However, I take the Privilege to welcome all the young and aspirants those are eagerly waiting to get admitted into various Teacher Training Courses of Hills College of Teacher Education and are making up their minds to excel as “Teachers” in their professional career/lives. At present, every where there is cry tor Quality Education, Quality Training and more over for Quality Teacher(s). It is true that a good teacher can only directs the destiny of the society by giving proper shapes to the thoughts and attitudes of students individually. “Quality” in Education cannot be improved by merely establishing many more institutions or by offering a number of courses through an institution; rather Quality can only be improved through a continuous process of self/ system evaluation, rigorous modification(s) in the practices/ works and formation of good habits in the students and teachers. The college being the first private Teacher Training Institution in the state, since its inception in 2006, has been striving to flourish as an ideal and innovative Teacher Training Institution producing teachers not out of compulsions but out of their own choices. Because, teachers are the genuine transformers in the society, transforming the individual self into enlighted one and transforming the society/ nation from competing to competent one. A real teacher always realizes that “Education is not for Earnings but for Excellence and finally for Emancipation”. It is the only mission of the college is to prepare the teachers those will be performing ones and excel in different emerging areas of Teacher Education. They can understand how learning occurs in different socio, cultural, economic and political conditions of contemporary Indian society; so that they can create such situations/ conditions conductive for successful learning and catering the demands of the school education, there by the changing needs of the society. Mohapatra) Prospectus 2020-21 P- 1 HILLS COLLEGE OF TEACHER EDUCATION 1.0 INTRODUCTION Hills College of Teacher Education (HCTE), a premier private institution to spread and upgrade Teacher Education in the state of Arunachal Pradesh in particular and in the country in general was established in the year 2006 at Naharlagun, one of the prime towns of the state with the pioneership of Shri Nabam Rebia, the founder chairman under the patronage of “Tribal Areas Development Society”, a registered Voluntary Organization registered under Section 3 of the Societies Registration Act, 1860 which is committed to provide Professional Education to its aspiring students in the emerging areas of Professional Education. The institution has been accorded Permanent Affiliation by the Rajiv Gandhi University (formerly Arunachal University), Rono Hills, Arunachal Pradesh vide Notification No. AC- 590/HCTE/2005/199 dated 3rd May 2013. At present, the institution offers three different courses (i) Two(2) years M.Ed. course affiliated to RGU, Ronohills, Arunachal Pradesh and duly recognized by the ERC, NCTE, Bhubaneshwar vide order no. F.No.ER- 250.6.12/ERCAPP2737/M.Ed./2018/56132, dated 23rd February, 2018 from the academic session 2018-19, (ii) Two(2) years B.Ed.Spl.Ed(LD) course in the area of Learning Disability(LD) awarded by the Rehabilitation Council of India(RCI), New Delhi with permission for each academic session, since the academic session 2016-17 and (iii) Two(2) years B.Ed.(Gen) course in affiliation to Rajiv Gandhi University, Rono Hills, Arunachal Pradesh vide Registration No AC-590/HCTE/2005 dated 04th May 2006 and Revised Order No.AC-59/2008/V-II/137, dated 13th April 2015 and duly recognized by the Eastern Regional Committee(ERC), National Council of Teacher Education (NCTE), Bhubaneshwar vide Order No. ERC/7-64.10.0/2006/442-447 dated 18th Feb. 2006 and Revised Order No. ERC/NCTE/ERCAPE00531/B.Ed.(REVISED Order)/2015/31612, dated 9th May, 2015 and under further renewal post facto to the shifting of premise to its permanent location at Lekhi. The state Govt. of Arunachal Pradesh, Department of Higher and Technical Education has also given clearance to run the institution vide letter No. ED/HE-602/2003.
