January 2007 3 ALBANIA Albanian Center for Population and Development [email protected] LEGISLATION Abortion Law Nr 8045, 7 December 1995, “on the interruption of pregnancy” GROUNDS/GESTATIONAL LIMITS Up to 12 weeks: • On request, in case a woman considers that a pregnancy causes psychological and social problems Up to 22 weeks: • For social reasons • Rape or other sexual crime No Limit: • Severe (incurable) malformation of the fetus • If continuing the pregnancy and/or childbirth would put the woman’s life or health at risk REGULATIONS/CONDITIONS Abortion should be performed by a physician-specialist/obstetrician-gynaecologist, and can take place in public and private health institutions. Pre- and post-abortion counseling is obliged. The physician performing the abortion is obliged to inform women of family planning services

The outcome of the two-week meeting, known as the Agreed Conclusions adopted by Member States, puts forth concrete measures to lift rural women and girls out of poverty and to ensure their rights, well-being and resilience. The Commission recognized that women and girls in rural areas often face disparate reproductive health outcomes due to a lack of agency over their own lives and a lack of access to health care services. It noted that these disparities are exacerbated by multiple and intersecting forms of discrimination. Governments committed to address these barriers by addressing health care worker 1 shortages, ensuring universal access to sexual and reproductive health services, information and education, and protecting women’s reproductive rights and right to control their sexuality. The Agreed Conclusions also include ensuring rural women’s adequate living standards with equal access to land and productive assets, ending poverty, enhancing their food security and nutrition, decent work, infrastructure and technology, education and health, and ending all forms of violence and harmful practices. Member States recognize in the conclusions rural women’s important role in addressing hunger and food insecurity.

    CEE Bulletin on Sexual and Reproductive Health and Rights No 11 (169) 2017 Table of contents: Burning Issue Regional Updates Global Updates Youth Publications BURNING ISSUE Lithuanian Parliament to consider restricting access to abortion Lithuanian Parliament will, in the coming weeks, discuss a draft law that would strongly restrict women’s access to legal abortion leaving only two options for accessing the procedure: when women's life and health are in danger and in cases of rape. If adopted, this law would put Lithuania among countries with the strictest laws on abortion in Europe. The draft law had been proposed by the Electoral Action of Poles in Lithuania who Since 2005 unsuccessfully tried to submit bills to penalize abortion. ASTRA sent letters to Lithuanian President, Prime Minister and Speaker of the Seimas calling for rejection of this draft law. Other institutions addressing this legislative debate in Lithuania include 53 Members of the Parliamentary Assembly of the Council of Europe who signed Written Declaration No. 645 on Draft law to restrict access to abortion in Lithuania (link to the document). 1 The pro-choice coalition All of Us of the European Parliament also addressed the Lithuanian lawmakers through a letter undersigned by over 90 MEPs expressing concern about the legislative debates in Lithuania. REGIONAL UPDATES “Save the Women” bill with 500 000 signatures submitted to the Polish Parliament On October, 23 the “Save Women” Civic Committee tabled almost 500 000 signatures collected under the bill on women’s rights and conscious parenthood. The lower chamber has now three months to initiate a debate on the draft legislation.

September 28 has been a regional campaign for decriminalization of abortion in Latin America and Caribbean for nearly twenty years before being taken on by SRHR activists all over the world as a Global Day of Action for Access to Safe and Legal Abortion in 2011. Ensuring universal access to safe abortion is a fundamental human right, we cannot view it as only a “women’s issue.” It is a fundamental human right, which intersects with and is integral to realizing social, economic and reproductive justice. When individuals are able to access safe abortion, along with comprehensive sexuality education and a range of contraceptives, the social good outcomes are numerous – including plummeting maternal mortality and morbidity, and significantly reduced rates of STIs and teenage pregnancy. Other positive ripple effects include an increase in women and girls’ ability to continue education; increased gender equity and women’s empowerment; and reduced intergenerational transfers of poverty, among many other integral benefits. 1 We have been witnessing a number of alarming rollbacks regarding sexual and reproductive health and rights (SRHR). Some of the most recent rollbacks include: -the reinstatement and expansion of the Global Gag Rule -funding cuts to the United Nations Population Fund (UNFPA) -and new law proposals in a number of countries such as Poland and El Salvador, attempting to ban abortions or criminalize “suspicious” miscarriages.
