(b) Review by Government on the working of the above Board. (2) Statement (in English and Hindi) giving reasons for the delay in laying the papers mentioned at (1) above. 11-01 a.m. 2. Reports of the Department Related Parliamentary Standing Committee on Energy Shri Motilal Vora laid on the Table, a copy each of the following Reports (in English and Hindi) of the Department-related Parliamentary Standing Committee on Energy:— (i) Tenth Report on “Availability of Gas and Coal for Power Sector”; and (ii) Eleventh Report on “Renewable Energy for Rural Applications”. 31520 31521 3. Reports of the Department Related Parliamentary Standing Committee on Information Technology Shri Jesudasu Seelam laid on the Table, a copy each of the following Reports (in English and Hindi) of the Department-related Parliamentary Standing Committee on Information Technology (2009-10):— (i) Thirteenth Report on Action Taken by the Government on the recommendations contained in Sixty-second Report (Fourteenth Lok Sabha) on ‘Management of Funds by the Department of Posts through Banking and Insurance activities’ relating to the Ministry of Communications and Information Technology (Department of Posts); and (ii) Fourteenth Report on Action Taken by the Government on the recommendations contained in Sixty-seventh Report (Fourteenth Lok Sabha) on ‘Television Audience Measurement in India’ relating to the Ministry of Information and Broadcasting. 11-02 a.m. 4. Statement regarding Government Business Shri Prithviraj Chavan, Minister of State (Independent Charge) of the Ministries of Science and Technology and Earth Sciences; Minister of State in the Prime Minister’s Office and Ministries of Personnel, Public Grievances and Pensions and Parliamentary Affairs, made a statement regarding Government Business in the Rajya Sabha for the remaining part of the current Session. 11-03 a.m. 5. Government Bills — Withdrawn/Introduced (1) The Representation of the People (Amendment) Bill, 2006 was withdrawn by Shri M. Veerappa Moily, Minister of Law and Justice. &11-05 a.m. (2) The Representation of the People (Amendment) Bill, 2010 was introduced by Shri M. Veerappa Moily, Minister of Law and Justice. & From 11-04 a.m. to 11-05 a.m. some points were raised. 31522 11-06 a.m. 6. Government Bill — Passed The Nalanda University Bill, 2010. Shrimati Preneet Kaur, Minister of State in the Ministry of External Affairs, moved motion for consideration of the Bill. The following Members took part in the discussion:— 11-09 a.m. 1. Clause 1, the Enacting Formula, the Preamble and the Title were adopted. 2-13 p.m. The motion moved by Shrimati Preneet Kaur that the Bill be passed was adopted and the Bill was passed. 31523 2-15 p.m. 7. Private Members’ Resolutions — Withdrawn/Under Consideration (1) Further discussion on the following Resolution moved by Shri N.K. Singh on the 12th March, 2010, continued:— “That this House resolves to constitute an Environment Adaptation and Mitigation Fund by innovative fiscal policies to finance the cost of technology, promote research and development of renewable energy and lower the burden to meet the inevitable costs of adaptation arising from Global Warming and Climate Change.” The following Members took part in the discussion:— 2-15 p.m. 1. Dr. Gyan Prakash Pilania 2-32 p.m. 2. Shri Jairam Ramesh, Minister of Environment and Forests 3-09 p.m. Shri N.K. Singh replied to the debate. 3-22 p.m. The Resolution was withdrawn by leave of the House. 3-23 p.m. (2) Shri O.T. Lepcha moved the following Resolution:— “Having regard to the fact that— (i) Sikkim is one of the beautiful States of the country, full of natural and scenic beauty; (ii) the third highest peak in the world Mt. Kanchenjunga is in Sikkim; (iii) Eighty-seven per cent of the State is under forest cover; (iv) the State is full of different variety of flora and fauna; (v) there is a vast potential in the State for the development of a world class tourist destination; (vi) it is a beautiful State attractive for tourists; and 31524 (vii) for developing Sikkim as hot tourist destination there is a need for further development of the required infrastructure; this House, therefore, urges upon the Government that special financial and other assistance may be given to the State of Sikkim for developing it as an international tourist destination and enhance the road, rail, and air connectivity for the purpose." Raghuram Rajan: Chief Economic Adviser to UPA government, he has been appointed as the Governor of Reserve Bank Of India (RBI). Dilip Trivedi: Senior IPS officer, he has been appointed as the Chief of the Central Reserve Police Force (CRPF). DISTINGUISHED VISITORS G.L. Peiris: External Affairs Minister of Sri Lanka. He came to invite Prime Minister Manmohan Singh for the Commonwealth Heads of Government Meet in Colombo in November. Prime Minister Singh, during his talk with Mr Peiris, asked Sri Lanka to stand by its commitment not to dilute the 13th Amendment on devolution of powers to the provinces and sought an early repatriation of Indian fishermen presently in the custody of the Lankan authorities. Mohammad Karim Khalili: Vice President o Afghanistan. During his three-day visit security issues and trade and other bilateral issues were discussed. Nuri al-Maliki: Prime Minister of Iraq. The visit was the first high-level bilateral trip in 38 years. Indian Prime Minister Indira Gandhi had visited Iraq in 1975. Maliki’s trip saw India and Iraq sign an agreement on energy cooperation. Tshering Tobgay: Prime Minister of Bhutan. This was his first overseas visit after assuming office in July 2013. He briefed New Delhi on the talks between his country and China over their boundary dispute, which has strategic implications for India’s security. DIED Pandit Raghunath Panigrahi: Eminent Indian classical singer and music director from Odisha, better known as a noted vocalist of Jayadeva’s ‘Gita Govind’, he died on 25 August 2013.

Department of Personnel and Training April 2011 1 FIRST REPORT OF GROUP OF MINISTERS TO CONSIDER MEASURES THAT CAN BE TAKEN BY THE GOVERNMENT TO TACKLE CORRUPTION. INTRODUCTION Government is committed towards zero tolerance against corruption and has taken several steps for anti corruption measures. Unfortunately, such interventions have been perceived to be ineffectual and there is cynicism on the subject. These are, in the words of second ARC report (January 2007) “seen as mere posturing without any real intention to bring the corrupt to book.” There have been allegations of corruption in many areas in recent times. In order to examine the entire issue, a Group of Ministers, with the following composition of members, was constituted by the Government on 6th January, 2011 with the approval of the Prime Minister to consider measures that can be taken by the Government to tackle corruption.
