PRISTUP IZRADI STRATEGIJE Strategija razvoja jedinice lokalne samouprave predstavlja strateški razvojni dokument jedinice lokalne samouprave. Ovim strateškim dokumentom, donosi se vizija razvoja jedinica lokalne samouprave, koja odražava najbolju moguću budućnost koja se može predvidjeti, što ona želi postići i kako će jedinica lokalne samouprave izgledati kada ostvari postavljene ciljeve. Nakon provedbe svake strategije, potrebno je evaluirati postignute rezultate provedbe i započeti novi proces planiranja razvoja s istim i/ili novim postavljenim ciljevima. U sustavnom pristupu planiranja razvoja, nužno je poštivati piramidu strategija, odnosno planova na području Republike Hrvatske, koja se sastoji od tri razine djelovanja: državne, regionalne i lokalne razine. Država izrađuje strategiju razvoja, strateške okvire koji definiraju smjerove razvoja gospodarstva i društva, te identificira područja od nacionalnog interesa. Sukladno tome, planiranje razvoja se spušta na niže razine, odnosno na regionalnu i lokalnu razinu. Tako razvojne strategije predstavljaju osnovu za buduće korištenje bespovratnih sredstava Europske unije u programskom razdoblju od 2014. do 2020. godine. U Republici Hrvatskoj sustav planiranja ima sljedeće elemente: Sektorske strategije RH - donosi ih Vlada i Sabor Republike Hrvatske, Županijske razvojne strategije – donosi ih Županija u suradnji s pripadajućim jedinicama lokalne samouprave, Strategije razvoja gradova i općina – donose

KEYWORDS ABSTRACT Following the accession of Croatia to the EU, a study was carried out on a Croatian Natura 2000 site which includes habitats used by the following fish species of conservation interest: Eudontomyzon vladykovi, Rhodeus sericeus amarus, Gobio uranoscopus, Romanogobio kesslerii, Barbus meridionalis, Zingel streber and Cottus gobio. Harmful effects on fish fauna were found due to: poorly-integrated water management, over-extraction of water for irrigation, fragmentation of riparian vegetation, low cooperation between environment institutions in Croatia and Slovenia, abuse of pesticides, uncontrolled waste water, sources of chemicals and heavy metals, leakage of nitrogen, habitats fragmentation due to dams and canals, non-native fish species, invasive species and gravel extraction. Specific management actions are proposed that take account of the different fish species of conservation interest and their specific biological and ecological requirements. RESUMEN: Propuesta de elementos de manejo para el área de Sutla dentro de la red Natura 2000.     NEWSLETTER Zagreb l Smičiklasova 21 doi: 10.3326/nle.2017.112 [email protected] l www.ijf.hr l tel: +385(0)1 4886 444 No. 112 l July 2017 l ISSN 1848-4662 Budget transparency in Croatian counties, cities and municipalities (November 2016-March 2017)1 KATARINA OTT, MIHAELA BRONIĆ, MIROSLAV PETRUŠIĆ, BRANKO STANIĆ The overall average level of budget transparency in Croatian local government units, measured by the number of budget documents published on their respective official websites, has improved year by year. In the current research cycle, it averages 3.1 (the maximum rank is 5), with counties already being very transparent (4.6 on average), cities fairly good (3.7 on average), but municipalities still inadequately transparent (2.8 on average). Despite the relatively solid averages, there are too many extremely non-transparent local government units. Four cities (Gospić, Imotski, Valpovo and Vrgorac) and as many as 39 municipalities have not published a single budget document that we were searching for, and another seven cities and 50 municipalities have published only one such document each. As in previous years, the most transparent local government units include very sparsely populated ones, such as Ribnik and Dekanovec, and local government units with low per capita income (e.g. Jarmina and Đelekovec). On the other hand, among the least transparent local government units there are units with very high total and per capita budget revenues (e.g. Sutivan, Šolta, Dugopolje and Bol). Ares(2016)4048679 - 02/08/2016 SPECIFIKACIJA PROIZVODA sukladno Uredbi 1308/2013, članak 94. za zaštitu oznake izvornosti sukladno članku 93. a) Naziv koji se zaštićuje: Zagorje-Međimurje b) Opis najznačajnijih fizikalno kemijskih i organoleptičnih (senzornih) svojstava vina: Bijela vina Ovisno o položaju, mikroklimatskim uvjetima, sorti, načinu prerade grožđa, vinifikacije i dozrijevanja, bijela vina redovite berbe na tržište dolaze kao kristalno bistra, različitih nijansi žuto zelene do žute boje, srednje su alkoholna, umjerenih do visokih kiselina, ekstraktna, te diskretnih do izraženih aroma (voćnih, cvjetnih, začinskih). Vina predikatnih berbi po svim temeljnim senzornim svojstvima puno su kompleksnija, intenzivnije zlatno žute boje, te specifične arome koja se veže s plemenitom plijesni, osim kod kasne berbe. Vina su gusta, viskozna i izuzetno bogatog sastava. Pjenušava vina odlikuju se izraženom tipičnom svježinom i privlačnim perlanjem. Budući da se uglavnom proizvode od mješavina sorata, kompleksnog su i privlačnog mirisa i okusa. Crna vina Ovisno o položaju, mikroklimatskim uvjetima, sorti, načinu prerade grožđa, vinifikacije i dozrijevanja, crna vina redovite berbe na tržište dolaze kao bistra, različitog intenziteta rubin crvene boje. Srednje su alkoholna, umjerene do visoke kiselosti, umjerenog intenziteta zrelosti tanina, te izraženih voćnih aroma. Vina predikatnih berbi po svim temeljnim organoleptičnim svojstvima puno su kompleksnija, specifičnih aroma koje se vežu s plemenitom plijesni (osim kod kasne berbe), gusta su, viskozna i izuzetno bogatog sastava. Zaštićena oznaka izvornosti „Zagorje-Međimurje“ može se koristiti za mirna, pjenušava vina i biser vina.
