    Israel’s ‘National Heritage Sites’ Project in the West Bank: Archeological importance and political significance 2 Introduction: The Rehabilitation and Empowerment of National Heritage Infrastructures Project In February 2010, the Israeli government adopted the “National Heritage Sites Project.” The project’s stated goal is to strengthen the connection of the Jewish people to the land of Israel through the development and promotion of two kinds of sites: historical sites from the history of Zionism and archeological sites marking the Jewish presence in the land throughout the ages. The initial proposal included some 150 sites - museums, monuments, lookouts, and more. The list includes sites from Tel Dan in the Upper Galilee to Umm Rashrash (Eilat) in the south.1 Thirty- seven archeological sites are on the list, six of them located in the Occupied Territories. The project’s nationalist intent is mentioned explicitly in the promotional literature: “In its dramatic five-year plan, the program’s goal is to breathe new life into Zionism. The projects listed here are no mere indulgence. They are an urgent necessity in the face of the danger of ideological and cultural decline, and in light of the loss of identity rampant among the younger generation and the public in general—a crisis that endangers national cohesion and Jewish existence in the land of Israel.” 2 The program approved by the government in February, 2010 entails the rehabilitation and preparation of the project’s sites for large-scale tourism and will last for about five years, with an overall budget of approximately 400 million shekels. Alongside the rehabilitation of the sites, the project proposal suggests two tourist trails that will link them.

The city of Hebron has a total estimated population of around 200,000.1 Approximately 40,000 Palestinians live in H2.2 Around 850 Israeli settlers reside in H2; a further 8,000 settlers reside in Kiryat Arba settlement, on the outskirts of Hebron.3 Until April 2014, there were four settlements in H2: Beit Hadassah (established in 1979), Beit Romano (established in 1980), Avraham Avinu (established in the early 1980’s) and Tel Rumeida/Admot Yishai (established in 1984). On 13 April 2014, a fifth settlement in H2 was formally established at the Al Rajabi House. Settlers have also sought to occupy or gain control of other properties in Hebron city. In addition, the large settlement of Kiryat Arba (established in 1970) is located just outside the city. The establishment and maintenance of Israeli settlements in Hebron city has resulted in the imposition of restrictions on Palestinian access and movement, including access to education, emergency health services and water supply; harassment and violence by settlers; and the closure of businesses.

    UNITED NATIONS Office for the Coordination of Humanitarian Affairs occupied Palestinian territory THE HUMANITARIAN IMPACT OF ISRAELI SETTLEMENTS IN HEBRON CITY NOVEMBER 2013 KEY FACTS � Pursuant to a 1997 agreement with the Palestine Liberation Organization (PLO), Israel has continued to exercise full control over 20% of Hebron City, known as H2. � The population of H2 includes approximately 40,000 Palestinians living alongside several hundred Israeli settlers, who reside in four separate settlements. � Current legal proceedings may lead to the establishment of a fifth settlement (the “Rajabi House”) in one of the most sensitive areas of H2. � Over 6,000 Palestinians live in neighbourhoods adjacent to the four settlements, including the bulk of Hebron’s Old City (hereafter: the restricted areas). � There are over 120 physical obstacles, deployed by the Israeli military, which segregate the restricted areas from the rest of the city, including 18 permanently staffed checkpoints. � Several streets in the restricted areas that lead to the Israeli settlements are prohibited for Palestinian traffic and some also for pedestrian movement. � 512 Palestinian businesses in the restricted areas have been closed by Israeli military orders and at least 1,100 others have shut down due to restricted access for customers and suppliers (Hebron Rehabilitation Committee). � More than 1,000 Palestinian homes in the restricted areas, over 40% of the area’s residences, had been abandoned, according to a survey (B’Tselem & ACRI). � Since the beginning of 2012, approximately 700 Palestinians have been injured by Israeli forces or Israeli settlers in Hebron city, and 44 Israelis were injured by Palestinians. 1.
