David Leyton-Brown gave an acknowledgement of the land and acknowledged our commitment to being a safe place for all people to gather and participate in our Region. The participants were then invited to check in. AGENDA MOTION by Ross Leckie/Kirsty Hunter that the agenda for this meeting be approved as amended. CARRIED MINUTES MOTION by Paul Shepherd/Kirsty Hunter that the Minutes of the meeting of the Region 10 transition Commission held December 12, 2018 be approved as circulated. CARRIED It was clarified that the Interim Grant Review Commission will review Presbyteries of Toronto Conference Corporation (PTCC) grants, and forward grants that are appropriate to another fund, such as the New Ministries Development and Leadership Fund. CORRESPONDENCE Covenant French Ministries This is being received for information at this time. It is an initial look at the covenant and an opportunity for any feedback. Éric Hébert-Daly will be asked to join a future meeting to talk about this. It was clarified that La Table is the French network group at General Council office responsible for French ministries. (Peter Hartmans noted that Éric Hébert-Daly will join the February Executive meeting.) TUCC/How Green is Your Church Toronto United Church Council (TUCC) is asking that Shining Waters partner with TUCC on this initiative. The United Church of Canada Shining Waters Regional Council 2019 - 2 MOTION by Jessica Stevenson/Paul Shepherd That Shining Waters Regional Council Executive support, in principle, the Toronto United Church Council (TUCC) How Green is Your Church initiative. CARRIED Urban Forest Ministry Fund – letter of December 20, 2018 This letter is received for information. United Fresh Start Facilitator Support The Executive will seek a recommendation on this from the appropriate commission and then bring it back to a future meeting. Staff will decide the appropriate commission. Peter gave a brief report on that meeting. The First Nations communities within the bounds of Shining Waters Region are: Christian Island, Georgina Island, Rama, Wahta, Wasauksing-Shawanaga and Toronto Urban Native Ministries. REGIONAL MEETING Planning Update: Karen Hilfman Millson joined the meeting and gave an update on the agenda planning for the Regional Council meeting in May. Some of the questions and discussion items included the timing of elections and approval of the governance structure; leaving time for proposals; communicating to clergy that there will be important business matters on the Sunday morning; creating a worship service for all congregations in the Region to use on Sunday morning; creating a video to be played at congregations that Sunday to provide a connection with Regional Council; timing of

Over the past ten years I have been involved enough with the inner workings of Annual Meetings to know that these meetings require certain skills. And, I was mindful of the recent Presidents of Saskatchewan Conference whose steps I would be following – people who served with integrity and grace and joy. Was it possible for me to continue the legacy? Well, the coronavirus and COVID-19 made my concern a moot point – we weren’t able to hold an in-person Regional Gathering, so there would be no chair to fill (at least in the former, familiar way). The result of this is that my attention shifted to other aspects of the role. Although it wasn’t clear to me at the time of my nomination, one aspect of the role of Convenor of the Regional Gathering is to act as an ambassador for the United Church in our Region.

    Regional Council 15 The United Church of Canada The 2nd Annual Meeting Virtual Meeting June 10, 2020 REPORTS TO REGION PRESIDENT’S MESSAGE Isaiah 43:18-19 – “Forget the former things; do not dwell on the past. See, I am doing a new thing! Now it springs up; do you not perceive it. I am making a way in the wilderness…” I was recently asked, “How is this restructuring thing with the Region going?” The answer depends on your perspective. From the perspective of President, I feel that it is going very well. A few months into my term, I was reminded that if the Region was a human, it would be only a months-old baby. At one point, I said that we were pulling ourselves up and trying to stand. At this time, I fell that we are on our feet and starting to run. There have been growing pains but it is important to focus on the new things that we are doing instead of where we have been. It is also important to note that governance is a process and not a destination. It is continually evolving. Last year, Rev. Catherine MacDonald described the role of President as the “best gig” in the church. I would have to agree. I have thoroughly enjoyed the opportunities that it has afforded me and all the faith-filled and enthusiastic people that I have met. Some of the events I took part in this year were joyous and some very sad. Some were educational and some were very thought- provoking.

In 2015, her unorthodox approach to public worship and her media statements about the high concentration of atheism among Ministers in the United Church brought matters to a head, and Vosper came under formal review by the Church’s Toronto Conference Ministry Personnel Committee. Meantime, the surrounding controversy left many people asking questions about what the United Church of Canada really believes.

ANDREW’S COLLEGE 1121 College Drive Saskatoon, SK S7M 0W3 P: 306-966-8970/F: 306-966-8981 Dear friends of the Living Skies Regional Council, Greetings in name of the Crucified and Risen One. Another year has come and gone since our last Council Gathering, and still we find ourselves in the midst of the pandemic. In the year that has been, so much has changed. With the swift advent of vaccines there is finally light at the end of the tunnel. With God’s help, many of the disciplines and restrictions we have endured together are loosening. There is much vigilance still required, but it feels as though a corner has definitely been turned. The year of the plague has left no one untouched, and St. Andrew’s College (like so many other venerable institutions) has been buffeted by the storm. On top of covid, the College has also experienced the unexpected withdrawal of the University of Saskatchewan from a 40+ year lease relationship and the termination of pay-for-fee-services. These emergent financial challenges have resulted in a massive loss of revenue. As we begin to evaluate and seek new tenant relationships, it will take some time (probably no less than three years), before that revenue stream is renewed. With this reality in mind, the Board of Regents gathered in late February to make some very tough and prayerful decisions. Closure was seriously considered. In this time of discernment, the college was able to rely on the fall 2020 approved strategic plan.

A quorum was present. Welcome The President, the Rev. Debra Bowman, welcomed delegates to the meeting and introduced the theme “Tides of Change.” Welcome from UBC The President of the University of British Columbia, Dr. Stephen J. Toope, welcomed delegates to UBC. Worship Worship was led by Graham Brownmiller, Youth at Conference and Yoko Kihara. Table groups focused on two questions: (1) what part of heaven and earth do you represent? (2) where do you see the wind of God moving? Guest and Theme The President introduced Alanna Mitchell as the theme speaker for the meeting. Alanna Speaker began by giving a brief outline of what she planned to address over the next three days, following Matthew Fox’s schema of via positiva, via negativa, via tranformativa, and via creativa. She then told stories of her adventures around the world that revealed the delight, wonder and awe of creation. Business The President began the time for business by introducing Doug Goodwin as the Executive Secretary, Karen Millard as the Chair of the Business Committee, and Bruce Gregersen as the General Council office representative.
