PARTICULARS PAGE NO. 1 AMBIENT AIR QUALITY & HEAVY METAL ANALYSIS 9 II NOISE LEVEL REPORT 10 PLATE I LOCATION PLAN OF PIRPAINTI RAILWAY SIDING 2 CHAPTER – I INTRODUCTION 1.1 GENESIS: The Gazette Notification vide G.S.R No. 329 (E) dated 13th March, 1992 and subsequently renamed to ‘Environmental Statement’ vide Ministry of Environment & Forests (MOEF), Govt. of India gazette notification No. G.S.R No. 386 (E) Dtd.22nd April’93 reads as follows. “Every person carrying on an industry, operation or process requiring consent under section 25 of the Water Act, 1974 or under section 21 of the Air Act, 1981 or both or authorisation under the Hazardous Waste Rules, 1989 issued under the Environmental Protection Act, 1986 shall submit an Environmental Audit Report for the year ending 31st March in Form V to the concerned State Pollution Control Board on or before the 30th day of September every year.” In compliance with the above, the work of Environmental Statement of ‘Coal depot at Pirpainti Railway Siding Project’ was entrusted to CMPDI by GM (Environment & Forest), Eastern Coalfields Limited. 1.2 PROJECT DESCRIPTION : The Coal depot at Pirpainti Railway Siding of Eastern Coalfields Limited is located in Bhagalpur district of Bihar near Pirpainti Railway Station at about 32 Km from Rajmahal OCP of ECL. The Coal is sent to the main consumer NTPC by Rail. The crushed coal is loaded into tipping trucks with help of 1.5 cu.m. Capacity pay loaders at Rajmahal OCP situated at Lalmatia. The weight is done at Lalmatia electronic weigh bridge before sending coal to coal depot at Pirpainti Railway Siding. The tipper along with coal is weighed again at electronic weigh bridge before unloading coal at the coal depot. There was no coal handling and dispatch during 2018-19. The coal stacked at Railway Siding is loaded into Railway wagons by Payloaders of 1.5 cum capacity. The loaded wagons are weighed by in motion Railweigh Bridge installed at Pirpainti Railway Siding by ECL before final dispatch. The coal loading operation is under the control of Sr. Dispatch Superintendent. 1.2.1 COMMUNICATION: The Coal depot at Pirpainti Railway Siding lies at distance of about 62 Km from Godda on Godda Pirpainti Road. The nearest Railway Station is Pipainti of Eastern Railway. The Coal depot is under the Administrative Control of GM, Rajmahal Group of Mines of ECL. The coal depot is under the immediate control of Sr. Dispatch Superintendent. Year of commissioning 1989 ii. Capacity 11,658 te / day iii. Authority responsible for maintenance Govt. of Bihar / of road connecting Rajmahal OCP to Jharkhand & ECL Railway siding. management at Rajmahal OCP 2 Working Shifts: a. Coal transportation from Rajmahal OCP Three Shifts covering 24 to Railway Siding. Hrs. b. Loading coal on to Railway wagon - do - 3. Average nos. of trucks (15 te capacity) 100 nos. deployed every day for coal transportation. 4. Nos. of payloaders of 1.5 cum. Capacity utilised for: a. Loading coal to trippers 4 nos. for 148 Trippers b. Loading coal on to wagons 4 nos. for 58 Wagons 5. Water Sprinkling Tankers: a. Tata make, 7000 lit capacity 3 Note: 2 nos for water spraying on coal transportation road and 1 no. for water spraying at Coal Depot at pirpainti Railway siding. b. Management at 1 SE (Civil) Raiway siding & surrounding Area 1.3 ENVIRONMENTAL SCENARIO: The Environmental monitoring was carried out quarterly as per guidelines of Ministry of Environment and Forests (MOEF) by CMPDI, RI-I. Accordingly, ambient air quality was monitored at one station. Water quality of tube well water was monitored. There is no effluent discharge from coal depot. Noise level was recorded at one location earmarked for air sampling. However, the monitoring schedule has been changed from September, 2016. ========================================================================= Environmental Statement of Pirpaiti Raiway Siding of ECL for the year 2018-19 4 The environmental monitoring results for year ending March’ 2019 are appended as Annexure- I, II & III. The environmental monitoring results for the year 2018-2019 can be concluded as given below: AMBIENT AIR QUALITY 3 The PM10 concentration was found in the range of 30.5 to 98.5 µg/m and was within the limits as per the standards. The PM2.5 concentration was found in the range of 30.0 to 44.1 µg/m3 and was within the limits as per NAAQS, 2009. The 3 SO2 concentration remained below 10.0 µg/m and NOx concentration was in the range of 12.7 to 22.8 µg/m3 and was within the limits as per the standards. National Ambient Air Quality Standards (NAAQS), 2009: Environmental Standards for Ambient Air Quality (AAQ): Environmental standard for Raniganj National Ambient Air Quality Coalfield vide MoEF, Govt. of India, Standards (NAAQS), 2009 Gazette Notification No. GSR 742 (E) dated for industrial, residential and Station 25.09.2000 for 24 hourly samples at 500 rural areas for 24 hours Category meters from dust generating point samples Pollutant Concentration (µg/m3) PM10 SO2 NOx PM2.5 Industrial 300.0 120.0 120.0 60.0 Residential 100.00 80.0 80.0 NOISE LEVEL The noise level was found in the range of 52.1 to 62.3 dB(A). The noise level recorded is below permissible limit prescribed by Ministry of Environment and Forest (MOEF). Burning example is ‘Aila. There are plentiful occurrences of disasters through out the year. Disaster is negatively corelated with development activities as it slows down the process of development. The Burdwan district having an area 7024 Sq. K.M. and a population of 77,23,663 as per Census 20011, is one of the largest districts in the state. The district is surrounded in North by Ajoy river, South/South-West by Damador, North-West by Barakar and East by Bagarathi. It extends from 22056` to 23053` North latitude and from 86048` to 88025` East longitude. The calamities in the district vary from eastern to western part. While eastern part faces flood / water logging every year, the western part faces industrial hazards including subsidence etc. There is a long stretch of NH - 2 and rail network traversing through this district. Hence, there always remains possibility of occurrence of road / rail accidents, resulting in human suffering. There has been a progressive change in the approach, methods and execution of relief operations during before and after natural calamities. Of late, there is a shift in paradigm in the management of flood and disaster form the earlier concept of contingent plan to comprehensive Disaster Risk Management Programme.

There are two schools of thoughts about the name Barddhaman. It might have been named after the 24th Jaina Tirthankar. According to Kalpasutra of the Jains, Mahavira spent sometime in Astikagram which was formerly known as Barddhaman. According to the second school, Barddhaman means prosperous growth centre. In the progress of Aryanisation from Upper Ganges valley, the frontier colony was called Barddhaman as a landmark of growth and prosperity. The name came to stay as the Aryans failed to consolidate their gains further east. Lying within Burdwan Division, the district is bounded on the north by Birbhum and Murshidabad, on the east by Nadia, on the south by Hooghly, Bankura and Purulia and on the west by Paschim Bardhaman districts. RIVERS : The river system in Purba Barddhaman includes the Bhagirathi-Hooghly in the east, the Ajoy and its tributaries in the north and the Dwarakeswar, the Damodar and its branches in the south-west. Besides, there are innumerable Khals and old river beds all over the area. WATER RESOURCES : There are many tanks, wells, canals, swamps and bils are found all over the district.
