DRAFT RESOLUTION CELEBRATING 50 YEARS OF HOME RULE A RESOLUTION OF ( CITY, TOWN OR VILLAGE) OF ( NAME) HONORING FIFTY YEARS OF MUNICIPAL HOME RULE IN THE FLORIDA CONSTITUTION AND COMMITTING TO AN EDUCATIONAL INITIATIVE TO HELP FLORIDIANS UNDERSTAND THIS BENEFICIAL RIGHT WHEREAS, Florida' s voters placed municipal Home Rule powers into the Florida Constitution on November 5, 1968, during the regular elections as an amendment to Article VIII; and WHEREAS, this power has enabled each city, town and village across the Sunshine State to consider, adopt, revise or remove its own laws without the need to seek legislative permission from the state and has further served as the foundation upon which every municipality builds its governmental structure; and WHEREAS, the political climate within the Florida Legislature has recently included many attacks on these powers; and WHEREAS, grassroots measures calling such actions wrong and declaring that local decisions be made at the local level by local officials must continue so that all legislators clearly understand Florida' s Home Rule as a constitutional power and one upheld in state statutes; and WHEREAS, a 50th anniversary is a fitting time for all municipalities to engage their respective citizens to educate them about the Florida Constitution and local laws, so that all Floridians may continue to receive the many benefits of Home Rule. NOW, THEREFORE, BE IT RESOLVED BY THE ( CITY, TOWN, VILLAGE) OF NAME): Section 1. That this anniversary presents a tremendous opportunity to educate all citizens about Florida' s Constitution, municipal government and Home Rule authority, and that all necessary resources shall be provided for such public information. Section 2. That the ( city, town, village) will actively challenge all efforts to reduce or erode this cherished right and further employ all efforts to ensure state and federal government partners understand that a one- size-fits- all approach to governance is not in the interests of Florida citizens. Section 3. That the tradition of local decision- making in Florida is essential to protect, as it provides each municipality the ability to preserve and enhance the myriad characteristics that make each one uniquely special and that maintains its quality of life. Section 4. That the (city, town, village) will include this information on its website, as a regular agenda item for public discussion and within the (municipality's name) services in as many outreach venues as possible. Currently, we are working on a campaign to protect our beautiful coastline from new offshore drilling and seismic airgun blasting. We would love the city of Aventura' s support, as over 300 cities and municipalities have passed resolutions opposing seismic airgun blasting and offshore drilling. I have attached a blank resolution of support, which is the same resolution passed by many cities in South Florida. You can see the list of cities on stopthedrill. org Seismic airgun blasting is the first step in offshore drilling. Airguns blast explosions of compressed air ( to look for oil deep beneath the ocean floor) every 10- 12 seconds for days, weeks, or months at a time, which is extremely devastating to marine animals. Offshore oil spills can be catastrophic for the environment and the economy, as demonstrated by the Deepwater Horizon disaster. Fossil fuels also contribute to pollution, which is harmful for our environment. Please let me know if the city of Aventura can help protect our clean coast economy by adding a resolution to the next city meeting agenda. Thank you so much! Catherine Uden Campaign Organizer — South Florida 954- 261- 5438 Hollywood, FL https:// outlook. ofkce.com/ owa/ prolection, aspx 2/ 2 A RESOLUTION TO EXPRESS THE CITY/ COUNTY/ CHAMBER OF OPPOSITION TO OFFSHORE DRILLING ACTIVITIES, INCLUDING SEISMIC AIRGUN BLASTING WHEREAS, the United States government has expressed interest in opening the Atlantic Ocean and Eastern Gulf of Mexico to offshore oil and gas development and exploration, including risky methods such as seismic airgun blasting; and, WHEREAS, seismic airguns fire intense blasts of compressed air, one of the loudest manmade sounds in the ocean, every 10- 12 seconds for days, weeks, or months on end; and, WHEREAS, seismic airgun noise has been shown to harm and injure dolphins, whales, endangered sea turtles, fish, and other marine life; and, WHEREAS, exploratory and commercial drilling, extraction, and transportation of offshore oil and gas resources pose a significant risk of oil spills and chronic leakage; and, WHEREAS, eventual offshore drilling may require significant onshore infrastructure, such as pipelines or refineries, which would harm the character of the coast; and, WHEREAS, offshore drilling activities pose threats to treasured vacation destinations on Florida' s Coasts, which are of intrinsic economic value for numerous industries, provide essential nursery habitats for recreational and commercially important fisheries, and act as natural buffers from storm surge and hurricanes; and, WHEREAS, the city of recognizes that the tourism and fishing industries, which depend on a healthy and vibrant coastal environment, both serve as major economic drivers benefiting the current and future residents, property owners, and visitors to Florida; and, WHEREAS, the city of endeavors to be a good steward of the state and region' s environment and its resources; and, WHEREAS, exploration and development of oil and gas resources off the coast of Florida will not effectively address the long- term energy needs of our country; and, WHEREAS, the city of recommends that it would be more economically and ecologically responsible to pursue non- polluting sources of renewable energy such as solar and wind, that pose less risk to the coastal environment and economic health before using uncertain methods of seismic airgun blasting for offshore oil and gas deposits. NOW THEREFORE, BE IT RESOLVED BY THE CITY/ COUNTY/ CHAMBER OF THAT: Offshore oil and gas drilling and exploration, including seismic airgun blasting, will put Florida' s environment, beaches, marine resources and local economies at risk; therefore the Council expresses its opposition to these activities and urges the federal government not to pursue such practices off Florida' s coast. His political caricatures were published by the New York Times, the Washington Post, The Chicago Tribune and Vogue magazine, among others. In 1967, he began working full time as professional painter in New York City. His work was exhibited at the Pyramid Galleries in Washington DC, at the Far Gallery and the New School for social research in New York. By 1976, Julio Larraz was recognized as one of the four most important contemporary artists of the United States. He was bestowed with the American Academy of Arts and Letters and the National Institute of Arts and Letters awards; Larraz was also awarded with the Cintas Fellowship of the CINTAS foundation. With more than 100 solo exhibitions around the world Julio Larraz is best known by his precise and detailed technique, his imagination, and for his subtle touch. His art, concise and suggestive, reflects the dexterity of a master not only in his brushstrokes but in the metaphors of his brilliant themes. The works of Julio Larraz can be seen in numerous public and private collections including: Cintas Foundation, New York, New York; Archer M. Huntington Art Gallery; University of Texas, Austin, Texas; Herbert F.
