The conjoint quest for a liberal positive program: “Old Chicago”, Freiburg and Hayek by Ekkehard Köhler ( Walter Eucken Institut )1 and Stefan Kolev ( Wilhelm-Röpke-Institut )2 Abstract James M. Buchanan’s latest contribution to the post-crisis debate in political economy underpins the necessity to reexamine the legacy of the “Old Chicago” School of thought, being urged by Buchanan’s recently stressed plea at the 2009 Regional Meeting of the Mont Pèlerin Society and at the Summer Institute for the Preservation of the History of Economic Thought in 2010. The focus of the current paper is to follow his plea by exploring the central topoi of the 1930’s debate of the Chicago School as seen from the work of Henry Simons and discuss its impact on the academic arena on both sides of the Atlantic thereafter. With respect to this impact, we highlight Friedrich A. von Hayek as the focal scholar who possibly transmits these topoi that later influenced the rise of Freiburgean ordo- liberalism in Germany from the mid-1930’s onwards as youngest archival findings suggest. By revisiting the MPS 1947 first meeting’s minutes and papers, we stress the proximity in mind of “Old Chicago”, Hayek and the Freiburg School ordo-liberals by contributing an explanation for the surprisingly homogenous direction of these yet unconnected schools of thought. In a next, enhanced version of this project, we will subsequently re-discuss the intellectual origins of Constitutional Political Economy’s research program. Following Viktor Vanberg, we argue that CPE can be interpreted as a modernized perspective on economics that carries forward three strands of transatlantic liberal programs, being precisely “Old Chicago”, Freiburg and Hayek. -

With the disclosure of the transcripts, what has for decades been a suspicion is on the point of becoming a certainty: the Roosevelt administration was collaborating with the Soviet Union and the CCP (Chinese Communist Party). A retrospective debate is in progress, and with it a reexamination of the historical view of that period; both have accelerated rapidly in recent years. The term “Venona files” is used to describe code messages exchanged between Soviet spies in the US and Soviet Intelligence Headquarters that were intercepted and decrypted by US Signals Intelligence Service personnel. The NSA (National Security Agency) released the transcripts to the public in 1995. As more of these messages were disclosed and analyzed, they revealed evidence likely to prove conclusively that at least 200 Soviet spies (or sympathizers) worked for the US government as civil servants. Their members included Alger Hiss ① (hereinafter I shall place numbers after the names of influential individuals, and use boldface font to indicate communists or communist sympathizers).1 Suspicions that there were Soviet spies in the Roosevelt administration date back more than 60 years. In 1948 Time magazine editor Whittaker Chambers, testifying before the House Committee on Un-American Activities, accused Alger Hiss ① of spying for the USSR. -

Box 601, Valatie, NY 12184 [email protected] 518-392-5387 “Over time, whoever controls the money system controls the nation.” Stephen Zarlenga, Director Congressman Dennis Kucinich (D-Ohio) made history on December 17th, 2010 when he introduced a version of this Act as the National Employment Emergency Defense Act (NEED Act), HR 6550, which faithfully contains all of these monetary reforms. Introduction Dear Friends, The World economy has been taken down and wrecked by the financial establishment and their economists; and by their supporters in the media they own, and even by some in the executive and legislative branches, in the name of “free markets” and insatiable greed. Shame! Shame on them all! The American Monetary Act (the “Act”) is a comprehensive reform of the present United States money system, and it resolves the current banking crisis. “Reform” is not in its title, because the AMI considers our monetary system to never have been adequately defined in law, but rather to have been put together piecemeal under pressure from particular interests, mainly banking, in pursuit of their own private advantage, without enough regard to our nation’s needs. That is the harsh judgment of history as made clear in The Lost Science of Money, by Stephen Zarlenga (abbreviated LSM).* That book presents the research results of The American Monetary Institute to date and this Act puts the reform process described in Chapter 24 into legislative language. Chapters 1 thru 23 present the historical background and case studies on which Chapter 24 is based. -

Its title, authorship and date are written at the top of its first page, in handwriting identified by Bruce Craig and Sandilands as that of White. 1 The Memorandum’s Authors and Their Message The Memorandum which this note introduces was completed by three young members of the Harvard economics department sometime in January 1932 Two of them, Lauchlin Currie and Harry Dexter White were soon to play key roles on the American, indeed the world-wide, policy scene. Both of them would go to Washington in 1934 as founding members of Jacob Viner’s “Freshman Brains Trust”. In due course, first at the Federal Reserve Board, and later at the Treasury and the White House, Currie would become a highly visible and leading advocate of expansionary fiscal policy, while White, at the Treasury, was to be a co-architect, with Keynes, of the Bretton Woods system. Both would fall victim to anti-communist witch-hunts in the late 1940s, in White’s case perhaps at the cost of his life, since he died of a heart attack in 1948 three days after a strenuous hearing before the House Committee on Unamerican Activities (HUAC). One option that has not yet been considered is monetary financing by central banks to boost demand and/or relieve debt burdens. We find little empirical evidence to support the standard objection to such policies: that they will lead to uncontrollable inflation. -

STIGLER Graduate School of Business, University of Chicago, 1101 East 58th Street, Chicago, Ill. 60637, USA In the work on the economics of information which I began twenty some years ago, I started with an example: how does one find the seller of automobiles who is offering a given model at the lowest price? Does it pay to search more, the more frequently one purchases an automobile, and does it ever pay to search out a large number of potential sellers? The study of the search for trading partners and prices and qualities has now been deepened and widened by the work of scores of skilled economic theorists. I propose on this occasion to address the same kinds of questions to an entirely different market: the market for new ideas in economic science. Most economists enter this market in new ideas, let me emphasize, in order to obtain ideas and methods for the applications they are making of economics to the thousand problems with which they are occupied: these economists are not the suppliers of new ideas but only demanders. Their problem is comparable to that of the automobile buyer: to find a reliable vehicle. Indeed, they usually end up by buying a used, and therefore tested, idea. Those economists who seek to engage in research on the new ideas of the science - to refute or confirm or develop or displace them - are in a sense both buyers and sellers of new ideas. They seek to develop new ideas and persuade the science to accept them, but they also are following clues and promises and explorations in the current or preceding ideas of the science. -

[email protected] 518-392-5387 Introduction Dear Friends, The American Monetary Act (the “Act”) is a comprehensive reform of the present United States monetary system. “Reform” is not in its title, because the AMI considers our monetary system to never have been adequately defined in law, but rather to have been put together piecemeal under pressure from particular interests, mainly banking, in pursuit of their own private advantage, with little regard to our nation’s needs. That is the harsh judgment of history as made clear in The Lost Science of Money, by Stephen Zarlenga (abbreviated LSM).* That book presents the research results of The American Monetary Institute to date and this Act puts the reform process described in Chapter 24 into legislative language. Chapters 1 thru 23 present the historical background and case studies on which Chapter 24 is based. We recommend serious students of our money system read the book now, and suggest that those who’ve read it, read it again. This Act – a work in progress – has been in preparation since December 2004 and was placed on our web site for public criticism in February 2006, concurrently released in Philadelphia at the Eastern Economic Association Conference, for general comment. It draws substantially from a previous proposal known as “The Chicago Plan,” which was advanced by Professors Henry Simons, Irving Fisher and other leading economists in the 1930s in response to the wreckage of the Great Depression which resulted from our poorly conceived banking system. -

Glory Liu | Stanford University Writing Sample—please do not cite or circulate without permission Last updated: June 2016 Abstract: This paper is an excerpt from my dissertation on the reception of Adam Smith in American political thought and intellectual history (table of contents on next page), and focuses on the historical and intellectual forces in the twentieth century that produced an image of Smith as the “father of economics.” I argue that the Chicago School of Economics is largely responsible for producing an image of Smith associated with the politics and economics of American neoliberalism, and that this image emerged out of competing discourses around the nature of economic science from the 1930s onward. In the early 1930s and 40s, figures such as Frank Knight and Jacob Viner crafted an image of Smith as the intellectual forbearer of neoclassical price theory, and an economic science that could be “useful for guiding conduct.” From the 1950s onward, the generation of economists that included Milton Friedman, George Stigler, and Ronald Coase constructed an image of Smith associated with a narrower definition of economic expertise—namely, empirical testing, prediction, and its application to public policy.
