economic trends and other factors or events relevant to the Alberta labour scene.

Bargaining Update

Introduction Bargaining Update provides information about the unionized workforce, primarily in Alberta. There are approximately 1,994,100 1 Albertans employed, of which about 334,900 are self-employed. Nationally, the unemployment rate was unchanged at 8.1% (April and May 2010), with the number of unemployed persons increasing by 8,100 to a total of 1,506,400. Increases in unemployment were within the part-time and self-employed sectors. Unemployment in Alberta decreased from 158,500 (April 2010) to 141,600 (May 2010), with the rate decreasing from 7.4% in April 2010 to 6.6%. There are approximately 414,800 Albertans covered by union agreements. Alberta’s union coverage rate is 24.8% while nationwide the union coverage rate is 31.2%2. 1Seasonally adjusted 2Statistics Canada Labour Force Survey (LFS)

Highlights AHS and UNA have reached a collective agreement issued by a mediator. The recommended terms of settlement include no wage increases in the first two years of a three-year agreement, but a 2 per cent productivity increase in the second year, and a 4 per cent increase in the third year (2012-2013).

Recent Labour Relations Developments in Other Jurisdictions British Columbia The Labour Relations Board (LRB) has issued a decision dismissing multiple applications from the B.C. Nurses’ Union (BCNU) to have LPNs moved to a nursing bargaining unit. The LRB decision puts to rest a matter that has been ongoing since November 2009. The BCNU had been running an organizing campaign to take over representation of LPNs in the health care industry. The campaign was opposed by the Hospital Employees Union which currently represents LPNs. Ultimately, the nurses application failed because they were unable to garner the requisite support from LPNs. As a result, the nurses are barred from trying to attain representational rights for LPNs for 22 months from November 30, 2009 (date of the original representation application). Saskatchewan About 425 members of the Public Service Alliance of Canada (PSAC) at Casino Regina went on strike on June 3, 2010. This includes dealers, slot attendants, cashiers, and security guards. The employer is the crown-owned Saskatchewan Gaming Corporation. Wage increases, family leave and night-shift premiums are the issues of contention. The striking members have been joined by some members of the Retail, Wholesale and Department Store Union (RWDSU), which represents about 300 food and beverage service employees at the Casino. Due to the strike, the Casino has limited the services offered and is closing at midnight rather than 4:00 am. All table games are closed, but the slot machines, show lounge, and box office service remain open, and food services are available on a limited basis. Quebec A tentative agreement has been reached between TELUS Communications (Quebec) Inc. and almost 1,000 members of CUPE, Local 5044. Negotiations began in October 2009, and were concluded with the assistance of a conciliator (mediator) appointed by the Federal Mediation and Conciliation Service. The parties are under federal labour relations jurisdiction as TELUS is an inter- provincial telecommunications company. Bargaining priorities included wages and contracting out. France Many public sector workers went on strike on June 24, 2010 to protest the planned raise in the retirement age from 60 to 62. The strikes disrupted rail and air traffic. Almost 200 marches were held throughout the country, which the French government estimated to involve 797,000 protesters. French Labour Minister Eric Woerth has stated that delaying the retirement age to 62 should bring the pension system back into a healthy position by 2018. Spain The Spanish government is in the process of securing parliamentary approval for its plan to make changes affecting the labour market. Under the current system employees who are dismissed from their jobs are eligible for 45 days of severance. Under the proposed changes employees would now be eligible for 33 days of severance. The planned changes are expected to help stimulate the economy and encourage employers to decrease their reliance on temporary foreign workers. The changes are expected to have an impact on collective agreements and have resulted in strong opposition from the labour unions. The unions are planning to hold a general strike in September to protest the changes. As this is a politically-sensitive matter, some lawmakers have opted to abstain from voting rather than vote against the changes.
