CHAPTER – I

INTRODUCTION 1.1 GENESIS: The Gazette Notification vide G.S.R No. 329 (E) dated 13th March, 1992 and subsequently renamed to ‘Environmental Statement’ vide Ministry of Environment & Forests (MOEF), Govt. of India gazette notification No. G.S.R No. 386 (E) Dtd.22nd April’93 reads as follows. “Every person carrying on an industry, operation or process requiring consent under section 25 of the Water Act, 1974 or under section 21 of the Air Act, 1981 or both or authorisation under the Hazardous Waste Rules, 1989 issued under the Environmental Protection Act, 1986 shall submit an Environmental Audit Report for the year ending 31st March in Form V to the concerned State Pollution Control Board on or before the 30th day of September every year.” In compliance with the above, the work of Environmental Statement of ‘Coal depot at Pirpainti Railway Siding Project’ was entrusted to CMPDI by GM (Environment & Forest), Eastern Coalfields Limited.

1.2 PROJECT DESCRIPTION : The Coal depot at Pirpainti Railway Siding of Eastern Coalfields Limited is located in Bhagalpur district of Bihar near Pirpainti Railway Station at about 32 Km from Rajmahal OCP of ECL. The Coal is sent to the main consumer NTPC by Rail.

The crushed coal is loaded into tipping trucks with help of 1.5 cu.m. Capacity pay loaders at Rajmahal OCP situated at Lalmatia. The weight is done at Lalmatia electronic weigh bridge before sending coal to coal depot at Pirpainti Railway Siding. The tipper along with coal is weighed again at electronic weigh bridge before unloading coal at the coal depot. There was no coal handling and dispatch during 2018-19.

The coal stacked at Railway Siding is loaded into Railway wagons by Payloaders of 1.5 cum capacity. The loaded wagons are weighed by in motion Railweigh Bridge installed at Pirpainti Railway Siding by ECL before final dispatch. The coal loading operation is under the control of Sr. Dispatch Superintendent.

1.2.1 COMMUNICATION: The Coal depot at Pirpainti Railway Siding lies at distance of about 62 Km from on Godda Pirpainti Road. The nearest Railway Station is Pipainti of Eastern Railway. The Coal depot is under the Administrative Control of GM, Rajmahal Group of Mines of ECL. The coal depot is under the immediate control of Sr. Dispatch Superintendent. The location map of Pirpainti Railway Siding is given in Plate-I.

1.3 ENVIRONMENTAL SCENARIO: The Environmental monitoring was carried out quarterly as per guidelines of Ministry of Environment and Forests (MOEF) by CMPDI, RI-I. Accordingly, ambient air quality was monitored at one station. Water quality of tube well water was monitored. There is no effluent discharge from coal depot. Noise level was recorded at one location earmarked for air sampling. However, the monitoring schedule has been changed from September, 2016.

The environmental monitoring results for year ending March’ 2019 are appended as Annexure- I, II & III. The environmental monitoring results for the year 2018-2019 can be concluded as given below:

AMBIENT AIR QUALITY 3 The PM10 concentration was found in the range of 30.5 to 98.5 µg/m and was within the limits as per the standards. The PM2.5 concentration was found in the range of 30.0 to 44.1 µg/m3 and was within the limits as per NAAQS, 2009. The 3 SO2 concentration remained below 10.0 µg/m and NOx concentration was in the range of 12.7 to 22.8 µg/m3 and was within the limits as per the standards.

NOISE LEVEL The noise level was found in the range of 52.1 to 62.3 dB(A). The noise level recorded is below permissible limit prescribed by Ministry of Environment and Forest (MOEF). There is no Hazardous waste generated as there is no workshop / maintenance shop at or near Pirpainti Railway Siding belonging to ECL or contractor. Also, there is no solid waste generated from coal depot at Pirpainti Railway Siding. The railway siding is not in operation at present.

PART – G IMPACT OF POLLUTION CONTROL MEASURES ON CONSERVATION OF NATURAL RESOURCES AND CONSEQUENTLY ON COST OF PRODUCTION. In order to carry out mining in an eco-friendly manner following pollution control measures have been implemented.

1.0 AIR POLLUTION CONTROL MEASURES: The following measures have been taken to control air pollution. i) Coal loaded trucks are covered by tarpaulin on top while transporting coal to Pirpainti Railway Siding. However, the railway siding is not in operation since Dec’16. ii) Monitoring of Ambient Air quality is being carried out by CMPDI every fortnight and corrective action if so needed is being taken by the management. iii) Water sprinkling is done during unloading of coal at coal depot & loading of coal onto Railway wagons. iv) Plantation has been carried out along 10 km coal transportation road from Barahat to Pirpainti with the help of DFO, Bhagalpur. v) Regular dust suppression is being carried out using 3 nos. of mobile sprinklers.

2.0 WATER POLLUTION CONTROL MEASURES : The following measures have been taken to control water pollution from the mine: i. There is no generation of Industrial effluent from coal depot at Pirpainti Railway Siding. ii. Routine monitoring of drinking water quality from tube well near ECL Rest House is being carried out by CMPDI.

3.0 NOISE POLLUTION CONTROL MEASURES: i) Regular maintenance of HEMM and other equipment. ii) Monitoring of noise level is conducted near ECL Rest House at Pirpainti Market & has been found within limit.

PART – H ADDITIONAL INVESTMENT PROPOSAL FOR ENVIRONMENAL PROTECTION INCLUDING ABATEMENT OF POLLUTION. The following are the additional investment proposals for environmental protection: i) The Environmental monitoring of the coal depot at Pirpainti Railway Siding will be continued fortnightly as per the guidelines of Ministry of Environment and Forest (MOEF). ii) Plantation will be carried out in future as per proposed plan laid out by the authorities.

PART – I ANY OTHER PARTICULARS IN RESPECT OF ENVIRONMENTAL PROTECTION AND ABATEMENT OF POLLUTION. The Environmental Monitoring is carried out fortnightly for the coal depot at Pirpainti Railway Siding by CMPDI, RI-I as per the guide lines of Ministry of Environment and Forest (MOEF) and based on the result thereof colliery take necessary action if needed.
