Wright 1 Executive Summary One of the most pressing issues facing the United States Air Force is the ever growing pilot shortage, reaching a deficit of nearly 2,000 pilots and expected to increase (Pawlyk, 2017). A number of factors led to this shortage, including the high operational tempo, the availability of higher paying jobs in the private sector, the additional duties detracting from primary jobs, and the lack of ability to continue as a technically trained line-flier versus transitioning to leadership roles requiring drastically reduced flight time as a more senior service member. However, these issues are not limited to only rated career fields. The Air Force could potentially see critical shortages in all AFSCs. The Squadron Officer School Class 18C Think Tank collective was asked to address this growing retention crisis and its impact on lethality. The authors of this article recommend establishing a track system in both the officer and enlisted ranks to retain experience and maximize lethality in highly technical career fields, called the Air Force Track System (AFTS). This system codifies the existing command track and creates an equally valid technical track. The AFTS delineates the separate tracks with highly skilled, technically minded experts in the technical track with a depth of highly technical experience and in the command track, passionate leaders who are intentionally and deliberately developed for command. -

Major Commands and Reserve Components ■ 2016 USAF Almanac Note: Personnel data as of Sept. 30, 2015 Organization The Air Force has 10 major commands and two Air Reserve Components. (Air Force Reserve Command is both a majcom and an ARC.) As major subdivi- sions of the Air Force, majcoms conduct a major part of the service’s mission and are directly subordinate to Hq. USAF. 10 Major Commands Major commands are organized on Air Combat Command Air Force Space Command a functional basis in the US and on a Air Education & Training Command Air Force Special Operations Command geographic basis overseas. In addition Air Force Global Strike Command Air Mobility Command to accomplishing designated portions of USAF’s worldwide activities, they Air Force Materiel Command Pacifi c Air Forces organize, administer, equip, and train Air Force Reserve Command US Air Forces in Europe-Air Forces Africa their subordinate elements. Two Air Reserve Components Major commands, in general, include the following organizational levels: Air Force Reserve Command numbered air force (NAF), wing, group, Air National Guard squadron, and fl ight. The majcom sits at the top of a skip-echelon staffi ng structure, which means every other organizational level (i.e., majcom, wing, center, directorate, division, branch, and Numbered Air Force and squadron) will have a full range of section levels. Michael Gould took com- mand of the U.S. Air Force Academy, as the 18th superintendent, during a cere- mony Tuesday. General Gould is a class of ’76 Academy graduate and the first superintendant to graduate from the U.S. Air Force Prep School. General Gould comes to the Academy from Scott AFB, Ill., where he served as the U.S. Transportation Command Operations and Plans director. The Academy’s new superintendant had previous assignments as the 2nd Air Force commander, Keesler AFB, Miss.; 3rd Air Force commander, Royal Air Force Mildenhall, England; 97th Air Mobility Wing commander, Altus AFB, Okla.; and, 22nd Air Refueling Wing commander, McConnell AFB, Kan. The general said both he and his wife, Paula, are ‘humbled beyond belief’ accepting this assignment. “There is no more noble and impor- tant mission than the one we have here,” he said. “We are responsible for devel- oping future leaders.” General Gould said he has a lot to learn while at the Academy, but he will lead and build upon the great founda- tion Lt.
