LANTEGLOS-BY-FOWEY PARISH COUNCIL NOTICE AND AGENDA OF THE FULL COUNCIL MEETING TO BE HELD IN POLRUAN WI HALL MONDAY MAY 18TH 2015 @ 7.45 pm Members of the public and press are invited to attend this meeting of the Council. Minute AGENDA ITEMS Action Chairman’s Welcome and Public Forum – Members of the public may address the Council, prior to the commencement of the meeting. Members to received reports from outside authorities (where present). a. Police – PCSO David Evans. b. County Councillor –Cllr Hannaford Cllr. Hannaford is to provide a copy of her report to be appended to the Minutes of this meeting Members’ Declarations: 84/2015 a. Pecuniary/Registerable Declarations of Interests – Members must declare an interest, which has been declared on their Register of Financial Interests Form, relevant to the agenda. b. Non-registerable Interests – Members must declare non-pecuniary interests at the start of the meeting or whenever the interests becomes apparent. c. Declaration of Gifts – Members are reminded they must declare any gift or hospitality with a value in excess of fifty pounds. d. Dispensations – Members to consider any written requests for dispensations. 85/2015 Apologies for Absence – 86/2015 Minutes of Meetings – a. Full Council Meeting 28th April 2015. 87/2015 Planning Matters – a. South Torfrey Farm, Golant – Minute 58/2015 refers. Members to Clerk receive an update on the enforcement in place to remove the wind turbines. 88/2015 Planning Applications – a. Planning Applications – Members are to consider the following applications. i. PA15/03313 – 31 West Street, Polruan, Fowey – Installation of a new roof, removal of chimney and installation of metal flue, replacement windows and doors, reconstruction of rear annexe, installation of new floors and re-render walls. 1 /LBF/CouncilMeetings/Minutes/2015-04-28 b. Planning Applications Approved by CC – Information only. i. PA15/02076 – Duchy Penguin, 36 Fore Street, Polruan – Extensions and alterations. This has been approved by Cornwall Council. Members voted to support this application as it will be an improvement. Environmental and Amenity matters - 89/2015 Clerk a. The Quay Public Conveniences – Any update on the proposed lease from the Town Trust. b. St Saviours Public Conveniences - i. Minute 59/2015d(ii) refers – An update on obtaining spare Clerk keys. One for the Parish Council and one for the Coast Watch Keepers. ii. Taps – Minute 59/2015e refers - Members are to receive costings on spring return taps with a view to having them Clerk installed at St Saviours. iii. Members are to consider the times of year when it would be suitable to open all toilets for use rather than just the disabled. c. Quay Lighting – Minute 47/2015 (ii) refers. An update on the insufficient lighting over the ferry steps. Clerk d. Village Hall – i. Members are to receive a response from the VH Committee i.r.o Clerk Who the Village Hall Trustees are. ii. Members are to consider any information they would like to be in receipt of as their role of Custodian Trustees. e. Fore Street Drains – Minute 59/2015j refers – Members to receive an update on the proposed camera survey for the drains. Clerk f. PROW’s – Members are to consider the cutting of the “Silver” paths. 90/2015 Administrative Matters - a. Office Equipment – Minute 60/2015c – Members are to receive an Clerk update on the possibility of grant funding for the purchasing of a projector and screen for future use at meetings. b. Have Your Say Panel – Minute 62/2015d refers - A group that would meet at Looe Police Station on a quarterly basis to discuss various Cllrs Wilde matters and agree actions - Members are to receive a brief report from and Adams Cllrs Wilde and Adams as to what the panel is about and how it could benefit the parish. Members are to then discuss, so that the Clerk can report back. c. Councillor Vacancy – A vacancy has arisen for the co-option of a Councillor. Closing date for this is June the 10th 2015. d. The Clerks Contract of Employment – Minute 66/2015b refers. Members are to agree to accept the terms of employment as laid out to them at the previous meeting. e. Online Planning Seminar – Minute 50/2015a refers – Members agreed Clerk to pay for the on line seminar but it later came to the Clerks attention that the cost of £59.99 was for one person only. She has re- negotiated with the company and they will allow 11 users at the cost of £89.99. Members are to consider this. 2 /LBF/CouncilMeetings/Minutes/2015-04-28 f. Public participation – Members are to consider when it would be suitable to invite the participation by members of the public at meetings. g. Reports – Members are to consider what reports should be available to members of the public and when. 91/2015 Financial Matters – a. The Auditors report for financial year 2014/2015 – Members are to receive and approve. b. Financial reports for the financial year 2014/2015 – Members are to receive and approve. c. The annual return for the financial year 2014/2015 – to be completed and approved. d. Annual Governance Statement for the financial year 2014/2015 – to be completed and approved. e. Accounts for Payment – Schedule 2015/16 -2. f. Budget Monitor – To be circulated to Council members at the meeting. g. Asset Register - Minute 61/2015c (i) refers – Members are to receive costings on the provision of 3 new benches for the parish and are then to decide on a payment and delivery schedule. h. Notice Boards – Members are to receive costs for the provision of new noticeboards for the parish. i. Santander Account – Members are to agree on the steps to finally close the Santander account and have the funds transferred to Barclays. j. Direct debits – Members to discuss the advantages of setting up direct debit payments for certain regular outgoings and how to action this. 92/2015 Correspondence / Documents – not covered elsewhere on the agenda: a. Lanteglos by Fowey Parochial Church Council – A letter has been received from Mr Tyson thanking the Council for its approval of the requested grant application and its continued support. b. Cornwall Council – Due to reductions in budget, the Council has recently updated its Highway Maintenance Manual to reduce planned maintenance visits from twice a year to one visit on the rural road network. They will continue to undertake safety led inspections on a six monthly basis but they are keen to hear from local councils who would be willing to consider undertaking, as partners, maintenance works to the margins of the highway corridor (gullies, verges and signage etc). The Clerk is to contact the Community Link Officer if this is something members are interested in. 93/2015 Information Only / Reports / Future Agenda Items – a. Freedom of Information Request – Case number FS50570134 – Minute Cllr Moore 63/2015b refers. Cllr Moore is to provide an update on the progress of this case b. War Memorial Committee (WMC) – Minute 63/2015c refers - Cllr Adams Cllr Adams is to provide members with an update on the results of the WMC meeting at which he produced his information and quotes. 3 /LBF/CouncilMeetings/Minutes/2015-04-28 c. Fore Street – minute 63/2015d refers. Members are to receive an update Clerk from the Highways manager as to whether a more permanent fix of the large pot hole in Fore Street can be done. d. Litter bins – Minute 63/2015e refers – Any developments on the issue of Clerk domestic rubbish being placed in litter bins on the Quay and any updates on the Clerks correspondence with the Contract Compliance Officer at Cornwall Council. e. PROW’s – Minute 66/2015a refers - Mr Andreas Sanchez has agreed to cut and maintain the PROW’s for the next 12 months and will consider a rolling 3 year contract after this year. f. Bodinnick Telephone Kiosk – This now belongs to the Parish Council and is listed as an asset. All telephone equipment has been removed and a poster displayed to advise the public that the kiosk no longer belongs to British Telecommunications. g. Neighbourhood Plan – Cllr Adams and Wilde are to provide an update Cllrs Wilde following their findings at the Liskeard Looe Community Network panel and Adams and what the next move is. Members are also to discuss the possibility of putting a survey out to local residents to obtain their views. 94/2015 Diary Dates – a. The closing date for the co-option of a new Parish Councillor will be June 10th. b. Rural Health Conference 2015 to be held on the 11th of June at the Health and Wellbeing Innovation Centre, Trelilske, Truro. c. Saturday June the 20th is Cornwall Armed Forces Day, to be held at Thanckes Park ( The Lawn ) Torpoint d. Case for Cornwall Event – Thursday 28th May at 6:30pm in Luxstowe House council Chamber, Liskeard. An opportunity to join Cornwall Councillor John Pollard to hear about and discuss the Case for Cornwall. e. “Computers for Oldies” are holding a market and cream tea event at Probus Village Hall on Saturday the 8th of August. They are a small local charity, all welcome. 95/2015 Closed Session – In view of the special/confidential nature of the business about to be transacted, it is advisable in the public interest that the press and public be excluded and they are instructed to withdraw. 96/2015 a. Tenders for the cleaning and maintenance of St Saviours and Frogmore Public Conveniences – Members are to discuss any tenders received cleaning b. Quotes for the maintenance required at St Saviours. Painting and minor plumbing – Members are to discuss any quotes received.
