I feel extremely sorry to get late it initiating the Admission Process this year due to technical problems related to COVID-19 pandemic and it’s spike in the state. However, I take the Privilege to welcome all the young and aspirants those are eagerly waiting to get admitted into various Teacher Training Courses of Hills College of Teacher Education and are making up their minds to excel as “Teachers” in their professional career/lives. At present, every where there is cry tor Quality Education, Quality Training and more over for Quality Teacher(s). It is true that a good teacher can only directs the destiny of the society by giving proper shapes to the thoughts and attitudes of students individually. “Quality” in Education cannot be improved by merely establishing many more institutions or by offering a number of courses through an institution; rather Quality can only be improved through a continuous process of self/ system evaluation, rigorous modification(s) in the practices/ works and formation of good habits in the students and teachers.

The college being the first private Teacher Training Institution in the state, since its inception in 2006, has been striving to flourish as an ideal and innovative Teacher Training Institution producing teachers not out of compulsions but out of their own choices. Because, teachers are the genuine transformers in the society, transforming the individual self into enlighted one and transforming the society/ nation from competing to competent one. A real teacher always realizes that “Education is not for Earnings but for Excellence and finally for Emancipation”.

It is the only mission of the college is to prepare the teachers those will be performing ones and excel in different emerging areas of Teacher Education. They can understand how learning occurs in different socio, cultural, economic and political conditions of contemporary Indian society; so that they can create such situations/ conditions conductive for successful learning and catering the demands of the school education, there by the changing needs of the society.

1.0 INTRODUCTION

Hills College of Teacher Education (HCTE), a premier private institution to spread and upgrade Teacher Education in the state of in particular and in the country in general was established in the year 2006 at Naharlagun, one of the prime towns of the state with the pioneership of Shri Nabam Rebia, the founder chairman under the patronage of “Tribal Areas Development Society”, a registered Voluntary Organization registered under Section 3 of the Societies Registration Act, 1860 which is committed to provide Professional Education to its aspiring students in the emerging areas of Professional Education.

The institution has been accorded Permanent Affiliation by the Rajiv Gandhi University (formerly Arunachal University), Rono Hills, Arunachal Pradesh vide Notification No. AC- 590/HCTE/2005/199 dated 3rd May 2013. At present, the institution offers three different courses (i) Two(2) years M.Ed. course affiliated to RGU, Ronohills, Arunachal Pradesh and duly recognized by the ERC, NCTE, Bhubaneshwar vide order no. F.No.ER- 250.6.12/ERCAPP2737/M.Ed./2018/56132, dated 23rd February, 2018 from the academic session 2018-19, (ii) Two(2) years B.Ed.Spl.Ed(LD) course in the area of Learning Disability(LD) awarded by the Rehabilitation Council of India(RCI), New Delhi with permission for each academic session, since the academic session 2016-17 and (iii) Two(2) years B.Ed.(Gen) course in affiliation to Rajiv Gandhi University, Rono Hills, Arunachal Pradesh vide Registration No AC-590/HCTE/2005 dated 04th May 2006 and Revised Order No.AC-59/2008/V-II/137, dated 13th April 2015 and duly recognized by the Eastern Regional Committee(ERC), National Council of Teacher Education (NCTE), Bhubaneshwar vide Order No. ERC/7-64.10.0/2006/442-447 dated 18th Feb. 2006 and Revised Order No. ERC/NCTE/ERCAPE00531/B.Ed.(REVISED Order)/2015/31612, dated 9th May, 2015 and under further renewal post facto to the shifting of premise to its permanent location at Lekhi.

The state Govt. of Arunachal Pradesh, Department of Higher and Technical Education has also given clearance to run the institution vide letter No. ED/HE-602/2003. It has also extended the Arunachal Pradesh Stipend Scheme 2001 facility vide letter No. ED/HE-78/87 dated 14th march 2007 to the bonafied Arunachal Pradesh Scheduled Tribe Teacher-trainees of this Institute to promote professional education in the state. During the academic session 2015-16, the college has also been permitted by Govt. of A.P., Director of Higher and Technical Education to introduce National Service Scheme (NSS) in the college in integrating the needs of current system of education with the needs of the community/ society.

The Institution promotes innovative practices and researches in the field of Teacher Education and others by conducting Action Researches, organizing work-experience activities, field studies and seminars, developing indigenous Teaching-learning materials, practicing rigorous skill-based training programmes and other activities to bring out Behavioral Changes in the Teacher-Trainees in particular and upgrading Teacher Education in general both at the state and country levels.

The Institution is having internet access through Wi-Fi connection in the building, Bio- matrix system has also been implemented/ installed for both the Staff members and Students separately.

1.1 ABOUT THE UNIVERSITY

Rajiv Gandhi University (formerly Arunachal University), the premier institution for higher education in the state of Arunachal Pradesh, has completed thirty six glorious years of its existence. Late Smt. Indira Gandhi the then Prime Minister of India laid the foundation stone of the University on February 04, 1984. The University now has been converted into a Central University w.e.f. 9th April 2007 as per the Notification of the Ministry of Human Resource Development, Govt. of India. The main objective of the University as outlined in the Act is to disseminate advanced knowledge by providing instructional and research facilities in those areas of learning that may bring the total development of the state in specific and of the whole nation in general. Recently, the university has been ranked 2nd by the National Institutional Ranking Framework(NIRF) among all the universities in India.

The affiliating jurisdiction of the university encompasses this Hills College of Teacher Education along with seventeen (18) Govt. Degree Colleges, seven (09) private Degree Colleges, one(1) Govt. Medical College, one(1) Govt. Law College, one (01) private Law College, one (01) private Homeopathy Medical College, eight more (08) others private B.Ed. Colleges, one (01) private Nursing College and about thirty two (32) Post-graduation Departments viz Anthropology, Botany, Chemistry, Commerce, Computer Sc. & Engineering, Economics, Education, Electronics & Communication, English, Geography, Hindi, History, Management, Mathematics & Computing, Mass Communication, Physics, Political Science, Sociology, Social Work, Teacher Education, Tribal Studies, Psychology, Geology, Music & Fine Arts. M.Phil programs are offered in few departments like Anthropology, Botany, Commerce & etc. and Ph.D. programme in almost all the departments and institutes of the University. The university also runs eight advanced/ Post-graduate Diploma course, eight Certificate courses and ten UG/Diploma programs.

The University has been striving to maintain high standards in both teaching and research in order to achieve excellence. The University has been organizing a large number of conferences, seminars, symposia and workshops in order to generate disseminate and upgrade knowledge on various key issues among the scholars to off grade their knowledge in various key areas. Two research Journals one each Hindi and English are published regularly.

In short, within 36 years of its establishment, the university has grown into an institution with proven academic excellence, social commitment and cultural interest with a clear vision for its future growth and development.

2.0 GENERAL INFORMATION

2.1 THE LIBRARY

The College has a well-equipped library with total 7,025 numbers of books other than the reference books, journals, the newspapers and Encyclopedias. Each student, on admission, gets three (03) reader cards to borrow books from the library. Students are entitled to get the books issued for fifteen (15) days against a reader’s card. A fine @ Rs 1.00 per day is imposed after the expiry of the date of the returning of the books. The college also provides photocopy facilities to the teachers, students and other staff members at a concessional rate. There is a separate section for references by teachers. 2.2 INNOVATION-CUM-EDUCATIONAL TOYS and TLM RESOURCE CENTRE

The college maintains a very good indigenous Teaching-Learning Resource Center equipped with adequate apparatus and Teaching Aids developed and maintained by its trainees and the teacher-educators to use in teaching/ learning of different pedagogy subjects and others like Hindi, English, Sc., Maths, History, Geography, Civics and etc. The trainees also develop Educational Toys to teach different school subjects at the primary level and the same is maintained in Educational Toys Room and supplied to different schools every year after the completion of practice teaching and other practicum activities in practicing schools in the peripheries of the institution.

2.3 ALUMNI ASSOCIATION

The college also organizes Alumni Association once a year during the winter vacation to unite all the former trainees, present employees, faculty members and the current trainees to interact among themselves and extend their mutual supports for the betterment of the individual and of the institution at large.

2.4 HOSTEL ACCOMODATION

The college is having a well structured Hostel Building with accommodation facilities for 100 residents (female trainees) only. A trainee willing for hostel accommodation may apply separately in the prescribed form available in the college office within maximum 15 days of her admission in the college.

2.5 TRANSPORT FACILITIES

The college provides bus services for its trainees and staff members from college campus to Naharlagun and Itanagar in one end and to Nirjuli, Doimukh on the other end at concessional rates and back. Besides, the institution because of its location (as stands beside the NH-415-A), there is no problem to avail public transport services in every ten to twenty minutes interval.

2.6 CANTEEN AND OTHER FACILITIES

A well equipped canteen and photocopying centre are available in the campus. Besides, a mini shopping complex adjacent to the college campus also caters the basic needs of the trainees.

2.7 PLAY GROUND AND PARKING PLACE

The college is having a vast play ground covering the area around 5,000 Sq. mts. and it also maintains a well demarcated parking place for parking of vehicles.

2.8 POST OFFICE & BANK

Postal and Banking services are availed in both the ends at Naharlagun and Nirjuli where branches of several Nationalized Banks are located in a short distance from the college to serve the purposes.

2.9 MEDICAL FACILITIES

The Govt. Hospital of the state of Arunachal Pradesh and other nearby Private Hospitals/ Clinics provides prompt medical services and facilities to the college as and when requested.

2.10 SEMINAR-CUM-E.T. RESOURCE CENTRE

The institution maintains its Seminar-cum-E.T. Resource Centre separately with required apparatus like LCD projector, TV, Overhead Projector, Microphones, Headphones and etc. for use of the participants and resource persons. The in-charge teacher-educators and trainees bring out the Action Plan for organizing Seminar/ Workshops for the trainees as well as for the trainees and teacher-educators in every academic session.

2.11 ICT RESOURCE CENTRE

The institution has its ICT Resource Centre with 20 computers with LAN connection and Internet facility to provide basic knowledge and application related to computer and its uses in Teaching-learning process by the trainees and Teacher-educators.

2.12 HEALTH & PHYSICAL EDUCATION RESOURCE CENTRE

The institution also maintains its Health & Physical Education Resource Centre with the specialized faculty. It organizes Yoga Education Program, Special Talks, Sports and other Physical Activities for the trainees, teacher-educators and others staff members.

2.13 ART AND WORK EXPERIENCE RESOURCE CENTRE

Since Art and Work experience is a regular sylabic feature of the teacher training programs, the institution maintains this resource centre and assingns the trainees different work experience activities and encourages for creative arts by the trainees.

2.14 CURRICULUMS-CUM-PSYCHOLOGY RESOURCE CENTRE

The institution also maintains its curriculums-cum psycholoty resource centre with Sixty number of Psychological tests, Fifteen number of Psychological Kits and some basic Psychological instruments for experimental purposes toties different Psychological theories and experiments to the trainees.

2.15 LANGUAGE RESOURCE CENTRE

Language Resource Centre is also there in the institution with required assessaries like Computer, Internet connection, Headphones and Audio-lingual equipments. The trainees are encurreged to develop 3D materials, organize Language Games, prepare Charts and other materials to make the Language Resource Center more attractive and condusive for language learning both in Hindi and English.

2.16 SCIENCE AND MATHEMATICS RESOURCE CENTRE

The Science and Mathematecs Resource Centre of the college is also equiped with Human Scletone, Voltametre, Screwgage, Convex and Concave mirror, Microscope, Slides and other kits to be used by the trainees and teacher-educators during the teaching learning process related to teaching different Science topics. 2.17 SOCIAL SCIENCE RESOURCE CENTRE

The institution also maintains a very noteworthy Social Science Resource Centre collecting Globes, Maps, timelines, pictures of different historians, Cronoligical Charts on historical events, documents on constitutional ammendments, articles and etc. for use by trainees while learning Social Science subjects and topics.

2.18 MUSIC RESOURCE CENTRE

As per NCTE new Norms, the institution has also appointed music teacher who maintains the Music Resource Centre with the required instruments like Harmonium, Tablas, Violin and etc. Music is a core component of the regular time table prescribed for the teacher trainees for different courses.

2.19 INTERNAL QUALITY ASSURANCE CELL (IQAC)

As per the policy decision of the UGC in its 11th plan, this institution under the umbrella of Higher Educational Institutions has also established the IQAC to maintain momentum of quality education in the institution. The cell is functional with principal as the chairman, four faculty members, one administrative personnel and three external senior educationist and researchers.

2.20 PUBLIC GRIEVANCES CELL

The college is also having provision for addressing grievances of different stake holders and general public through this cell. The cell is functional with the Principal as the chairman, two members from the College Management Committee and two teachers.

2.21 RIGHT TO INFORMATION CELL

A RTI cell is also functional in the college with the principal as the appellate head and assistant PIO is attached to the cell for timely clearance of the application.

2.22 SC/ ST/ OBC/ PWD AND MINORITY CELL

This cell deals with all matters pertaining to the issues of Schedule Casts, Schedule Tribes, Other Backward Classes, Persons with Disability and Minority categories. The cell is interested to maintain up to date database as per the correspondence from UGC, MHRD, and other Central and State Govt. agencies through affiliating university and Directorate Higher and Technical Education, Govt. of Arunachal Pradesh.

2.23 NATIONAL SERVICE SCHEME (NSS) CELL

The college is also having three NSS Units to take care of the developments and unity of the community and nation through the development of the personality of its trainees. This cell organizes different outreach and extension activities in providing voluntary services to its nearby communities. Every year the program co-ordinator(s) are deputed for training through the State Liason Officer(SLO), Directore of Higher & Technical Education, Govt. of Arunachal Pradesh and the enrolled volanteers are provided oriantation to organize regular and special activities in each academic session. During this Pandamic period also the volunteers have attended different Webinars and taken pledge for the unity and intigrity of the nation.

2.24 CELL OF WOMEN STUDIES

As per the recommendations under the UGC 11th Five year plan, this cell has been established in the institution. The cell organizes awareness program, capacity building programs and seminars related to different women related issues and their empowerments.

2.25 COUNSELING CELL

The Career Counseling Cell established in the institution provides career counseling, supports in the development of life skills and clarifies the confusions of the trainees as well as the students of its practicing schools related to different personal and study matters.

2.26 OTHER COMMITTEES

Besides different cells, a number of committees are also constituted to take care of admission, academics, examination, accounts, transport, library, publication, discipline and other allied matters of the institution.

2.27 PROHIBITION OF RAGGING

As per directives of Hon’ble Supreme Court, ragging in the college campus is strictly prohibited and those found indulging in it shall be expelled/ rusticated from the institution. An Anti- Ragging Committee is constituted to monitor ragging incidents. If there is any case of raging, it is intimated to the committee immediately.

3.0 EXTRA CURRICULAR, CO-CURRICULAR ACTIVITIES AND OUTREACH PROGRAMS

The College extends facilities for extra- curricular and co-curricular activities for the trainees by organizing seminars, field based community works, picnic and etc. The trainees are also encouraged to participate in different co-curricular and extra curricular activities organized by the affiliating university and different other Government and Non-government institutions of the state at different times during the academic session.

3.1 PARTICIPATION IN STATE/ NATIONAL COMPETITIONS

The trainees inspite of their tight academic training schedule, also participate and win prizes in different events like Quiz competition, Essay Competition, Poem writing, Debate, Solo song, Cartooning, Table Tennis etc. in the Inter College Youth Festival, organized by the affiliating university and other allied Government and Non- government institutions.

3.2 ORGANIZING DIFFERENT OUTREACH PROGRAMS

The institution through their trainees, faculty members and NSS wings, every semester organizes different outreach programs outside the college campus for the development of the nearby communities.

3.3 INVITING GUEST FACULTIES FOR SPECIAL TALK & INTERACTION WITH THE TRAINEES

The Academic year 2020-21 in the college will start from 1st December, 2020 (Tuesday) and the college will observe the following schedules strictly.

3.1 ADMISSION DATES

The admission process for the (i) Two years M.Ed. Course, (ii) Two Years B.Ed.Spl.Edu(LD) Course and (iii) Two years B.Ed.(Gen) course under semester system shall be as follows:

3.2 ACADEMIC ACTIVITIES

The college will observe a well-defined schedule of academic activities based on the curriculum structure of different Courses for the smooth and successful completion of the academic year/ semesters. The schedule of activities in details will be notified on the date of commencement of classes.

3.3 VACATION

Regarding winter vacation 2020, its period and re-opening and summer vacation 2021, its period and re-opening of the college will be notified separately as and when the revised academic calendar will be received from the affiliating body i.e. Rajiv Gandhi University, Ronohills, Itanagar, A.P.

3.4 EXAMINATION

Regarding Examination matter(s) also, it will be notified separately after notification by the Controller of Examinations of the affiliating university i.e. Rajiv Gandhi University, Ronohills, Itanagar, A.P.

3.5 DURATION AND TOTAL WORKING DAYS

The B.Ed. programmes (both General and Special) and M.Ed. Courses shall be for duration of two academic years, which can be completed in a maximum of three years from the date of admission to the programme.

The total number of working days during the Academic Calendar Year will be minimum two hundred twenty two (222) days exclusive of the period of admission, examination, summer vacation, winter break and Govt. holidays. The working days are to be utilized strictly by the College as per the norms and standards prescribed by National Council for Teacher Education (NCTE) and Rehabilitation Council of India(RCI), New Delhi course wise for the transaction of curriculum of the two years B.Ed. programmes (both General and Special) and M.Ed. programme.

3.6 REVISION OF SYLLABUS

The college follows the curriculum/ syllabus as prescribed by the affiliating university i.e. Rajiv Gandhi University, Rono Hills, Doimukh after restructuring/ revision of the syllabus according to the UGC/NCTE/RCI guidelines. The university after due review and revision circulates the same to the college. However, the trainees are directed to collect the syllabus from the college office as and when notified by the college after admission.

5.0 INFORMATION ABOUT M.Ed. ADMISSION

The College follows semester system in all the M.Ed. courses with a component of continues evaluation to bring qualitative improvement in teaching learning process. The course is of two (02) years duration spreading over four semesters. Admission to the course shall be made at the beginning of each semester, unless decided otherwise by the Academic Council of the affiliating university. The Application Form for admission into M.Ed. course may be obtained from the college office/ counter and the duly filled in forms with self attested copies (in duplicate) of the required documents as mentioned in the Application Form have to be submitted in the college office/ counter on or before the date as notified below:

a. Issue of Prospectus containing Application Form from College office from 28th October to 16th November, 2020. b. Filled in Application form to reach the college office latest by 16th November, 2020.

5.1 INTAKE CAPACITY:

The intake capacity in M.Ed. general course is 50 (Fifty) per each academic year.

5.2 ELIGIBILITY:

Candidates with minimum 50% marks in B.Ed. degree from Rajiv Gandhi University or any other UGC/NCTE recognized University/ College/ Institution are eligible for admission to M.Ed. course. SC/ST candidates shall be given relaxation of 5% marks.

5.3 RESERVATION

60% of seats in the total course will be reserved for ST candidates, 9% for OBC, 3% for SC, 3% for wards of Ex-service men, 5% for Differently abled and rest 20% for Open category candidates. Provision of 10% seats out of the Open Category may be considered for Economically Weaker Section(EWS) subject to the candidate seeking admission under such category has reffered the Govt. of India rules and submit the requisite documents. In case EWS applicants are not available, the seats will be treated as Null avoid and filled up by candidates under Open Category. However, if there are no OBC, SC, wards of ex-service men and Differently abled applicants etc, the seats will go to ST category like wise if ST candidates are not available, then seats will be treated as “open”.

One(1) seat will be reserved as sports quota out of Open quota. The outstanding sports Men/Sports Women will be given 10% weightage for representing the country at the international level, 5% for representing the state at the national level and 3% for inter-University at National level in RGU and shall be added as weightage to marks obtained at qualifying exams. However, the candidates applying under the sports quota will have to satisfy the minimum percentage of marks prescribed to be eligible for admission before adding the weightage. The seat, if eligible candidate is found will be met out of the seats reserved for Open category. If no candidate is found eligible for the sports quota, seat will remain as part of the Open category. The participation certificate under Sports Quota will only be considered subject to issuance of the certificate from Directorate of School Education or the authorized office of JNV and KVS of the particular region in case of SGFI tournament, University authority in case of AIU organized tournaments and from State Sports Federations in case of State, National and International tournaments.

For NSS Volunteer, a weightage of 5 marks will be given for (i) 240 hrs of social service / one NIC (National Integration Camp)/ one RDC Delhi (Republic Day Camp) and weightage of 3 marks for (ii) 120 hrs of social service/ 1 Special camp.

For NCC cadet, a weightage of 5 and 3 marks will be given for ‘C’ and ‘B’ certificate holders respectively (only one certificates shall be considered which over is highest).

Provision of concession is kept for wards of Kashmiri migrants and leprosy affected people.

N.B.: In case of tie in the in the eligibility or qualifying marks, preference shall be given to ‘freshly passed students’ in admissions to various courses.

The minimum eligibility for admission to B.Ed.Spl.Edn(LD) course is B.A./B.Sc./B.Com. and equivalent degree at graduation level with minimum 50% marks in the qualifying degree examination. SC/ST and OBC (NCL) candidates shall be given relaxation of 5% marks. The NCL candidates should produce NCL Certificate issued for the current year.

Under no circumstances students having Bachelor degree under 10+2+2 pattern/ scheme shall be allowed to take admission in B.Ed.Spl.Ed(LD) Course.

7.2 ELIGIBILITY:

Candidate with M.A./ M.Sc./ M.Com./ B.A./ B.Sc./ B.Com./ (B.E./B.Tech. with specialization in Science and Mathematics having 55% of marks) degree from Rajiv Gandhi University or any other recognized University with at least 50% marks in the qualifying degree examination under (10+2+3) pattern/ scheme is eligible for admission to B.Ed.(General) course. SC, ST and OBC (NCL) candidates shall be given relaxation of 5% marks. NCL candidates should produce NCL certificate issued for the current year.

8.0 GENERAL INFORMATION ABOUT EXAMINATION

The college follows Choice Based Semester System(CBSS) with the component of Choice Based Credit System(CBCS) to regulate its examination system as per the Clause 42, of its affiliating university Act i.e. Rajiv Gandhi University Act 2006, No. 8 of 2007 in bringing qualitative improvement in the Teaching Learning Process and in the total system of evaluation. However, admission, attendance, academic calendar, semesters, academic program, internal assessment and any other matters which are not covered under these Regulations shall be as per the existing Ordinances and Regulations on semester system.

1. Credit Based Semester System: Under the Credit Based Semester System (CBSS), the requirement for awarding and conferring of a degree or diploma for certificate is prescribed in terms of number of credits to be completed by the students.

2. Course: Usually a Course refers to ‘paper’ and is a component of an academic programme. As per the existing Ordinance and Regulations, the core courses and elective course shall be offered. There shall be a minimum of 20 credits per semester and shall be a maximum of 4 modules in a course of theoretical nature.

3. Choice Based Credit System: The Choice Based Credit System provides choice for students to select from an Open Elective Courses offered by the institution.

4. Credit Allotment: i. Credit Point indicates that it is the product of grade point and number of credits for a course. ii. The credit refers to weightage given to a course. Each course/ paper for the academic programme shall be measured in terms of credit where one credit is equivalent to one hour of teaching (lecture or tutorial) or two hours of practical work/ field work per week for one semester. There shall be a maximum of 4 credits in each course/ paper of theoretical nature. iii. Every open elective course offered by institution shall have 4 credits uniformly, whatsoever.

5. Grade Point: It is a numerical weight allotted to each letter grade on a 10-point scale. Each degree programme shall have a minimum specified credit requirement. The minimum credit requirements shall also be specified separately for different categories of courses, i.e. Core Courses and Elective Courses.

6. Semester Grade Point Average: It is a measure of performance of work done in a semester. It is the ratio of total credit points secured by a student in various courses registered in a semester and the total course credits taken during that semester shall be expressed up to two decimals places.

7. 8. Computation of Semester Grade Point Average and Cumulative Grade Point Average: i. The Semester Grade Point Average is the ratio of sum of the product of the number of credits with the grade points scored by a student in all courses and sum of the number of credits of all courses undertaken by a student shall be calculated in the following manner: ii. SGPA(Si) = ∑(Ci x Gi)/ ∑Ci Where Ci is the number of credits of the ith course and Gi is the grade point scored by the student in the ith course.

9. There shall be twenty one papers (including the practicum paper) in the course. The course shall be evaluated in two parts i.e. Internal Assessment for 25% and Semester-End Examination for 75% marks for each paper.

10. A student must attend a minimum of 80% of classes, tutorials, seminars and other activities organized by the institution during each semester of the academic year to be eligible to appear in the examination. For school internship programme a trainees shall have to complete 90% classes/ activities. However, the Dean of the faculty, on recommendation of the head of the department/ institute/ college concerned my condone a shortage of attendance up to 5% and the Vice-Chancellor on the recommendation of the Dean of the Faculty, may condone up to 10% attendance on very special circumstances/ genuine reasons.

11. The internal assessment shall be based on term paper, seminar paper, assignments, tutorials, internal written examination/ assessment and participation in community work etc. There shall be three Internal Assessments (IA) for each course in a semester. The marks obtained in the best two out of the three internal Assessments shall be out of 20 marks and assignment & seminal presentation shall be out of 5 marks. This shall be normalized to maximum marks 25 for consideration towards internal assessment.

12. A student must obtain a minimum of 45% marks in at least two sessional assessments in each theory paper in a semester and attend 80% of lectures and tutorials, to qualify for appearing in the semester-end examination, failing which he/she shall not be allowed to fill-up the examination form for End-semester examination. In case of practical oriented subjects or papers a student has to secure also 45% marks in the practical sessional assessments.

13. A candidate shall apply for admission to an examination in the prescribed form to the Head of the Institution. Such application shall be accompanied by a certificate indicating that (i) the candidate had attended the minimum number of lectures, etc. in respect of all courses (ii) the candidate had cleared the Sessional works, if any, and (iii) all dues including prescribed examination fees have been deposited.

14. In order to pass the examination, a candidate must secure a minimum of 45% marks in Internal Assessment/ Sessional Work and 45% marks in each theory paper in semester end examination separately. The aggregate percentage required for passing the examination in each semester is 50%.

15. In case of improvement, the division will be awarded on the basis of the total marks secured following the improvement in the existing rules of improvement. 16. In order to move from Ist to IInd or from a semester to higher semester, a candidates must pass 50% of the theory courses and all the practical courses of the Ist/ concerned semester with 45% marks in aggregate in the qualifying papers including practical courses. A candidate who is unable to clear (i) Internal Assessment, (ii) minimum two courses/ papers and (iii) practical courses with aggregate requirement of marks (i.e. 50%) in the first semester shall be out of the programme and would require to seek fresh admission as per admission criteria in force from time to time.

17. A candidate who is unable to clear (i) internal assessments in each theory paper (ii) practice teaching and viva-voice examination, and/ or (iii) unable to pass in minimum three papers with requisite aggregate percentage of marks/ grade (i.e. 50%) in qualifying papers in the first semester shall be out of the programme and would require to seek fresh admission as per admission criteria in force from time to time.

18. For regular students the duration of End-semester examination shall be of three (03) hours.

19. The medium of instruction and examination in the study programme shall be in English only.

20. The College may cancel the Admission/ Examination of a candidate if it is found that he/she is not eligible for admission/appear in the examination but has obtained admission through miss-representation or a concealment of facts.

7.1 EXAMINATION CENTRE

As far as the teaching sector of this college is concerned, it is composed of the required number of bright, outstanding, energetic & dynamic teachers from various disciplines holding degree from varied universities and colleges of India. They are taking all cares to impart qualitative training to their Teacher-trainees in various ways in actualizing the changing and challenging aims of Teacher Education as desired / demanded by the current society. In case of vacancy created due to some genuine or other technical reason(s), it is immediately filled up through proper board considering the requirements with proper deliberation and approval by the Management Committee members of the College. Besides, the college very often invites resource persons of various disciplines from nearby institutions like NERIST, DIET, DNGC, RGU and etc. as Guest Faculties/ Resource Persons to provide wide exposure and better interactions to its Teacher-trainees. Teachers-educators are working here in a mission mode to bridge up the gap between the expected and actual requirements of the state and country to achieve as well as accelerate excellence in the teaching learning situations. Focus in this college is mainly given on Action Researches, Field based Work Experiences, Stress Management (Yoga), Life-skill Managements and Development of Social cum Teaching Skills and Teaching Learning Materials of indigenous nature. A student has to deposit the Examination fee amount Rs. 1500/-(Fifteen Hundred) only separately on the day/date of filling the examination form for each End-Semester Examination as per the rule in force from time-to-time.

There will be separate notification regarding the registration process and its requirements for the students those have completed their graduation/ qualifying degree from any other universities apart from the affiliating university i.e. Rajiv Gandhi University.

11.6 INTERNSHIP & PRACTICE TEACHING FEE(once during re-admission into 3rd semester)

A student has to deposit the Internship and Practice Teaching Fee Rs. 3,500/-(Three Thousand Five Hundred) only over and above the 3rd semester re-admission fee at the time of re- admission into 3rd Semester.
