This is the most valuable district level publication brought out by the Census Organisation on behalf of each State Govt.! Union Territory administration. It inter-alia provides data/information on some of the basic demographic and socia-economic characteristics and on the availability of certain important civic amenities/facilities in each village and town of the respective districts. This publication has thus proved to be of immense utility to the planners, administrators, academicians and researcher". The scope of the DeB was initially confined to certain important census tables on population, economic and socio-cultural aspects as also the Primary Census Abstract (PCA) of each viilage and town (ward-wise) of the district. The DeHs published after the 1961 Census contained a descriptive account of the district, administrative statistics, census tables and Village and Town Directories including PCA. After the 1971 Census, two parts of the District Census Handbooks (Part-A comprising Village and Town Directorie~ and Part-B comprising Village and Town PCA) were released in all the States and Union Territories. The third part (Part-C) of the District Census Handbooks comprising administrative statistics and district census table!':, whtch was also to be hrought out, could not be published in many States/U .Ts due to considerable delay in compilation of relevant material. -

CENSUS OF INDIA, 1981 DISTRICT CENSUS HANDBOOK PART A-VILLAGE AND TOWN DIRECTORY BALANGIR fOREWORD The District Census Handbook (DCH), compiled by the Census Organisation on behalf of the State Governments, is one of the most valuable products of the Census. The DCH is constantly referred to by planners, administrators, academi cians and researchers. It is inter alia used for delimitation of constituencies, formulation of local level and regional plans and as an aid to District administration. The District Census Handbook is the only publication which provides Primary Census Abstract (PCA) data upto village level for the rural areas and wardwise for each city or town. It also provides data on infrastructure and amenities in villages and towns etc. The District Census Handbook series was initiated during the 1951 Census. It contained important census tables and PCA for each village and town of the district. During 1961 Census the scope of the DCH was enlarged and it contained .i descriptive account of the district, administrative statistics, census tables and a. village and town directory, including PCA. The 1971 DCH series was planned in three parts. Part-A related to village and town directory, Part-B to village and town PCA and Part-C comprised analytical report, administrative statistics, district census tables and certain analytical tables based on PCA and amenity data in respect of villages. However, in some States it was confined to district census tables and in a few cases altogether given up due to delay in compilation and printing. -

It highlights key developments over time in all such facets, whilst serving as a placeholder for the timelessness of its unique culture and ethos. It permits viewing a District beyond the prismatic image of a geographical or administrative unit, since the Gazetteer holistically captures its socio-cultural diversity, traditions, and practices, the creative contributions and industriousness of its people and luminaries, and builds on the economic, commercial and social interplay with the rest of the State and the country at large. The document which is a centrepiece of the District, is developed and brought out by the State administration with the cooperation and contributions of all concerned. Its purpose is to generate awareness, public consciousness, spirit of cooperation, pride in contribution to the development of a District, and to serve multifarious interests and address concerns of the people of a District and others in any way concerned. Historically, the “Imperial Gazetteers” were prepared by Colonial administrators for the six Districts of the then Orissa, namely, Angul, Balasore, Cuttack, Koraput, Puri, and Sambalpur. After Independence, the Scheme for compilation of District Gazetteers devolved from the Central Sector to the State Sector in 1957.
