establishing cooperation of national metrology institutions of the countries of Central and Eastern Europe. It was founded in June, 1991 and renamed as Euro-Asian Cooperation of National Metrological Institutions in May, 2000. COOMET is open for any metrology institutions from other regions to join as associate members. Currently the members of COOMET are metrology institutions of Armenia, Azerbaijan, Belarus, China (Associate Member), Bosnia and Herzegovina (Associate Member), Bulgaria, Georgia, Germany (Associate Member), Kazakhstan, Kyrgyzstan, DPR of Korea (Associate Member), Cuba (Associate Member), Lithuania, Moldova, Russia, Romania, Slovakia, Tajikistan, Turkey (Associate Member), Uzbekistan and Ukraine. The objectives of COOMET are as follows: • assistance in effective addressing the problems relating to uniformity of measures, uniformity of measurements and the required accuracy of their results; • assistance in promoting cooperation of national economies and eliminating technical barriers in international trade; • harmonisation of activities of metrology services of Euro-Asian countries with similar activities in other regions. The basic activity of COOMET is cooperation in the following areas: measurement standards of physical quantities, legal metrology, quality management systems, information and training. COOMET countries cooperate in the following subject fields: acoustics, ultrasound, vibration; electricity and magnetism; flow measurement; ionising radiation and radioactivity; length and angle; mass and related quantities; photometry and radiometry; physical chemistry; thermometry and thermal physics; time and frequency; reference materials; general questions concerning measurements (general metrology); legal metrology; quality management systems; information and information technology; training and raising proficiency level of experts;

    Education as a Priority – A Longstanding Tradition in Georgia Giuli ALASANIA* Since ancient times, education has been one of the priorities in Georgia - a country with longstanding statehood traditions. Georgians belong to the few nations who managed to invent their own alphabets, and through that created rich original and translated literature. According to the evidence of the related part of “Kartlis Tskhovreba” ( a medieval Georgian collection of chronicles) ascribed to Leonti Mroveli (the 11th century), prior to the coming of Alexander the Great to the Georgian land “six languages were spoken in Kartli – Armenian, Georgian, Khazarian, Assyrian, Hebrew, and Greek. Every king of Kartli, as well as each man and woman, spoke those languages”. Khazarian in this context means Scythian-Sarmatian, while Assyrian stands for Aramaic. The spreading of all these languages is corroborated by the inscriptions preserved in Georgia. The only exception is Scythian-Sarmatian, which is due to the fact that Scythians were illiterate and didn’t leave any written evidence about their existence. The knowledge of all those languages implies the existence of related educational traditions. In the 4th century there were far-famed schools in Georgia. Among the graduates of those schools there were not only Georgians, but also foreigners. Some of them became outstanding scholars. The Greek philosopher Themistius (317-388) applied to the Phasis (Poti, in Western Georgia) Academy on the recommendation of his own father Eugenios, who graduated from the same school. It is supposed that instruction in those schools was bilingual – Greek and Georgian. In such schools humanities were given a preference; oratorical skills were much emphasised as well.

The territory, which was inhabited by the Georgian population from the ancient times and was an integral part of the Georgian area, was turned into South Ossetian Republic by the efforts of the so-called Ossetian separatists and Russian support. The current occupied territories of Didi Liakhvi Gorge were part of Samachablo in the Middle Ages. Samachablo was the feudal land of the representatives of one of the ancient Georgian noble family – the Machabeli. The present work shows the life of Georgians throughout centuries in Samachablo.Traces of population in the Big Liakhvi Gorge can be seen from ancient times, however, there is a lack of statistical data on the exact number of population until the XVIII century. Thus, a comparative analysis of the census ledgers and other documentary material reveal that both, in Tskhinvali and in the villages of the Big Liakhvi Gorge, where the peasants of the Georgian royal family, various noble families and, for the most part, the Machabel feudal house lived, were predominantly Georgians. The Ossetians settled from the North Caucasus in the XVII-XVIII centuries lived only in the mountainous area of Shida Kartli (including the upper part of the Big Liakhvi Gorge).

The content and opinions expressed herein are those of Transparency International Georgia and do not reflect the views of the U.S. Government, USAID or IREX. 2 Key findings The Georgian television landscape is largely dominated by politics. Both the government and the opposition seek to keep a number of TV stations, as well as key intermediary companies that broadcasters need to reach their audience, in their sphere of influence. Most viewers perceive all TV channels as either pro-government or pro-opposition, not a single station that airs daily news coverage is seen as politically independent by a significant share of the audience (see page 39). Several companies with strategic positions in the television sector, including those who act as intermediaries between TV channels and their audience, have faced a broad range of difficulties in recent months: The leading investigative TV reporting team, Studio Monitor, had its office robbed and most of its equipment stolen; Videoscope, a company providing video equipment and services, including to TV9 and the Georgian Dream, has been fined after a tax audit; Maestro TV and the service provider Global TV had tens of thousands of satellite antennas seized over vote buying allegations; Global TV and TV9 have said that technical equipment they imported was damaged while waiting for customs clearance; Stereo+, a company providing transmission infrastructure and services to broadcasters including TV9, had a lien put on broadcasting licenses it holds (pp.15-20).
