MINUTES OF THE MEETING OF BURLAND PARISH COUNCIL HELD AT THE BADDILEY & RAVENSMOOR METHODIST CHAPEL ON 9TH SEPTEMBER 2019 PRESENT: Cllr G Denny Chairman (in the chair) Cllr J Pochin Vice-Chairman Cllr G Samways Cllr S Thompson Cllr J Scott Cllr R Clough Cllr J Thomas Cllr M Warburton Cllr A Morris APOLOGIES: Cllr Stan Davies (Cheshire East Council) ALSO PRESENT Dr. M Bailey (Clerk/RFO) One member of the public 627 APOLOGIES FOR ABSENCE Apologies were received from Cheshire East Cllr S Davies. 628 DECLARATIONS OF INTEREST Members were invited to declare any disclosable pecuniary interest or non-pecuniary interest which they had in any item of business on the agenda, the nature of that interest, and in respect of disclosable interests, to leave the meeting prior to the discussion of that item. There were no declarations of interest made by Members present. 629 MINUTES – 8TH JULY 2019 RESOLVED: Members resolved that the minutes of the Parish Council held on 8th July 2019 be approved as a correct record and signed by the Chairman. 630 MATTERS ARISING • Road Safety – an update was provided by Members/the Clerk. The MP was written to about the issue. Brindley & Faddiley Parish Council were also copied into the correspondence. It was noted that the issue of contacting officers at Cheshire East Council needed to be examined, in terms of how reports are made by the Parish Council and by Cheshire East councillors. On the advice of the MP’s office, an FoI request was made to the police on accidents on the A534. It was agreed that Cllr Davies should be asked to put pressure on Cheshire East Council and pressure should be put on the police up enhance enforcement. It was noted that the speed camera van can only be parked in Faddiley, but the same is needed in Burland and Ravensmoor. It was also noted that lay-bys are provided in Wales for this purpose. Will look to get hold of signs and to enhance road markings. It was reported that there is little enthusiasm for the speed gun, but the police have been contacted to put a group together to work on speedwatch. The police will write a letter to gauge interest. Social media will be used to attract people and an article will also be included in ‘Insight’. 631 PUBLIC QUESTION TIME There was one member of the public in attendance. The following issue was raised: - o Planning – the resident raised the matter of the planning application for SILOAM (featured on the Parish Council agenda). Noted that the original application was made in 2009 and was turned down after local protests. The application was then approved in 2010 but the site could not be sold. The application has now been re- submitted. The objection focuses on blocking light and the impact on neighbouring gardens. 695 Burland Parish Council 9th September 2019 Parish Council Meeting Minutes 632 FINANCIAL MATTERS 632.1 Authorisation of Payments £455.52 Dr. M J Bailey – salary payment for Clerk (August/September 2019) £113.88 HMRC – tax on clerk’s salary (months 5 and 6) £40.00 Information Commissioners Office (Data Protection Fees) £34.50 Shires Pay Services (Payroll Costs M4-M6) RESOLVED: The above payments were approved by the Council 632.2 Ledger/Bank Reconciliation Statement (1st April 2019-31st August 2019) The ledger/bank reconciliation statement for the period 1st April 2019-31st August 2019 was presented to Members, who noted the document. 632.3 Budget Monitoring Statement – First Quarter 2019-20 (April-June 2019) The budget monitoring statement for the first quarter of 2019-20 was noted by Members. 633 BOROUGH COUNCILLOR’S REPORT Cllr Stan Davies (Cheshire East Council) was not present at the meeting. 634 HIGHWAY MATTERS/SPEED WATCH Members noted the comments made by residents and found in these minutes under ‘Public Question Time’. 634.1 Proposed Meeting with MP – Road Safety This was covered under ‘matters arising’ on the agenda. 634.2 Speed Gun See item under ‘matters arising’ – will look to recruit people to use the speed gun. 634.3 Location of SID It was AGREED to purchase new batteries for the SID (cost is around £70.00). Will be considered at the next meeting. 635 PLANNING MATTERS 635.1 Planning Applications 19/3584N Land adjoining SILOAM, Marsh Lane, Ravensmoor CW5 8PN Planning approval for a new dwelling (renewal of permission 10/0796N) Members considered the application and made the following points: - • Concerned with impact on road safety with materials being moved around • Impact on highways in relation to turning spaces and parking • Objections to the development in terms of impact on neighbouring properties 636 COMMUNICATIONS/SHARED INFORMATION • Telephone box – it was requested that the telephone box be repaired again. It was also requested that the damage be reported to the police. It was agreed that information will be included in the Insight magazine • Noticeboards – it was decided that one of the noticeboards would be moved from Brook Lane to Long Lane (will be included in the Insight magazine) 696 Burland Parish Council 9th September 2019 Parish Council Meeting Minutes • VE Day 2020 – the question was asked about the Parish Council’s plans – agreed to contact other parishes to ask what they will be doing and to include on the next agenda • Cheshire East Council – the Chair reported on a meeting attended which informed parish councils that a new system would be in place soon allowing parishes to contact via one number and to report matters (other than highways) via that number • Broadband – it was reported that there had been some developments, but the roll-out of super-fast was not consistent across the parish 637 DATE OF NEXT MEETING The next meeting of the Parish Council will be on Monday 14th October 2019 at the Goodwill Hall, Faddiley. ………………………………Chairman The meeting commenced at 7.30 pm and concluded at 8.35pm 697 Burland Parish Council 9th September 2019 Parish Council Meeting Minutes .
