29 LATHOM PARISH COUNCIL MINUTES OF THE MEETING HELD ON MONDAY 24TH FEBRUARY 2014 AT THE SCOUT HQ HALL LANE LATHOM AT 7.30PM PRESENT: PARISH COUNCILLORS; MRS J PEGGS (IN THE CHAIR) P FERGUSON MRS MANDY GORST MRS P KEATING MRS H SHAW M SYSON MRS I M O’DONNELL (CLERK) APOLOGIES: PARISH COUNCILLORS; E POPE MRS J REASON The chairman welcomed everyone to the meeting 97. The minutes of the meeting held on Monday 27th January 2014 were taken as read and signed as a correct record. 98. MATTERS ARISING Tracking log The diverted footpath at Speakman’s Farm is still not being maintained – clerk to contact LCC IMOD The conifers at the gas box on Hall Lane have still not been cut back, but engineers at site stated the box may be removed – clerk to contact National Grid. IMOD The possibility of moving one of the seats on Hoscar Moss Rd to the grassed area At the junction of Wood Lane was agreed and Councillor Mrs Gorst said her Husband would arrange to move it. MG/RG The question of the landscaped area at Moss Bridge was discussed as it appears that the gate has been set on fire and is now dangerous. The maintenance of the canal area is now the Canal Trust – clerk to contact IMOD 99. SCOUT HQ UPDATE Councillor Syson reported that he had spoken to the scout committee and there Still no progress to report – A discussion took place regarding a possible joint effort between various heritage groups in the area to try and find a solution to preserving the hall as there are various grants available especially for WW1projects at this time and this is the last remaining WW1 building. – place on next agenda 100.ELECTION The clerk reported that the election would be held on 22nd May 14 and papers would be available from 7th April 14 which all councillors would need to complete and return to WLBC as stated on the papers. Health Network f 103.ADJOURNMENT FOR 5 MINUTES TO CONSIDER MATTERS RAISED BY THE PUBLIC: No members of the public attended. 104.ACCOUNTS FOR PAYMENT The following accounts were passed for payment: 1. Best Kept Village (entry fee) 15.00 105.PARISH MATTERS Councillor Mrs Keating reported that the litter bin in the lay-by at Hob Cross Lane And now litter was just being dumped all around it. – clerk to contact WLBC to Check on how often the bin is emptied. IMOD Councillor Mrs Shaw raised the issue of the ‘signage’ of Lathom South which is Causing confusion again especially in the press who continue to report on events in Lathom which are not actually in our parish area. It was agreed to monitor for a while and discuss at later meeting. ALL Councillor Ferguson asked if a production of ‘Coward in the Wings’ at Briars 31 Hall in May could be added to the web page. IMOD 106. PLANNING APPLICATIONS The following comments were sent to WLBC 2014/0093/FUL – Single storey extension – The Wharf Ring O’Bells Lane 2014/0049/COU – Change of use to catering butchers – Unit 2 Holland Business Park Spa Lane “We feel this application should be seriously considered in light of neighbourly impact, nature of business which does not seem entirely compatible with business park locations – would be more appropriate in industrial estate located locally in Skelmersdale where according to WLBC Local Plan 2012-2027 document there are vacant facilities which should be encouraged to be taken – even with favourable grants we believe.” 2014/0058/FUL – single storey extension to rear – Station House Hoscar Moss Rd “Lathom PC consider this is over development and detrimental to character of building, its’ setting and design.” 2013/1324/FUL –Two storey side extension – Blythe Cottage Lady Alice’s Drive “Lathom PC object as this could result in over development the scale & design of the proposals could be considered detrimental to the character of the Blythe Cottage particularly when viewed across the open landscape.” – Decision GRANTED 2013/1352/LBC – Single storey extension – Needless Inn Farm Barn “Lathom PC object due to detrimental impact on character of original ‘listed’ barn & possibly also the setting of the original farmhouse” – Decision GRANTED 2013/1316/FUL – Extension to rear of garage to form gymnasium – Peacehaven Lowry Hill Lane “Lathom object as there is considerable previous development on this site, coupled with the proposed gymnasium extension to garage could be considered over development & detrimental to the openness of the landscape.” Decision REFUSED 2014/0168/FUL – Extension to existing garage to provide gymnasium – Peacehaven Lowry Hill Lane. 2nd application for this so resent 2Lathom PC object to this application on the grounds that there has already been considerable development on this site and coupled with this proposed extension to the garage to form a gymnasium could be considered over development and be detrimental to neighbouring properties and the openness of the landscape. Appeal Decision – 2012/1235/COU – Retention of land into cartilage – Langley’s Farm Barn – DISMISSED The date of the next meeting Monday 24th March 2104 The meeting closed at 9.30pm Signed………………………………………………………….Chairman .
