INTRODUCTION 1.1 PURPOSE AND SCOPE OF PLAN COVERAGE This Contingency Plan (CP) has been prepared for the Maryland Department of Transportation Maryland Aviation Administration (MDOT MAA) to meet multiple regulatory requirements related to the generation, storage, handling, and disposal of hazardous wastes at Baltimore/Washington International Thurgood Marshall Airport (BWI Marshall). This CP was developed to meet the requirements of the following regulations: Resource Conservation and Recovery Act (RCRA): 40 Code of Federal Regulations (CFR) Part 265 Subpart C – Preparedness and Prevention 40 CFR Part 265 Subpart D – Contingency Plan and Emergency Procedures. Code of Maryland Regulations (COMAR) 26.13.05.02, General Facility Standards 26.13.05.03, Preparedness and Prevention 26.13.05.04, Contingency Plan and Emergency Procedures. This Contingency Plan applies only to the MDOT MAA owned and operated portions of BWI Marshall and is not applicable to tenant operations. The BWI tenants, as applicable, maintain individual emergency response plans specific to their operations. A list of tenants and contacts is included in Appendix E. 1.2 PLAN ORGANIZATION AND IMPLEMENTATION The CP is organized in the following manner: Section 1 Introduction (Summary of regulatory requirements for the CP and the plan organization) Section 2 Site Information Summary Section 3 Facility Description Section 4 Incident Response and Reporting (Summary of procedures to be followed in the event of an incident) Section 5 Spill Prevention and Response Planning (Summary of incident planning and support programs) July 2017 Page 1 Contingency Plan Baltimore/Washington International Thurgood Marshall Airport Figures All plan figures, including Site Location Map and site layout maps Appendix A Hazardous Material and Waste Inventory Appendix B Spill and Emergency Response Equipment Inventory and Locations Appendix C Contingency Plan Regulatory Requirement Checklist Appendix D MDOT MAA BWI Marshall Spill Response Procedures (EC and Maintenance Level) Appendix E List of Tenants and Contacts Appendix F Emergency Response Phone List Each plan section is separated by a colored-tab divider. Sections which relate directly to emergency response actions and incident notification are indicated by yellow tabs. The remaining tabbed sections are either green or blue, which indicate that the section is planning-related (green) or site information/history (blue). The use of colored-tab sections has been instituted to facilitate the use of the plan elements during an incident response situation. 1.3 PLAN AMENDMENTS This Plan will be reviewed by Environmental Compliance Section (EC) every 5 years, at minimum, and revised if necessary. Review and revision may also be performed for the following reasons: The Plan fails during an emergency The facility or operations change in such a way that will increase chances of an incident or changes how the facility will respond to an incident Changes to the list of emergency responders Changes to the list of emergency equipment Changes to other conditions that necessitate the need for Plan revisions per the EC Changes to applicable state and federal regulations necessitate a Plan revision. The Emergency Response Phone List (Appendix F) may be amended as required without performing a full plan review/update. 1.4 CONTINGENCY PLAN DISTRIBUTION LIST MDOT MAA has provided copies of the Plan to all responding agencies as listed in Table 1.
