Reports of the Department Related Parliamentary Standing Committee on Energy Shri Motilal Vora laid on the Table, a copy each of the following Reports (in English and Hindi) of the Department-related Parliamentary Standing Committee on Energy:— (i) Tenth Report on “Availability of Gas and Coal for Power Sector”; and (ii) Eleventh Report on “Renewable Energy for Rural Applications”. 3. Reports of the Department Related Parliamentary Standing Committee on Information Technology Shri Jesudasu Seelam laid on the Table, a copy each of the following Reports (in English and Hindi) of the Department-related Parliamentary Standing Committee on Information Technology (2009-10):— (i) Thirteenth Report on Action Taken by the Government on the recommendations contained in Sixty-second Report (Fourteenth ) on ‘Management of Funds by the Department of Posts through Banking and Insurance activities’ relating to the Ministry of Communications and Information Technology (Department of Posts); and 21ST AUGUST, 2010 (ii) Fourteenth Report on Action Taken by the Government on the recommendations contained in Sixty-seventh Report (Fourteenth Lok Sabha) on ‘Television Audience Measurement in India’ relating to the Ministry of Information and Broadcasting.

Statement regarding Government Business Shri Prithviraj Chavan, Minister of State (Independent Charge) of the Ministries of Science and Technology and Earth Sciences; Minister of State in the Prime Minister’s Office and Ministries of Personnel, Public Grievances and Pensions and Parliamentary Affairs, made a statement regarding Government Business in the Rajya Sabha for the remaining part of the current Session. 11-03 a.m. 5. Government Bills — Withdrawn/Introduced The Representation of the People (Amendment) Bill, 2006 Shri M. (Minister of Law and Justice) moved for leave to withdraw the Representation of the People (Amendment) Bill, 2006. Shri M. Veerappa Moily withdrew the Bill. &11-05 a.m. The Representation of the People (Amendment) Bill, 2010 Shri M. Veerappa Moily (Minister of Law and Justice) moved for leave to introduce a Bill further to amend the Representation of the People Act, 1950. Shri M. Veerappa Moily introduced the Bill.

Government Bill — Passed The Nalanda University Bill, 2010 Shrimati (Minister of State in the Ministry of External Affairs) moved:- “That the Bill to implement the decisions arrived at the Second East Asia Summit held on the 15th January, 2007, at Philippines and subsequently, at the Fourth East Asia Summit held on the 25th October, 2009, at Thailand for the establishment of the Nalanda University in the State of as an international institution for pursuit of intellectual, philosophical, historical and spiritual studies and for matters connected therewith or incidental thereto, be taken into consideration.” The following Members took part in the discussion:— 11-09 a.m. 1. 21ST AUGUST, 2010 2-12 p.m. The motion for consideration of the Bill was adopted. Clauses 2 to 44 were adopted. Clause 1, the Enacting Formula, the Preamble and the Title were adopted. 2-13 p.m. The motion moved by Shrimati Preneet Kaur that the Bill be passed was adopted and the Bill was passed.

2-15 p.m. 7. Private Members’ Resolutions — Withdrawn/Under Consideration

(1) Further discussion on the following Resolution moved by Shri N.K. Singh on the 12th March, 2010, continued:— “That this House resolves to constitute an Environment Adaptation and Mitigation Fund by innovative fiscal policies to finance the cost of technology, promote research and development of renewable energy and lower the burden to meet the inevitable costs of adaptation arising from Global Warming and Climate Change.” The following Members took part in the discussion:— 2-15 p.m. 1. Lepcha moved the following Resolution:— “Having regard to the fact that— (i) Sikkim is one of the beautiful States of the country, full of natural and scenic beauty; (ii) the third highest peak in the world Mt. Kanchenjunga is in Sikkim;

RAJYA SABHA (iii) Eighty-seven per cent of the State is under forest cover; (iv) the State is full of different variety of flora and fauna; (v) there is a vast potential in the State for the development of a world class tourist destination; (vi) it is a beautiful State attractive for tourists; and (vii) for developing Sikkim as hot tourist destination there is a need for further development of the required infrastructure; this House, therefore, urges upon the Government that special financial and other assistance may be given to the State of Sikkim for developing it as an international tourist destination and enhance the road, rail, and air connectivity for the purpose."
