Recommendations: It is recommended that the Committee: 1. notes the plans to preserve, refurbish and redevelop the Listed building situated at 56-64 Kingston Street and 48-54 Centre Street, Glasgow (the “Beco Building”) by Barclays Execution Services Limited, (Company no. 01767980), 1 Churchill Place, London E14 5HP (‘Barclays’), to become part of Barclays’ ‘Masterplan Development’ of the immediate surrounding area currently under construction; 2. approves the promotion of an agency compulsory purchase order on behalf of Barclays to allow acquisition of the title interests within the Beco Building where voluntary acquisition has not been possible or where necessary to allow Barclays to proceed with the proposed development of the site; and 3. approves entering into a ‘Back to Back’ Agreement with Barclays to recover all Council costs (including compensation payable) in relation to the CPO, and the onward transfer of interest to Barclays, in terms satisfactory to the Council.     1 James Horsburgh (1786-1860) Shipbuilder in Dundee A headstone in the Howff Cemetery, Dundee. By Dr D Horsburgh On Friday 2 May 1947 a letter was published in the Dundee Courier which read: “I am collecting information about the shipbuilding of Dundee in the days of the old “wooden walls,” and find that there is very little authentic literature about it...I should also appreciate any information about...pioneer firms like James Smart, Garland & Horsburgh, and Kewans & Horn, who flourished in the early years of the last century.” Although since 1947 historians have discussed the general trade and shipping of Dundee, little detailed research has been published about the shipbuilders. In 2013 I privately published the non-commercial work: Born of Forth & Tay A Branch of the Horsburgh Family in Dundee and Fife, from which the following edited account of James Horsburgh, who is mentioned above, is taken. It’s Your Neighbourhood is designed to attract volunteer-led community groups which are cleaning and beautifying their neighbourhoods, whether through community allotments, after school wildlife clubs, school eco-groups, friends of park groups, or adopting pieces of derelict land. Keep Scotland Beautiful supports and encourages participating groups from across Scotland, and rewards them through a series of certificates to acknowledge the good work being done on behalf of their communities. It’s Your Neighbourhood runs alongside the Beautiful Scotland initiative but is non-competitive and is based on the three pillars of community participation, environmental responsibility and gardening achievement. Many It’s Your Neighbourhood groups now work with Beautiful Scotland groups to add value to enhancement initiatives in villages, towns and cities all over Scotland.     Built historiography in Glasgow’s New Gorbals – the Crown Street Regeneration Project Florian Urban In 2000, the Crown Street Regeneration Project in Glasgow’s Gorbals was completed after a master plan by Piers Gough of the London firm CZWG - Campbell, Zogolovitch, Wilkinson, Gough (Fig. 1). The Commission for Architecture and the Built Environment (CABE) commended the project as a ‘highly livable neighbourhood with well-placed community facilities and attractive public spaces.’1 Built on symbolically contested grounds that were previously occupied by the Gorbals tenements (1870s-1960s) and the high-rise Hutchesontown flats (1960s- 1990s), the new development is a textbook example of neo-traditional design. Approximately 2000 residential units and numerous commercial spaces are accommodated in block perimeter buildings that enclose central courtyards and abound with historical references. M'Ure and other historians, failing to distinguish the difference between a Barony and a Burgh of Barony, state that Gorbals was erected into a Burgh of Barony in 1595.
