European PROGRES Final Report, May 2014-March 2018 0 Overall objective: To contribute to sustainable development of the South East and South West Serbia through improved coordination between national and local authorities, more favourable environment for employability, business and infrastructure growth, and enhanced good governance and social inclusion. With funding support of the European Union and the Government of Switzerland, while contributing to implementation of national policies at the local level, this Programme from May 2014 to March 2018 encompassed implementation of 254 projects that contributed to local governance, business enabling environment, infrastructure development, and social inclusion in 34 municipalities that were covered by the Action. Work on local governance produced tangible results: management of municipal finances has been enhanced through implementation of 16 grants for update of taxpayers’ registries that enabled beneficiary Local Self-governments (LSGs) to increase tax revenue by 1.35 million Euros; provision of technical assistance for programme budgeting and capital investment planning enabled 15 beneficiary LSGs to improve identification and development of capital projects, enhance access to donors’ funds, while ensuring stronger citizens’ participation in the budgeting process. LSGs’ good governance (GG) capacities have been strengthened: 23 municipalities established GG Competence Centres that will address GG issues in local policies and projects; 13 LSGs conducted reforms that included development and adoption of 21 regulations to strengthen internal planning, accountability mechanisms, public property and human resource management; 27 municipal representatives completed GG capacity building programmes; and, finally, two publications on GG, which provide insight into practices that may be useful for future GG work have been published. European PROGRES supported development of 36 detailed regulation plans (DRPs)

    PROGRAM AND PLAN FOR THE SOLUTION OF THE CRISIS IN PRESEVO, BUJANOVAC AND MEDVEDJA MUNICIPALITIES Annex 5: Agreement on the solution of the crisis in Bujanovac, Presevo and Medvedja municipalities This Agreement is concluded between: The Governments of the Republic of Serbia and of the Federal Republic of Yugoslavia and The Albanian ethnic community in the municipalities of Presevo, Bujanovac and Medvedja. The implementation of this Agreement is supported and in the framework of the Joint Commission guaranteed by the international community, under the auspices of the United Nations. 1. The subject of this Agreement is the solution of the crisis in the municipalities of Presevo, Bujanovac, and Medvedja, in a peaceful way. 2. The Parties to the Agreement agree that the common objectives for the solution of the crisis are: a) The establishment of the respect of the constitutional-legal order, i.e. of the sovereignty and territorial integrity of the Republic of Serbia and of the Federal Republic of Yugoslavia on that part of their territory, and the assurance of full normalization of work of the organs of the state, of the organs of local self-government and of other legal organs in that territory; b) The establishment of full personal security and security of property of all citizens and of full and undisturbed freedom of their movement in all parts of the territory of these municipalities, which shall be assured by the complete disbanding and disarmament of the extremists, by the restoration of security and peace in the region, and by making possible the return of all citizens - refugees to their households; c) The development of multiethnic and multiconfessional society based on democratic principles with the respect of all human, political and minority rights and liberties according to the highest standards; d) Prosperous and rapid economic and social development of the region with international financial assistance in the best interest of all citizens who live in the region.

The grouping of the Serbian districts according to the degree of the market production of fruit and grapes in 2015 was performed by a cluster analysis, on the basis of the six features of production, five features of the capacities, and five features of development. According to the data for 2015, the degree of the marketability of apples in Serbia was 47.7%, plums 15.9%, and grapes 18.3%. The Serbia-North Region shows a surplus in the production of apples, and a deficit in the production of plums (-181.7%) and grapes (-99.1%). The Serbia-South Region has a surplus in the production of the analyzed kinds of fruit (the apple accounting for 43.0%, and the plum 50.9%) and grapes (45.2%). In this study land- slide activation has been correlated with precipitation in least developed municipality of Crna Trava located in South-east Serbia. The purpose of this study is analyzing the precip- itation in thirteen surrounding settlements: Vranje, Leskovac, Babušnica, Bela Palanka, Pirot, Dimitrovgrad, Kalna, Kriva Feja, Vladičin Han, Vučje, Vlasotince, Grdelica, Bresto- vac and finding its correlation to landslide occurrences. Precipitation for seven decades (period 1946-2017) has been interpolated by IDW method in the software ArcMap 10.5 and correlated to Crna Trava slope map. Potential locations of landslides were deter- mined and compared to the recent landslides which occurred in July in 2018, in Bankov- ci village. Potential years for landslide activation were compared to calculated values of The Precipitation Concentration Index (PCI), The Modified Fournier Index (MFI), and Lang Aridity Index (AILang). The case study was done based on fieldwork which happened in a period from 20 to 26 of July 2018 in the village of Bankovci. On the 25 of July landslides were activated because of the extreme weather conditions, which affected wider region in Central and South-east Serbia: 100 liters of rain fell during the three-hour period.
