This is a Notice of Appeal of that decision pursuant to 36 C.F.R. Part 215. The Double Heart Ranch, Local Landowners, and a great many others use and enjoy the Tomichi Dome, and the surrounding lands covered by this decision. Further, DH Ranch submitted comments at every stage of this process to every agency involved to be considered for this National Environmental Policy Act process. DH Ranch also attended every public meeting, even when notice was grossly insufficient and public comment was inappropriately restricted and prevented. This appeal is timely pursuant to 36 C.F.R. §215.14. Appellant requests that the DN be withdrawn, a proper NEPA process be conducted, and a new decision of No Action be issued, protecting our public resources.     United States Department of Agriculture Forest Service Grand Mesa, Uncompahgre, and Gunnison National Forests DRAFT Wilderness Evaluation Report August 2018 Designated in the original Wilderness Act of 1964, the Maroon Bells-Snowmass Wilderness covers more than 183,000 acres spanning the Gunnison and White River National Forests. In accordance with Federal civil rights law and U.S. Department of Agriculture (USDA) civil rights regulations and policies, the USDA, its Agencies, offices, and employees, and institutions participating in or administering USDA programs are prohibited from discriminating based on race, color, national origin, religion, sex, gender identity (including gender expression), sexual orientation, disability, age, marital status, family/parental status, income derived from a public assistance program, political beliefs, or reprisal or retaliation for prior civil rights activity, in any program or activity conducted or funded by USDA (not all bases apply to all programs). In this Act: (1) COVERED LAND- The term `covered land' means-- (A) land designated as wilderness under paragraphs (20) through (22) of section 2(a) of the Colorado Wilderness Act of 1993 (16 U.S.C. 1132 note; Public Law 103-77; 107 Stat. 756); and (B) land in the Special Management Area. (2) SECRETARY- The term `Secretary' means the Secretary of Agriculture. (3) SPECIAL MANAGEMENT AREA- The term `Special Management Area' means the Sheep Mountain Special Management Area designated by section 4(a). (4) STATE- The term `State' means the State of Colorado. SEC. 3. ADDITIONS TO THE NATIONAL WILDERNESS PRESERVATION SYSTEM. Section 2(a) of the Colorado Wilderness Act of 1993 (16 U.S.C. 1132 note; Public Law 103-77; 107 Stat. 756) is amended by adding at the end the following: `(20) LIZARD HEAD WILDERNESS ADDITION- Certain Federal land in the Grand Mesa, Uncompahgre, and Gunnison National Forests comprising approximately 3,350 acres, as generally depicted on the map entitled `Proposed Wilson, Sunshine, Black Face and San Bernardo Additions to the Lizard Head Wilderness' and dated December 1, 2010, which is incorporated in, and shall be administered as part of, the Lizard Head Wilderness.
