49665-PCB_Circuit-Text.indd 13 5/2/2008 3:38:26 PM Excess Fishing Regulations on the Gulf Coast An Economic Nightmare

BY PAM ANDERSON, CAPT. ANDERSON’S MARINA & CRUISES ed Snapper abound in the Gulf of Mexico coastal waters. This contradicts the data collected by the National Marine Fisheries Service (NMFS), the Rdata the National Research Council calls ‘fatally fl awed.’ Snapper being so prevalent recreational fi shermen exert great effort to avoid them. However, the NMFS regulates catch and release because their data supports chronic over-fi shing. While polarized parties disagree, environmentalists vs. anglers, improper regulations are forced based on incorrect data. Stakehold- ers in the fi shing industry believe that regulations should not be implemented until data is corrected. The Magnuson-Stevens Act (MSA) of 2006 states the NMFS is mandated to stop over-fi shing with the ‘best scientifi c data avail- able.’ Under this umbrella, they lobbied hard in Washington to get legislation passed. The restrictive language of the MSA mandates over-fi shing must be stopped by 2010. Red Snapper regulations began in the ‘80’s. In 1999, when collectively the fi shing industry and NMFS recog- nized the increasing problem with seasons closing sooner every year, they reached a resolution of four red snapper per angler with a six month season effective 2000. The red snapper fi shery has been recovering ever since the beginning of manage- ment. The MSA mandate of stopping

over- fi shing in three years is putting people out of busi- ness, causing many com- munities to suffer in the process. Our six month season was reduced to four in February and down to 66 days in March, as well as the bag limit being reduced to two.
