Southeast Asian Studies, Vol. 49, No. 2, September 2011 Revisiting Transnational Media Flow in Nusantara: Cross-border Content Broadcasting in Indonesia and Malaysia Nuurrianti Jalli* and Yearry Panji Setianto** Previous studies on transnational media have emphasized transnational media organizations and tended to ignore the role of cross-border content, especially in a non-Western context. This study aims to fill theoretical gaps within this scholarship by providing an analysis of the Southeast Asian media sphere, focusing on Indonesia and Malaysia in a historical context—transnational media flow before 2010. The two neighboring nations of Indonesia and Malaysia have many things in common, from culture to language and religion. This study not only explores similarities in the reception and appropriation of transnational content in both countries but also investigates why, to some extent, each had a different attitude toward content pro- duced by the other. It also looks at how governments in these two nations control the flow of transnational media content. Focusing on broadcast media, the study finds that cross-border media flow between Indonesia and Malaysia was made pos- sible primarily in two ways: (1) illicit or unintended media exchange, and (2) legal and intended media exchange. Illicit media exchange was enabled through the use of satellite dishes and antennae near state borders, as well as piracy. Legal and intended media exchange was enabled through state collaboration and the purchase of media rights; both governments also utilized several bodies of laws to assist in controlling transnational media content. Based on our analysis, there is a path of transnational media exchange between these two countries. -

UNTUK EDARAN SEGERA KENYATAAN MEDIA KEMENTERIAN PENDIDIKAN MALAYSIA SALURAN KHUSUS TV PENDIDIKAN MELALUI DIDIKTV KEMENTERIAN PENDIDIKAN MALAYSIA Kementerian Pendidikan Malaysia (KPM) akan memperkenalkan saluran khusus TV Pendidikan yang dikenali sebagai DidikTV KPM mulai 17 Februari 2021. Saluran ini bersiaran bermula jam 7.00 pagi hingga 12.00 tengah malam setiap hari. Pelancaran DidikTV KPM akan disempurnakan oleh YAB Perdana Menteri pada hari pertama siaran jam 8.00 pagi. Pewujudan saluran khusus ini merupakan usaha berterusan KPM dalam meningkatkan akses kepada pendidikan berkualiti bagi semua murid di seluruh negara. Sebelum ini KPM telah menyediakan program TV Pendidikan selama sebelas jam melalui TV Okey RTM, Tutor TV ASTRO dan DidikTV@ntv7. Kini, buat pertama kalinya KPM memperkenalkan saluran khusus TV Pendidikan secara terestrial dengan pengisian dari 7.00 pagi hingga 12.00 tengah malam setiap hari. DidikTV KPM boleh ditonton menerusi saluran 107 di MYTV, saluran 147 di ASTRO dan saluran ntv7 di TV UNIFI. Bagi set TV Digital Bersepadu (iDTV) yang menggunakan antena, carian saluran DidikTV KPM boleh dilakukan menerusi penalaan automatik. 1 DidikTV KPM akan menyiarkan program yang diterbitkan khusus dengan berteraskan kurikulum dan kokurikulum KPM. Saluran ini juga akan menyiarkan berita mengenai dunia pendidikan, program bercorak didik hibur (edutainment) serta kandungan yang dihasilkan oleh murid. Selain itu, program antarabangsa yang bersesuaian akan turut disiarkan. Saluran DidikTV KPM juga merupakan satu platform untuk memperkasakan budaya ilmu, menerapkan nilai-nilai murni dan mewujudkan masyarakat berinformasi. Melihat begitu banyak nya perusahaan radio komersial yang ada, menuntut setiap perusahaan radio dikota Pekanbaru untuk bersaing dalam menarik minat pendengar. Persaingan yang begitu terlihat antar perusahaan radio komersial adalah persaingan melalui program radio yang dimiliki. Satu sama lain saling berlomba dalam menghadirkan program–program siaran terbaiknya.Tujuan dari Penelitian ini untuk mengetahui Bagaimana Strategi Radio RRI Pro2 88.4 Fm Pekanbaru dalam Menarik Minat Pendengar. Metode yang penulis gunakan dalam penelitian ini adalah Deskriptif Kualitatif mendeskripsikan fakta-fakta mengenai fenomena. Berdasarkan data yang diperoleh dari hasil wawancara dan dokumentasi bahwa dalam menarik minat pendengar sesuai dengan strategi program melalui beberapa aspek dilakukan oleh RRI Pro 2 88.4 Fm adalah mempersiapkan program jangka panjang yang memungkinkan stasiun penyiaran mencapai eksistensi dan tujuan programnya, kedua RRI membuat sendiri ide/gagasan dalam sebuah program tidak diperbolehkan dalam pembelian program dari stasiun manapun, ketiga. RRI menayangkan program sesuai dengan kebutuhan audience, keempat RRI melakukan monitoring pada saat siaran berlangsung. -

At the request of the Special Rapporteur in the field of cultural rights, Ms. Karima Bennoune, the Government of Malaysia invited the Special Rapporteur to conduct a country visit to Malaysia from the 11th to 22nd September 2017. In accordance with the mandate of the Special Rapporteur, the purpose of her visit was to examine how cultural rights and diversity are preserved, promoted and protected in Malaysia’s multi-cultural society. During her mission, the Special Rapporteur had the opportunity to meet with as many as 62 government agencies both at the federal and state levels, as well as a wide array of civil societies, activists and independent experts. The Government of Malaysia takes note of her insights and subsequent recommendations. 2. As acknowledged by the Special Rapporteur, Malaysia underwent the 14th General Elections on 9 May 2018, which brought into power a new Government. The peaceful transition of power proves that the adequate systems are in place to protect and promote democracy and the rights of all Malaysian citizens, regardless of their racial, cultural and religious backgrounds. -

Once again the 53 years old DSWCI is publishing its annual, completely updated Domestic Broadcasting Survey (DBS) covering the whole shortwave spectrum, including the tropical bands. Part 1 (page 4) is also the 38th annual edition of the Tropical Bands Survey (TBS) covering all active broadcasting stations in the range 2300-5700 kHz. Part 2 (page 12) covers the Domestic stations on international bands above 5700 kHz broadcasting to a domestic audience. This survey is based upon many official sources and DX-bulletins. In order to make the DBS reliable, each station frequency has been confirmed on the air by our own monitors around the world. Depending on this worldwide monitoring effort throughout the period May 2009 – April 2010, each entry is classified in the left column using the following codes for their appearance on the particular frequencies: A: Regular. B: Irregular. C: Sporadic. D: Likely inactive. The remaining domestic broadcasters in the band 7100 - 7200 kHz are mentioned. For anything to be meaningful, first it has to be useful; useful to both oneself and society. There are few subjects today that have been more useful to society than science. From science comes technology, which has arguably brought about the biggest change in society ever. Science and technology have freed humans to do more things, faster and more efficiently. This has resulted in a wealthier society, which, in return, gives us back time so that we could become more innovative. Today, innovation is the key factor that brings change - good or bad. Change is important, but is all change good? Can change bring us happiness? Would just learning facts and figures help us make better decisions in life or help solve complex problems? We believe that these are some of the very important questions that need to be answered, especially among the youth. They are to face a world that will change at a pace never seen before on Earth. -

Radio and Public Sphere To Participate In Information Community Development Totok Wahyu Abadi1, Ilmi Usrotin Choiriyah2, Chiquita Mardliyah3 [email protected], [email protected] Communication Science Departement, Universitas Muhammadiyah Sidoarjo1, Public Administration Departement, Universitas Muhammadiyah Sidoarjo2,3 Abstract. New media format has put the radio not only serves as a medium of information, education, and entertainment, but also as an interactive media and public sphere. The purpose of this study is to analyze and explain the radio as a public sphere to participate and interact and the influence of interactive media on community participation. This research method uses quantitative explanative with samples of 100 audiences who participated in the program "Kelana Kota" Radio Suara Surabaya. Analyzing technique used is multiple regression analysis with SPSS 20 program. The research results show that 1) radio has role as media to interact and exchange information with fellow audience and public space to participate in development of information society. Second, the most influential factors of participation are interactive media, assertiveness, and attitudes. The coefficient of influence of these three variables on participation is 40.2%. Third, public participation in the radio public space in the form of access and delivery of information, supervision, partnership, consultation and dialogue. This research offers several novelties as follow: 1) interactive broadcasting media is a determinant to build social participation; 2) Assertive behaviour and acts are trigger for somebody to participate in the social development through interactive radio; 3) interactive radio can be a public space, interaction canal, empowerment media and active participating media for the society during the building of informative society.
