BOARD OF THE PUBLIC SAFETY & SECURITY INFORMATION SYSTEM (ILETS) Meeting #128 The Public Safety & Security Information System (ILETS) Board convened via phone conference on November 30, 2020 at 3:00 p.m. at the ISP Headquarters in Meridian, Idaho. Board Members Present via phone Colonel Kedrick Wills, Director, Idaho State Police (ISP) Major Charlie Spencer, Idaho State Police (ISP) Sheriff Shaun Gough, Gooding County Sheriff’s Office Chief Craig Kingsbury, Twin Falls Police Department Chief Jeff Lavey, Meridian Police Department Non-Members Present Leila McNeill, Chief ISP Bureau of Criminal Identification (BCI) Merritt Dublin, Lead Deputy Attorney General (ISP) RaeLynn North, Senior Financial Specialist (ISP) Abigail Leroy, Administrative Assistant (BCI) Sandy Kelleher, Operations Officer (BCI) Andy Miller, IT Operations (ISP) Board Members Absent Sheriff Eric Snarr, Minidoka County Sheriff’s Office (Chairman) 1) Opening 1) Call to Order a) Executive Officer Colonel Wills called the ILETS Board meeting to order at 3:02 p.m. since Chairman Snarr could not attend. 2) Silent Roll Call of Board Members a) A silent roll call was conducted. All Board members were present, minus Chairman Snarr. 3) ILETS Connection and Switch Replacement a) Nez Perce Justice Services is requesting a new ILETS connection. Chief Lavey asked why the ILETS Board has to approve new ILETS connections. Ms. Dublin will review the statute and the IDAPA rule, and will follow up on this question. Chief McNeill had emailed all the board members about these connections, and this correspondence has been attached to the end of the meeting minutes for public access. b) Chief McNeill stated Fish & Game would like to re-establish their ILETS connection in order to connect mobile data terminals (MDTs) in their vehicles. Chief Lavey asked if Fish & Game will conform to security policies. Chief McNeill stated BCI will instruct 1 BOARD OF THE PUBLIC SAFETY & SECURITY INFORMATION SYSTEM (ILETS) Meeting #127 Fish & Game on these policies, and a security audit will be conducted prior to installation. Colonel Wills entertained a motion to approve the ILETS connection for Nez Perce Justice Services. Motion: Chief Lavey moved to approve the new connection. Major Spencer seconded the motion. Aye votes: 5 Nay notes: 0 Motion passed. Colonel Wills entertained a motion to approve the ILETS connection for Fish & Game Enforcement. Motion: Chief Lavey moved to approve the new connection, contingent on Fish & Game conforming to ILETS security policies for MDTs. Sheriff Gough seconded the motion. Aye votes: 5 Nay notes: 0 Motion passed. c) Chief McNeill stated the traditional switch replacement is what ISP would recommend, rather than hosting the switch in Illinois at CPI. This would increase efficiency and decrease latency, but is the more expensive option. However, Chief McNeill recommended putting this off for a year since purchasing this equipment would leave only $705,400 in the ILETS budget for the rest of FY2021. There is also not an immediate need to switch to Linux; this could occur next year. Ms. North stated that delaying this purchase would not be a problem; she will just need to update the Division of Financial Management and let them know BCI will use this money next year instead of 2020. d) After some discussion, the ILETS Board members agreed they are okay with putting off this purchase for a year. The topic will be revisited in the spring 2021 ILETS Board Meeting. Adjourn Meeting Chief Lavey moved to adjourn the meeting. Sheriff Gough seconded the motion. There were 5 ayes, with none opposed. The motion carried. You must also refrain from any discussions about an item requiring board approval outside of a public meeting including in email. You can cure the violation by disclosing the discussions in open meeting. I have to look further to determine what the board would need to do to delegate the authority and that would also need to be done in an open meeting or through a published rule if it can be delegated. I believe the open meeting laws require a meeting which must be published etc. unless the board bequeathed the authority to you I think any board decision must have a meeting. I think that very thing is what got the Ada commissioners into a bunch of hot water not too long ago. I think if this is a board level decision then we have to have a board meeting. ISP legal is looking into this question.
