July 9, 2019 The Honorable Anthony Portantino Chair, Senate Appropriations Committee State Capitol, Room 3086 Sacramento, CA 95814 RE: Assembly Bill 1080 (Gonzalez) – SUPPORT IF AMENDED As Amended July 5, 2019 Dear Senator Portantino: On behalf of the Rural County Representatives of California (RCRC), I am writing with respect to Assembly Bill 1080, authored by Assembly Member Lorena Gonzalez, which, among other things, requires manufacturers to source, reduce, and recycle single- use packaging and products sold in California. While we are strongly supportive of what the bill seeks to accomplish, we believe some amendments are vital to avoid costly burdens on local governments. RCRC is an association of thirty-six rural California counties, and the RCRC Board of Directors is comprised of elected supervisors from each of those member counties. California is in the process of implementing SB 1383 (Lara, Chapter 395, 2016), which establishes ambitious goals to reduce landfill disposal of organic waste 75 percent below 2014 levels by 2025. CalRecycle’s far-reaching SB 1383 regulation could cost as much as $20 billion to implement and poses many challenges for local governments. Considering the massive costs local governments will soon face with SB 1383 implementation, it is vital to avoid imposing additional costly requirements on local jurisdictions. Caecilia, Calpurnia, and Their Dreams of Political Importance. Patterns of Constructing Gender Relations and Female Scope for Action in Ancient Roman Sources
Athens Journal of History - Volume 4, Issue 2 – Pages 93-116 Caecilia, Calpurnia, and Their Dreams of Political Importance. Patterns of Constructing Gender Relations and Female Scope for Action in Ancient Roman Sources By Anna Katharina Romund During the crisis of the Roman Republic, ancient sources mention a number of political interventions by women. The paper at hand seeks to investigate two of these occurences in which dreams motivated women to play an active role in political affairs. Cicero and Julius Obsequens report the dream of Caecilia Metella that instigated the repair of the temple of Juno Sospita in 90 BC. Nicolaus of Damascus, Velleius Paterculus, Valerius Maximus, Plutarch, Suetonius, Appian, Cassius Dio, and, again, Obsequens cover the dream of Caesar's wife Calpurnia in their works. According to them, the dream drove her to save Caesar from the imminent assassination in 44 BC. If we aim for a better understanding of the growing female scope for action, we will need to systematically analyse ancient authors’ personal conceptions of gender relations in a comparative way. Therefore, my paper examines the reports on Caecilia and Calpurnia in order to find recurring patterns that reflect the writers’ ideas of gender relations and gender hierarchies. A three-step analysis scheme will be created. 1) The model regards family roles as an indicator of the gender relationship discussed by the author. 2) The verbal or non-verbal mode of the woman’s intervention, whether of strong or weak intensity, mirrors the options of female action depending on that specific relationship. Furthermore, this relationship is defined by means of the depicted reaction attributed to the addressee.

Expansion and Exclusion: Race, Gender and Immigration in American Politics By Christian Dyogi Phillips A dissertation submitted in partial satisfaction of the requirements for the degree of Doctor of Philosophy in Political Science in the Graduate Division of the University of California, Berkeley Committee in Charge: Professor Rodney Hero, Co-Chair Professor Taeku Lee, Co-Chair Professor Lisa García Bedolla Professor Gabriel Lenz Summer 2017 Abstract The United States’ population is rapidly changing, but the ways in which political scientists measure and understand representation have not kept apace. Marginal shifts in descriptive representation over the past two decades have run counter to widely espoused ideals regarding political accessibility and democratic competition. A central assumption often made by academics, and the public, has been that groups which are otherwise disadvantaged in politics may leverage their communities’ numerical size as a political resource to gain influence. To this end, many studies of racial descriptive representation find that a larger minority population is associated with a higher likelihood of a racial minority running for and/or winning. However, these positive relationships between population growth and descriptive representation are tempered by an extensive literature documenting limits on racial minority groups’ political incorporation. Moreover, current frameworks for understanding group competition or patterns of descriptive representation are silent about whether shifts in racial demographics may also have an effect on the balance of representation between women and men. These contradictions in debates over representation, and how groups gain influence, undermine the notion that eventually, marginalized groups will be fully incorporated into politics. White women have had de jure access to the voting franchise in the United States since 1920.
