The site lies to the west of Millfield School and within walking distance of the town centre. 1.3 The draft allocation for the Mendip Local Plan Pt.II lists the site (“ST1 - Land West of Somerton Road”) for residential development of up to 280 dwellings. The emerging masterplan includes the main vehicle and pedestrian access situated on Somerton Road and secondary pedestrian and cycle access to the west of the site on to Burleigh Lane. 1.4 This Note will consider the level of service at local bus stops, accessibility to bus stops and destinations available to travel to by bus from Street. 0774 Somerton Road, Street Page 1 of 6 Accessibility to Bus Services 2 Existing Public Transport The Tanyard 2.1 The site is located within 600m – 800m (8-10 minutes’ walk) of the Tanyard bus stops on Leigh Road to the north west of the site. The northbound bus stop has a modern shelter with seating and timetable information, a bus cage marked on the carriageway and a raised accessible kerb. The southbound bus stop is marked by a pole-and-flag arrangement with timetable information, a raised accessible kerb and bus cage marked on the carriageway. 2.2 The Tanyard stops are served by five services, which run between Street, Taunton, Bridgwater, Glastonbury, Wells, Bristol and Yeovil amongst other destinations. The stop is served on average every 10 minutes in the peak hours, and between every 20-30 minutes throughout the day. 2.3 The first service of the day is at 06:03 (376) towards Glastonbury, Wells and Bristol. The last service arriving back at the Tanyard is the 376 from Bristol at 00:03. 2.4 Figure B1, contained in Appendix A, shows the local bus stops and routes in relation to the development site. The figure also shows the most direct walking route to the Tanyard stops from the site. 2.5 Table 3.1 sets out a summary of the bus services from the Tanyard. The full timetables are attached in Appendix B. There is a combined service frequency of approximately six buses per hour during the AM and PM peaks. Other Bus Stops 2.8 The Tanyard stops are the closest to the site, and also served by the highest number of services (five) when compared with other locations in the town. In addition to the Tanyard stops, there are a number of additional stops within an 800m (10-minute) walk of the site. These include Middle Leigh, Overleigh and Beechwood House. The stops are all served by one or more services which stop at the Tanyard, and offer an alternative for passengers using the services. 2.9 Figure B1, contained in Appendix A, shows the local bus stops in relation to the site, and the walking distance from the site to the stops. The figure also shows the number of services available from each location. 3 Accessibility to Bus Stops 3.1 Section 4.4 of Manual for Streets also describes the characteristics of a walkable neighbourhood as follows: Walkable neighbourhoods are typically characterised by having a range of facilities within 10 minutes’ (up to about 800 m) walking distance of residential areas which residents may access comfortably on foot. However, this is not an upper limit and PPS13 states that walking offers the greatest potential to replace short car trips, particularly those under 2 km. MfS encourages a reduction in the need to travel by car through the creation of mixed-use neighbourhoods with interconnected street patterns, where daily needs are within walking distance of most residents. 0774 Somerton Road, Street Page 3 of 6 Accessibility to Bus Services 3.2 Whilst a figure of 800m/10 minutes’ walk is mentioned in relation to walking distances to local facilities, Manual for Streets is clear that this is not an upper limit and that walking offers the greatest potential for journeys up to 2km. This equates to a 25 minutes’ walk 3.3 The bus stops at the Tanyard are within a 600m walk of the site’s pedestrian access on to Burleigh Lane. Depending on the location of a dwelling within the site, there may be an additional 100-200m (2-3 minutes’ walk) for residents of the site, which would bring the total distance to between 700- 800m (9-10 minutes’) walk. The Tanyard bus stops can therefore be considered to be within the walkable neighbourhood around the site as defined by Manual for Streets. 3.4 There would be no need for site residents to travel beyond the 700-900m to access other bus services, as the level of service at the Tanyard bus stop is equivalent to that in the town centre at the main bus stops for Street. 3.5 To access the Tanyard stops, residents would exit the site onto Burleigh Lane, and follow the existing pedestrian infrastructure along Burleigh Lane to Portway. Residents would then cross Portway and either walk through Tannery Close or along Portway and Leigh Road to access the Tanyard stops. 3.6 As part of the development proposals, it is anticipated that the pedestrian access from the site on to Burleigh Lane would be delivered in tandem with a Traffic Regulation Order (TRO) to prohibit motor vehicle movements between the pedestrian access and Overleigh, thereby removing vehicles from using the short section of Burleigh Lane between the site and existing footpaths where no existing footpath provision is present. 4 Potential Alternative Routing of Services 4.1 At present, no services run along Somerton Road and there are no stops to the east of the site. Whilst not considered necessary to make the development of the site acceptable in planning terms, there could be a commercial opportunity to divert existing services and provide a new bus stop adjacent to the site on Somerton Road. 4.2 The 77 service between Wells and Yeovil currently runs north along Somerton Road to Slugg Hill, where it turns left along Slugg Hill and Overleigh, before continuing north past the Tanyard stops. There could be scope to divert the 77 service, to allow it to continue along Somerton Raod, turning left at Portway and continuing to the Tanyard stops as at present. 0774 Somerton Road, Street Page 4 of 6 Accessibility to Bus Services 4.3 There is only one stop on the existing route into Street which is served solely by the 77 service, at Marshalls Elm, approximately 60m from the junction of Slugg Hill and Somerton Road. These could be relocated to Somerton Road prior to the junction with Slugg Hill, and still serve the local area. 4.4 The development proposals include a new section of footway between the site access and existing footway on Somerton Road, prior to its junction with Portway. There is sufficient scope to accommodate a new bus stop near the site access and tying this in with the provision of the new footway. There is also sufficient verge on the eastern side of the road to allow for a southbound bus stop. These stops would have the additional benefit of serving Millfield School. 4.5 An additional stop on Portway between Somerton Road and the Tanyard could also serve an additional residential catchment which is not currently served by a bus service. 5 Summary and Conclusions 5.1 This Transport Technical Note has been prepared by Awcock Ward Partnership (AWP) on behalf of The Ninesquare Trust to provide an overview of accessibility by bus to the proposed development at Somerton Road, Street. 5.2 The site is located within 600m – 800m (8-10 minutes’ walk) of the Tanyard bus stops, located on Leigh Road to the northwest of the site.
