Mumpower Comptroller of the Treasury JEM/MLC ________________________________________________City of Jackson INVESTIGATIVE REPORT City of Jackson The Office of the Comptroller of the Treasury investigated allegations of malfeasance related to the City of Jackson. The Comptroller’s Office initiated the investigation after current city officials reported questionable transactions executed during the tenure of the former Mayor and his administration. Specifically, allegations pertained to a local professional baseball team as well as inconsistencies with a contract for solid waste collections. The investigation was limited to selected baseball team records for the period June 1, 2011 through October 31, 2019 and solid waste records for the period August 1, 2016 through October 31, 2019. The results of the investigation were communicated with the Office of the District Attorney General of the 26th Judicial District. BACKGROUND The City of Jackson is in Madison County, Tennessee, and is the eighth largest city in the state.

In game one, Raul Navarro’s two-run double in the bottom of the first put Winnipeg ahead 2-0. Kevin Lachance hit a two-out, three-run home run that capped a four-run bottom of the third, while Darren Seferina made it 8-0 in the fourth with a two-run shot. Kane County stormed back with a five-run top of the fifth that included a Javier Baez grand slam. The Goldeyes re- extended the lead on an Austin Rei RBI single in the fifth and a Max Murphy two-run home run in the sixth. Kane County scratched out the game’s final run in the top of the seventh. Ken Frosch was credited with the win in relief for the Goldeyes. Jorge Gonzalez started and took a no-decision, allowing four earned runs on three hits in 4.0+ innings. Gonzalez walked four and struck out four. In game two, Kyle Martin slugged a two-run home run in the bottom of the first to once again give the Goldeyes the early lead.

    May 25, 2021 Media Contact: Kenneth Cummings (731) 499-1142 FOR IMMEDIATE RELEASE City Officials Covering All Bases at Ballpark this Summer Jackson is ready to knock it out of the park JACKSON, Tenn. – With the City of Jackson issuing a nationwide Request for Proposals for the future use of the Ballpark at Jackson, the Ballpark is entering into a new and promising era. “We are very excited,” Mayor Scott Conger says when asked about the future of the Ballpark. “This Stadium is a treasured asset of this City, and, with its prime location right off I- 40, we are very excited to see The Stadium 2.0.” Opened in 1998 and situated in a beautiful location alongside the Interstate, the Ballpark catches the attention of all who pass by it. Says Mayor Conger, “The Ballpark announces to the world: ‘We are in Jackson.’ It’s a tremendous resource built by our community for our community, and it’s time for it to live up to its full potential.” The Stadium most recently was under a license and use agreement with the owner of the Jackson Generals. But that agreement required the team continue to be part of minor league baseball. The Generals lost that status when Major League Baseball restructured its minor league system earlier this year and did not invite the Generals to be part of the new system – making the Generals the only team in the former Southern League not to receive such an invitation. This loss of affiliation put the Generals’ owner in material breach of its license agreement with the City.
