OVERVIEW

The mission of the PGA Junior Golf Association is to provide each junior with the highest quality experience suited to their development stage.

The Connecticut Section PGA Junior Golf Committee governs the Junior Golf Association. Both Junior Golf Association (JGA) and Junior Golf TOUR (TOUR) are programs that the Foundation operates and financially underwrites to serve as the leading golf player development initiative in the community.

Junior Golf Association members will receive the following:

INTRODUCTION

The Connecticut Section PGA Junior Golf TOUR (TOUR) is comprised of six (6) 18 – hole individual tournaments, three (3) 36 – hole Championships which are ranked by Junior Scoreboard and the PGA Junior Four-Ball, . These junior tournaments are held within the boundaries of the Connecticut Section (including Western Massachusetts and excluding lower Fairfield County).

Each TOUR tournament is owned and operated independently but agrees to conduct its tournament within the TOUR Rules and Regulations that are established by Connecticut PGA Section. The TOUR Tournament Director oversees each tournament competition and manages the season-long Player of the Year competitions for the Champions and Players TOURs.

Champions TOUR

The Champions TOUR is designed for players in the play to win stage of development. Boys will be playing from yardages of 6500-6900 and girls will be playing from 5500-5900 yards. These will all be 36-hole events that will be ranked by Junior Golf Scoreboard and submitted to the AJGA for PBE Star approval. The Junior Golf Committee will reserve the right to reassign a player to the Players TOUR for further development if they fail to meet set guidelines during the season. Below are the guidelines for this TOUR:

-Access to this TOUR will rely on GHIN Handicap Index's, past tournament scores, and recommendations from your PGA Professional -Boys should have a GHIN Handicap Index of 10.0 or better (must be able to play yardages 6500-6900) -Girls should have a GHIN Handicap Index of 18.0 or better (must be able to play yardages 5500-5900) -The Junior Golf Committee has the right to deny a player entry into an event based on their Handicap Index, past scores, or recommendation from their PGA Professional -Boys who play on the Champions TOUR and have a round over 100 will be asked to play on the Players TOUR until they can prove themselves ready for the Champions TOUR. Consecutive rounds above 90 will also warrant review by the Junior Golf Committee. -Girls who play on the Champions TOUR and have a round over 110 will be asked to play on the Players TOUR until they can prove themselves ready for the Champions TOUR. Consecutive rounds above 100 will also warrant review by the Junior Golf Committee. -No cards will receive the same treatment as a 90+ score for boys and 100+ score for girls

Players TOUR

The Players TOUR is designed for players in the play to compete stage of development. These players will have had prior tournament experience either from the high school level, Junior TOUR, PGA Junior League or other organized golf. These will be 18-hole contests with the boys playing from about 5800-6000 yards and the girls playing from the forward tees. Players will have the opportunity to advance to the Champions TOUR at any point if they meet set criteria. There will be a separate player of the year race for this level.

-Players can advance to the Champions TOUR by having two rounds below 80 for boys and 95 for girls. -Players do not have to advance if they don't want to -Players will be required to send in PGA Professional Certification form

Development TOUR

The Developmental TOUR will be for players ages 8-13 who are in the play to learn stage of development. Players here are looking to take the next step in their development and begin competing in individual stroke play events. These will be 9- hole tournaments. Caddies and spectators will be permitted. There will be separate teeing areas for players 8-10 and 11-13 respectively. Players who wish to graduate to the 18-hole Players TOUR can do so if deemed ready.

-It is recommended that players have experience with PGA Jr. League prior to this level of play

SPECIAL EVENT

PGA JUNIOR FOUR-BALL Indian Hill Country Club, Newington, Conn. DATE: Tuesday, July 28, 2020 ELIGIBILITY: JGA Member on the Players or Champions TOUR STARTING TIME: 9 AM REGISTRATION: Players register in teams of two (2) FORMAT: Four-Ball team competition. Each player plays their own ball and the lowest score is counted on each hole. No player of the year points will be awarded. ENTRY FEE: $70 per player includes lunch, range balls & prizes

THE REMY CUP The 9th Annual THE REMY CUP will be hosted by the New England Section PGA. Eight boys and four girls JGA members will be selected to represent the Connecticut Section PGA to compete against members of the New England Section PGA Junior Tour. The competition includes three match play contests; a 9-hole four-ball match, a 9-hole foursome match, and the overall 18-hole match. This Ryder Cup style event is a fun and competitive way to end the Junior TOUR season.

Connecticut Junior PGA Championship

The 45th Connecticut Junior PGA Championship will be held Tuesday and Wednesday, June June 30-July 1, at the Keney Park Golf Course located in Hartford, Conn. The site played host to the 2019 National Junior PGA Championship.

Both the winners and runner-ups of the boy and girl 13-18 divisions will advance on to the National Championship that will be held right in Hartford at PGA Golf Club in Port St. Lucie, FL. Please see below for qualifying eligibility.

The girls championship will be held on July 28-31 and the boys championship on July 13-16.

Boys Qualifier: Boys who did not participate in the 2019 Connecticut Junior PGA Championship at the Yale Golf Course will need to qualify for the 2020 Championship by finishing in the top 30 at the Cas Coscina Junior Open on June 24. ENTRY FEE: $175 includes; range balls & lunch both days. PRIZES: Each division Champion, Runner-up and third place will receive a plaque ELIGIBILITY: Open to all boys and girls under the age of 18. Only those with a residence within the section boundaries (includes Western Massachusetts, excludes lower Fairfield County) or those that have their certification form signed by Connecticut Section PGA members are eligible to advance to the National Junior PGA Championship. All other can participate an earn trophies and recognition, but only those who meet the eligibility requirement can earn an exemption into the National Junior PGA Championship. FORMAT: 36-hole Stroke play competition based on the lowest gross score:

-In the event of a tie for first place (boys/girls) there will be a sudden death playoff. In the event of a tie for second and third place (boys/girls), there will be a match of cards utilizing the USGA method for matching cards. Spectators: Please review the spectator policy, available at registration. No spectator carts will be allowed for any reason.

Northeast Junior Swing Series

New for 2020 is the Northeast Junior Swing Series. This will be a joint effort between the Connecticut, Metropolitan, and New England Section PGA.

Each section will host one event within their section boundaries. All events will be listed on each Section’s respective tournament page and will not require separate account or login information. Staff from each Section will be on-site for all events; however the communication and operation of each event will come from the host Section.

The cost of each event will vary slightly for each event, but included in the entry will be lunch, range balls, and tee gifts. All events will be ranked by Junior Golf Scoreboard and be submitted to the AJGA for PBE star approval.

Player of the Year points earned in this series will go toward the Connecticut Section Player of the Year standings as well as a separate Northeast Swing Player of the Year race. The top players in the Northeast Swing will in match play during a weekend in September. Rarely do players compete in match play and it will be a great opportunity to go one on one with some of the best players in the region. The goal will be for there to also be a college coach component to not only the individual events, but especially the final match play championship.

This collaboration is something that all three sections are very excited about and is the first step in what we hope is going to be something much larger moving forward. Although the inaugural participants might not reap the benefits that will be had in the years to come, we hope that everyone who participates in this event will be able to look back and feel proud to have participated in what hopes to be a prestigious series.

JACK KELLY JUNIOR GOLF SPORTSMANSHIP AWARDS

The Connecticut Section PGA has created the Jack Kelly Junior Golf Sportsmanship Awards for the PGA Junior Golf Association. The Jack Kelly Junior Golf Sportsmanship Award will be presented annually to the boy and girl JGA Members who best exemplify the PGA and its standards. The Junior Golf Committee will determine the qualifications for this award.

CONNECTICUT SECTION PGA JUNIOR PLAYER OF THE YEAR The Junior Golf Association Player of the Year (both boy and girl awards) will be determined by adding the junior player performance points accumulated from each of the events listed in the points breakdown chart. The Player of the Year winners will be presented awards by the Connecticut Section PGA.

JUNIOR PLAYER PERFORMANCE POINTS Player performance points are awarded to JGA members in the Champions and Players TOUR divisions based on overall finish. In the case of ties, player performance points will be totaled then divided by the number of places tied and distributed accordingly. The only exception for this is when there is a tie for first place and a playoff determines a champion. Then the champion will receive the total first place points.

BONUS POINTS i. Junior Boys and Girls qualifying for USGA Junior Championships will receive 50 bonus points Participating in PGA Junior Golf TOUR (TOUR) tournaments is meant to instill positive values, such as honesty, integrity, and sportsmanship, inherent in the game of golf. For this reason, the Connecticut Section PGA has established the following set of Tournament Rules and Regulations that all TOUR participants are expected to follow.

ENTRY PROCEDURES All entries for TOUR events will be processed through online registration. All tournament information for the TOUR is included in the JGA Members’ Handbook for reference only. Steps: 1. go to www.ctpga.com 2. Hover over the Junior Golf Tab and click your desired drop-down menu 3. Use your ID and Password to log in, or create your login 4. Click “Event Schedule” link to view the list of TOUR events 5. Select the TOUR tournaments in which you would like to register

ENTRY DEADLINE The Official Entry deadline for each TOUR must be completed five (5) days prior to the (For example, Windham Junior Open is on Wednesday, June 19. You must register by mid-night Friday, June 14). Once the entry deadline passes, players who attempt to enter the field will be placed on the waitlist.

STARTING TIMES Starting times for all Connecticut Section PGA Junior Golf TOUR events will be posted online at www.ctpga.com four (4) days prior to the date of the event. Participants will also receive starting time notifications via email. Players should check-in at least 30 minutes prior to their starting time. If the event is over or under capacity, the production of starting times may be delayed. The Connecticut Section PGA reserves the right to change starting times at any time. ** Pairing requests are not accepted.

WITHDRAWAL PROCEDURE You are able to withdraw five days prior to the start of the tournament with a full refund minus a 10% administration fee. (For example, Ryan Lee Memorial is on Wednesday, June 19. You MUST withdraw before 11:59PM on Friday, June 14). Any withdrawal within five days prior to the tournament will result in a forfeit of the registration cost.

Although participants who cancel out of an event after the tournament deadline will not receive a refund, it is mandatory they cancel out of the event online. This policy is being enforced to help eliminate no- shows and allow players on the Waitlist to participate. Steps: 1. Log in with your Players ID and Password. 2. Go to the Tournament Tab. 3. You will now see a list of the TOUR tournaments in which you have registered indicating whether you are on the Active Players List or the Waiting List. 4. Click the CANCEL button to cancel from any of the tournaments. 5. If you do not see the Cancel button next to the event, this means that the deadline for the cancellation has passed. 6. If you need to W/D from the tournament after the deadline, please e-mail Tim Paragone at [email protected] Due to the increase in withdrawals over the past few years, the TOUR has instituted the following withdrawal policy for juniors who withdraw from an event after they have started their first round. Once play begins, all juniors wishing to withdraw must report in person to the tournament director before leaving the golf course and before the competition has closed. The tournament director may also ask the junior’s fellow competitors questions about the illness or injury. All withdraw will be listed as “WD” next to player’s name.

NO SHOWS Any participant who does not cancel online by the deadline of the event is considered a NO SHOW. Two (2) no shows result in termination of JGA membership without refund.

WAITLIST POLICY Juniors on the waitlist will gain a spot in a tournament in the event of a cancellation. Open spots in the field will be filled on a first come, first serve basis. Note: Anyone who is placed on the waitlist will not be charged unless they get into the event.

WALK ON POLICY The Connecticut Section PGA Junior TOUR allows players to walk-on the day of an event. The walk-on is only available to players who are on the waitlist. Once the day of an event has arrived, the spot will be given on a first come, first serve basis based on any available openings in the pairings. We do not guarantee you will be able to play in any events as a walk-on. If a TOUR member is able to participate as a walk-on, they will be asked to provide all information deemed necessary for registration.

TIME OF STARTING & GROUP The player shall start at the time specified by the Committee (Rule 5.3). In the absence of circumstances which warrant waiving the penalty of disqualification as provided in Rule 5.3a, the penalty for failure to start on time is two strokes at the first hole in stroke play, provided the player arrives at his/her starting point, ready to play, within five minutes of the starting time assigned by the committee. If the player does not arrive within five minutes of their starting time, they will be disqualified. NOTE: The official time will be maintained at the starting tee(s) only.

TOURNAMENT CANCELLATION PROCEDURE It will be at the discretion of each TOUR Tournament Director and host PGA Professional to suspend or cancel play and/or to reduce the number of holes to a lesser number to determine age group winners. If no tournament is held, the Tournament shall refund a portion of the entry fee, less non-recoverable expenses within 14 days.

SPECTATOR POLICY **All Parents/Guardians are required to read this section. ** Spectators are permitted at all Junior Golf TOUR events. However, facilities do reserve the right not to allow spectators. Spectators are not allowed to communicate with (includes hand signals) to any player. All spectators are not allowed on the teeing ground, fairway areas, or putting green. Spectators are to remain a minimum of 30 yards away from competitors on the cart path or rough areas. Spectators are not allowed to give advice to any competitor at any time. Any misconduct will be handled by the committee. A more in- depth policy can be found on each tournament web page.

Sponsors of the 2020 CTPGA Junior Golf Tour, CTPGA, PGA of America, and Host Facilities are not liable for any accidents or injuries sustained by players, parents or spectators when attending or participating in any 2020 CTPGA Junior Tour Event. Players, spectators, and parents are to partake in each event at their own risk.

CADDY POLICY (Development TOUR Only) Caddies will be allowed, but not required for the Developmental TOUR. We hope that caddies will use this opportunity to assist their junior on the course, but to allow them to make their own decisions. The caddy will be there to carry the bag and assist only when necessary. Any misconduct by a caddie will be dealt with by the committee. A more in- depth policy can be found on each tournament web page.

MOBILE PHONES AND ELECTRONIC DEVICES The use of mobile phones can’t be used unless otherwise specified. The player will receive one verbal warning regarding this violation. If the player is in violation of this rule a second time, the player will be disqualified from the event competition.

DISTANCE MEASURING DEVICES For all TOUR play, a player may obtain distance information by using a device that measures distance only. If, during a stipulated round, a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect his play (e.g., gradient, wind speed, temperature, etc.), the player is in breach of Rule 4.3, for which the penalty is disqualification, regardless of whether any such additional function is actually used. The use of mobile telephone GPS is NOT permitted.

POLICY ON PULL CARTS All players are allowed to use pull carts for all TOUR events. The use of caddies for Champions and Players TOUR events is prohibited.

PACE OF PLAY POLICY First Group - Considered out of position if, at any time during the round, the group exceeds the allotted per hole time as detailed in the Pace of Play Time Chart or there is an open hole between them and the group in front. The Rules of Golf require that a player shall play at all times without undue delay (Rule 5.6). The committee will handle the administration of pace of play. All information should be referred to the committee immediately upon completion of the round. In performance of these duties, the committee shall not be subject to any abuse, oral or otherwise.

(a) DEFINITIONS Out of Position A group or competitor is deemed to be out of position when they have exceeded 14 minutes per hole or 2 hour and 6 minute allotment for 9-holes (4 hrs 12 min for 18 holes). Undue Delay A Competitor “Out of Position” shall be subject to penalty if during the round, he/she takes 40 seconds to complete his/her swing. If a player exceeds the time limit on one (1) occasion, he/she will be cautioned that if he/she exceeds the time limit on one more occasion, (total of 2), he/she will automatically incur a penalty of one stroke, under Rule 5.6a. If a player exceeds the time limit on one more occasion (total of 3), he/she will incur an additional two-stroke penalty. If a player exceeds the time limit a total of four (4) times, the penalty is disqualification. - First Offense Warning - Second Offense One (1) Stroke Penalty - Third Offense Two (2) Stroke Penalty - Fourth Offense Disqualification

REGULATION: Procedures for Undue Delay A group will be out of position if it has taken longer than the allotted time to play per hole or round in accordance to the Pace of Play Time Chart. Par 3’s – 13:00 Minutes Par 4’s – 14:00 Minutes Par 5’s – 15:00 Minutes

Your Pace of Play is too slow if: 1. Your group reaches a par 3 hole and the group ahead of you has left the next tee. 2. Your group fails to tee off on a par 4 hole before the group ahead of you has left the putting green 3. Your group arrives at the tee of a par 5 hole and the group ahead of you is on the putting green. 4. Groups deemed to be out of position are subject to being timed. Keep Pace with the group ahead of you! KEEPING SCORE All participants should become familiar with USGA Rule 3.3 relative to keeping score as well as the definition of a marker. After the completion of each hole the marker should ask the player what he/she scored on the hole and write that score down on the scorecard. At the end of the round the marker must sign the scorecard and give it to the player, who must check the score for EACH HOLE and sign the scorecard, this must be done in the scoring area. Any discrepancies must be discussed immediately following the hole being played or at the scoring table at the conclusion of the round. Other members of the group may be asked for their knowledge of a person’s score during the round. It is the responsibility of the player to return his/her scorecard and to be sure that the scores for each hole are correct and printed clearly. The addition of the hole-by-hole scores is the responsibility of the tournament committee.

* DO NOT JUST LOOK AT THE FINAL SCORE - BE SURE THAT THE SCORE FOR EACH HOLE IS CORRECT.

If a player signs for a score that is higher than actually made on a hole, that score will stand. If a player signs for a score on a hole that is lower than actually made, then that player shall be disqualified from the tournament. Players should also keep their own score to ensure the accuracy of the official hole-by-hole scores recorded by the marker.

TIE BREAKERS Tie breakers for first place in the Champions and Players divisions will be decided by a sudden death playoff. The sudden death playoff will continue until we have a champion. For the Development TOUR, the ties for 1st place will be settled with the USGA matching procedure. *Matching the cards is to determine the winner on the basis of the best score for the last nine holes. If the tying players have the same score for the last nine, determine the winner on the basis of the last six holes, last three holes and finally the 18th hole. CODE OF CONDUCT The TOUR takes great pride in the quality of its players, its host facilities, and the support of all sponsoring tournaments that comprise the TOUR. In order to continue to make the tournaments enjoyable for everyone, the section requires all of the TOUR participants to adhere to the following set of guidelines known as the Code of Conduct. Its purpose is to help players grow and mature by understanding and accepting the consequences of their actions. Any breach of the following guidelines will result in disqualification, without a refund, from the tournament where the incident has occurred and may result in JGA membership suspension for the current year and subsequent years.

RESPONSIBILITIES OF PLAY USGA Rules of Golf plus local Rules Addendum shall govern all play. 1. Littering will not be tolerated. Anyone observed littering may be disqualified from that particular event and could have his/her future tournament privileges suspended for a longer period of time. 2. Golf etiquette is a very important consideration, and members, parents, and spectators are expected to behave in accordance with the rules. Players must be careful not to damage greens when putting down golf bags, removing or replacing the flagstick, or with their shoes or golf clubs. Players are responsible for replacing divots, repairing ball marks, and raking bunkers. 3. Any club throwing, swearing, or general misconduct will warrant a verbal warning. For a second offense at the same event, the player will receive a two-stroke penalty and may be disqualified if the committee deems the act to be severe. The players certifying professional will be notified of the action. 4. If the player continues these actions on the same day or is involved in a subsequent incident, the following procedure will be enforced. The player involved will be escorted off the golf course. The player will be disqualified from the tournament and all subsequent TOUR tournaments until an appeal is heard before the TOUR Advisory Board. The board will decide on the severity of the incident and what action(s) will be taken. 5. All appeals must be made in writing and signed by the player.

CHEATING Cheating will not be tolerated. Any player found cheating shall be immediately disqualified from the tournament. Any JGA member found cheating a second time shall lose his/her status as a member of the JGA and all benefits associated with being a member. Any knowledge of cheating must be reported to the Junior Golf TOUR Tournament Director as soon as possible. Reporting rules infractions ensures fairness to the field. Parents and spectators should not get involved in rulings unless requested by the Rules Committee.

ACCUSATION OF CHEATING If all members of a group make an accusation of irregularities of an individual’s score or his/her behavior on the course the following procedure will be followed:

 All members of the group will be questioned that day in person or by phone.  The accused will also be questioned that day.  The Tournament Director of the event shall conduct the on site investigation and report the findings to the TOUR Advisory Board. If cheating or codes of conduct violations are verified, the player will be disqualified from that tournament. The player cannot play in any future TOUR tournaments until appearing before the TOUR Advisory Board.

If the cheating is deemed a serious matter, it is possible that the TOUR Advisory Board may suspend the person for the entire season

DRESS CODE All players and spectators must wear appropriate golf attire before, during, and after an official round at a TOUR tournament. The following are examples of appropriate attire (male):  Hats must be worn forward or they will be confiscated for the tournament  Collared shirts with sleeves  Shirts must be tucked in – one warning will be given, any subsequent warnings discontinue play and escorted off the course  Slacks, Bermuda or tennis shorts (hemmed)  Golf shoes or tennis shoes

The following are examples of appropriate attire (female):  Collared shirts with/without sleeves (shirts must be tucked in – see above for violation of this rule)  Slacks, Skirts, Skorts, Bermuda or tennis shorts (hemmed)  Golf shoes or tennis shoes

DRUG & ALCOHOL POLICY Players found smoking, chewing any tobacco product, drinking alcoholic beverages, or using illegal or controlled substances at a TOUR tournament site shall be disqualified immediately, and if applicable, will lose status as a member of the JGA and all benefits associated with being a member.

DISPLAY OF TEMPER Players and their parents/guardians should always conduct themselves as ladies and gentlemen while on the golf course and in the clubhouse area. Players and spectators are the guests of various courses and under no circumstances will excessive displays of temper, either physically or verbally, be tolerated.

PGA Jr. League Golf (PGA JLG) is designed to better socialize the game for boys and girls, ages 17 and under. The divisions of play are broken down into 17U and 13U. PGA JLG features team vs. team competitions in structured leagues that provide a popular, less stressful scramble format as opposed to stroke-play competition. The Drive, Chip and Putt Championship registration is now open for young golfers hoping to earn an invitation to the 2021 National Finals.

This youth golf development initiative will again include boys and girls ages 7-15 that will compete in separate divisions in four age categories. Top performers at the local level will advance through sub-regional and regional qualifiers in August and September, respectively.
