GOVERNMENT OF PUDUCHERRY ACTION PLAN FOR COASTAL POLLUTION MANAGEMENT PUDUCHERRY POLLUTION CONTROL COMMITTEE & PUBLIC WORKS DEPARTMENT NOVEMBER 2020 ACTION PLAN FOR COASTAL POLLUTION MANAGEMENT IN THE UNION TERRITORY OF PUDUCHERRY Introduction Hon’ble National Green Tribunal (NGT) in O.A. No. 829/2019 with respect to the matter of Lt. Col. Sarvadaman Singh Oberoi Vs Union of India & Ors. has directed all the coastal States / UTs to formulate Action Plan for Coastal Pollution Management. The execution of action plan is to be monitored by the already formed River Rejuvenation Committee (RRC) which may be called as Coastal Rejuvenation Committee (CRC). Government of Puducherry has already constituted River Rejuvenation Committee vide No.4739/PPCC/RRC/Sci-I/2018 dated 13.11.2018 as mentioned below: 1. Secretary (Environment) - Chairperson Chief Secretariat Puducherry. 2. Director - Member Local Administration Department Puducherry. 3. Director - Member Directorate of Industries and Commerce Puducherry. 4. Member Secretary - Member Puducherry Pollution Control Committee-cum- Director, Department of Science, Technology & Environment Puducherry. The same will function as Coastal Rejuvenation Committee and shall monitor the progress of the implementation of this Action Plan. 2 A meeting was held on 04.11.2020 under the Chairmanship of the Chief Secretary, Government of Puducherry to formulate Action Plan for Coastal Pollution Management. Traditionally, the role of Government during natural calamities was only limited to rescue, relief and rehabilitation. -

Salient features of the proposal are stated below: i) Name of the Project Construction of boundary wall with grill. ii) Name of the Applicant The Director, Directorate of Lighthouse & Lightships, Ministry of Shipping, Government of India, Chennai. iii) Location of the Project Ward G, Block: 9,T.S.No.7/2pt, R.S.No.143/pt, Kizhavely Village/Town, Taluk, Dt Village, Karaikal Taluk, Karaikal Municipality, Karaikal. iv) Extent of land 00.11.40 Hectares( 1100) Sq.Meters v) CRZ Classification. The proposed area falls in CRZ – III (with in 500 meters from HTL of sea) under CRZ as per existing CZMP of Puducherry approved by MoEF &CC. (which was previously classified under Kottuchery Commune Panchayat). The site also falls within the 100mts from the tidal influenced water bodies i.e. CRZ- II. (as per the CRZ Notification, 2011). (which is presently changed from Kottuchery Commune to Karaikal Municipality. vi) Project cost Rs. 28.00 lakhs. vii) Activities proposed Construction of boundry wall with grill. viii) Other details The Directorate of Lighthouse & Lightships, Ministry of Shipping, Government of India, Chennai has taken over the Karaikal Light House which was under Port Department, Government of Puducherry on, 09.08.2017. -

PREFACE 1. This Report has been prepared for submission to the Lieutenant Governor under Section 49 of the Government of Union Territories Act, 1963. 2. The Report contains five chapters. Chapter-I deals with the findings of performance audits in the Education, Science, Technology and Environment and Local Administration departments while Chapter-II deals with the findings of transaction audit in the Co- operation, Electricity, Health and Family Welfare, Home, Local Administration, Public Works and Revenue and Disaster Management departments. Chapter-III includes comments based on district audit of Karaikal District. 3. The observations arising out of audit of revenue receipts of the Union Territory in the various tax departments are included in Chapter-IV of this Report. 4. The observations arising out of audit of commercial and trading activities of the Union Territory are included in Chapter-V of this report. 5. The cases mentioned in this Report are among those which came to notice in the course of test audit of accounts during the year 2009-10 as well as those which had come to notice in earlier years but could not be included in previous Reports. Matters relating to the period subsequent to 2009-10 have also been included, wherever necessary. vii OVERVIEW This Audit Report includes five chapters comprising four performance audit reviews and 12 transaction audit paragraphs relating to the Union Territory Government and its Companies. The audit has been conducted in accordance with the Auditing Standards prescribed for the Indian Audit and Accounts Department. Audit samples have been drawn based on statistical sampling methods as well as on judgement basis. -

ABSTRACT STUDY AREA-ENVIRONMENTAL SCIENCE Environment-the Earth-is our home, it is where we live, breathe, eat, raise our children, etc. Our entire life support system is dependent on the well-being of all of the species living on earth. Green spaces are a great ben- efit to our environment .Now the adverse effects on forests through over-population and the development of various chemical elements in the atmosphere have led to irregular rainfall and global warming. Mother earth has undergone serious environmental hazards during the past few decades after industrialization. Faced with limited resources and competition, few Indian industries have improved their green footprint and have converted the industrial region to go green with green cover mechanism. Green environment initiative with Clean Development Mechanism is the latest follow up by the industrial zones to protect the environment. Pondicherry a city, an urban agglomeration and a munici- pality in Pondicherry district is rich in its heritage and culture being ranked 16th position based on the Environmental performance Index (EPI) by the Planning Commission of India is going green with the green cover mechanism. Govern- ment has taken efforts to educate the importance of going green to a wide array of population.
