BWI Marshall) Airport and describes countermeasures for spill discovery, response, reporting, and cleanup.

2.0 SCOPE

The scope of this procedure applies to BWI Marshall Airport, which has the potential to discharge or spill oil, hazardous substances, and wastewater as a result of activities associated with the equipment, vehicle, or field maintenance operations at the facility.

3.0 RESPONSIBILITY

Any MDOT MAA individual who discovers and/or creates a spill of oil and/or hazardous material will be responsible for identifying the situation and initiating spill response procedures in accordance with this procedure.

The BWI Marshall Airport Operations Center is responsible for receiving and routing reports of spill events to the appropriate parties (i.e., Environmental Compliance Section (EC), BWI Marshall Airport Rescue & Fire Fighting (ARRF), etc.).

The BWI Marshall Airport Rescue & Fire Fighting will respond to and the Shift Commander will resume the role of the emergency response coordinator (ERC) and manage spills which cannot be contained and controlled, and/or where there is a release to the environment.

A summary of BWI Marshall Airport’s emergency contacts is provided in Attachment A.

4.1 PROCEDURE

For all spills, the following procedures apply:

1. If spill is discharging from fuel pump(s), activate emergency shut-off switch to immediately stop the flow of oil. If spill is discharging as a result of a wastewater pump station immediately de-energize the pumps to stop the flow of surcharging sewage. If properly trained, MDOT MAA personnel will stop and contain the spill using a nearby spill kit or absorbent materials. Absorbent materials (e.g., spill pads, booms, stay-dri) is permitted to be used in order to absorb the spilled material.

a. Spill response training is conducted during the annual environmental awareness course.

Make every effort to stop the flow of spill oil, hazardous substances and wastewater from reaching stormwater drains, manholes, ponds, and unpaved surfaces. Once spilled materials reach these areas cleanup costs significantly rise and reporting to state and federal agencies is required. Spill Response Procedures – Maintenance Level

2. Call BWI Marshall Airport Operations to report the spill.1 Provide the following information:

a. Location and time of incident b. Duration of release c. Name and/or type of material released d. Amount and size of container(s) from which release occurred e. The medium or media into which the release occurred f. Dangerous properties of the material, if any g. Number of personnel injured or involved, if any

3. BWI Marshall Airport Operations will assist the dispatched emergency response team as needed or if directed to do so. If remediation is required, Operations will also dispatch emergency response contractor.

4. If properly trained to do so, clean up the absorbent materials and dispose of the materials in properly labeled waste containers; otherwise, remain at the spill site until someone who is properly trained in disposal arrives. The disposal containers at BWI Marshall Airport are located in the hazardous waste shed located behind Building 137. Cleanup and disposal of waste materials resulting from a major spill will be removed and disposed of by the remediation or cleanup contractor(s).

5.0 VERIFICATION AND CORRECTIVE ACTION

This procedure will be reviewed on a periodic basis not to exceed one year. The periodic review will include verification that personnel are periodically provided refresher trainings to ensure that they understand the appropriate procedures to follow in the occurrence of a spill.

Individuals with access to a phone or cell phone can call BWI Marshall Airport Operations directly to report the spill.
