We serve the interests of consumers and businesses across the UK’s nations and regions, through our work in mobile and fixed telecoms, broadcasting, spectrum, post and online services. Over the past year we have learned that being connected is everything. High-quality, reliable communications services have never mattered more to people’s lives. But as consumers shift their habits increasingly online, our communications sectors are transforming fast. It is an exciting moment for our industries and for Ofcom as a regulator - it requires long-term focus alongside speed and agility in response to change. Against this backdrop our statement sets out our detailed goals for the coming financial year, and how we plan to achieve them. On telecoms, Ofcom has just confirmed a new long-term framework for investment in gigabit- capable fixed networks. In the coming year, we will shift our focus to support delivery against this programme, alongside investment and innovation in 5G and new mobile infrastructure. Following legislation in Parliament, we will put in place new rules to hold operators to account for the security and resilience of their networks. -

Resource for Educators Resource FAITH IN US Educating young people on Islamophobia Faith in Us: Educating Young People about Islamophobia Introduction This resource has been designed for both primary and secondary teachers for use in the classroom to work with young people and educate about Islamophobia. The resource provides background information outlining the reality and impact of Islamophobia on both young people and wider society; starting points to help educators to ensure that they are creating the right environment for the work to take place; and activities for educators to run with young people. The activities have been developed in partnership with young people and tested in classrooms throughout the UK. The resource also provides guidance as to the steps that schools can take to help young people report incidences of Islamophobia and respond appropriately to both perpetrators and targets, in order to create settings where all young people feel safe and able to achieve. The aims of this resource are to: • Outline the moral and statutory duties on schools to engage in work on Islamophobia • Share good practice approaches and activities to educate young people about Islamophobia • Support schools to respond effectively to incidents of Islamophobia • Provide links to further sources of information and support This resource is not intended to provide a comprehensive overview of the religion of Islam. There are many good resources and organisations which provide this in line with the RE curriculum. We have provided links to some of these at the end of the resource. This resource was produced in partnership with young people in Tower Hamlets as part of EqualiTeach’s Agents for Change: Islamophobia programme which ran from October 2017- May 2018 and was funded by the Home Office Hate Crime Communities Project Fund. -

Digital Television Transmitters: pre-switchover network This leaflet provides details of the Digital Terrestrial Television (DTT) transmitters which have not yet switched over to fully-digital operation (the 'low power' DTT network). Detailed information on post-switchover transmitter characteristics is available on the Ofcom website at www.ofcom.org.uk. Transmitters are grouped according to the ITV1 region that they broadcast, which will determine each transmitter's place in the digital switchover sequence. Details of the programme services carried in each multiplex are available on the Digital Television Group's website, www.dtg.org.uk/retailer. While this information is believed to be correct at the time of preparation, changes to the DTT network will occur, particularly as more transmitters switch to digital. News Release TP Vision confirms arrival of Freeview Play on Philips Android TVs TP Vision has confirmed the imminent arrival of Freeview Play to the company’s Philips Android TVs. Freeview Play is the UK’s fastest growing TV platform, launched in 2015, the platform now has over 7 million users. Freeview Play gives viewers access to live and on demand TV in one easy to use interface. The platform provides 85 live channels (including 15 in HD), as well as 20,000 hours of on-demand content from BBC iPlayer, ITV Hub, All 4, My 5, UKTV Play, CBS Catchup Channels UK and Horror Bites. TP Vision has been one of the strongest and most successful partners for Android TV having first introduced the platform back in 2014 and having committed nearly 50% of the company’s range of Philips sets to Android TV ever since – including the premium OLED and OLED+ ranges, frequently awarded the status of the Best TV available by the media, consumers and the trade. But according to Moz – the co-founder of creative agency Contented – nothing beats TV for advertisements. The problem, of course, is that TV ads can be massively expensive, putting them beyond the reach of many money-starved marketing departments. Which is why at a recent Financial Services Forum event, chair David Cowan asked Moz and David Sanderson, who heads SkyAdsmart, to talk about how companies can use TV ads to deliver targeted advertising on a budget. It’s not just about winning Oscars “TV can amplify the message that a company is trying to convey to its customer base,” said Moz. Emphasising that functionality is important, the Contended boss added that when working with a client on an advertisement, his company’s starting point is to identify three messages about the product or service that need to be conveyed in 30 seconds. TV commercials effectively legitimise content, according to Moz. While digitisation has liberalised the way in which content can be advertised on TV, there is some red tape involved. TV commercials must get the green light from Clearcast. According to regulatory requirements, anything claimed in a commercial has to be true. TV watchers know this so are reassured that what they see in an ad is very unlikely to be misleading. Using technology to customise ads With the panel focusing heavily on the changing role of tech, Cowan said that “Technology can magnify the power of TV ads.” Sanderson responded that Sky AdSmart does exactly this and offers advertisers a way to combine the world class content of TV with the digital world’s accountability and target. -
