Notes that MTN Nigeria is expending over 50 million US Dollars in the Sponsorship of FIFA World Cup Competition to be hosted by South Africa in June 2010;

Observes that the same Company (MTN Nigeria) was not committed financially in the sponsorship of the 2009 FIFA under-I? World Cup that took place in Nigeria;

Concerned that MTN Nigeria investments in Nigeria is more than double of what is obtained in South Africa;

Worried that the services of MTN Nigeria to Nigerians could not be rated amongst the best in the World and MTN Nigeria indeed provides South Africa with better telecommunication services;

Alarmed that other than placing good advertisement to attract more customers in the print and electronic media, and providing inferior furniture in very few Schools, MTN Nigeria has not been involved in any major corporate social responsibility to Nigerians where they declare Billions of Naira profit every year;

Resolves to:

Call on the Committee on Communications to carry out an investigative hearing on MTN Nigeria and other Telecom Service providers in Nigeria with a view to evaluating their corporate social responsibility programmes in Nigeria.

CONSIDERATON OF REPORTS

3. Special Ad-Hoc Committee on the Review of the 1999 Constitution: Hon. Usman Beyero Nafada: "That this House do resume consideration of the Report of the Special Ad-Hoc Committee on the Review of the 1999 Constitution on a Bill for an Act to Establish the Independent National Electoral Commission. Regulate the Conduct of Federal, State and Area Council Elections and to Repeal the Electoral Act 2006, and for Related Matters, 2010 (HBs 237 and 233) and approve the Recommendations therein" (Adjourned Consideration: 2015/2010).

4. Committee on Women Affairs: Hon. Binta Masi Garba: "That this House do consider the Report of the Committee on Women Affairs on a Bill for an Act to Establish the National Council for Public Assistance to Widows, Dependent Children and Orphans, and to provide for Other Matters Relating Thereto, 2008 (HB. 4) and approve the Recommendations therein" (Laid 26/5/2009).

5. Committee on Drugs, Narcotics and Financial Crimes: Hon. Rabe Nasir: "That this House do consider the Report of the Committee on Drugs, Narcotics and Financial Crimes on the Petition by 71 disengaged Staff of the National Drug Law Enforcement Agency and approve the Recommendations therein" (Laid.' 10/1112009).

Recommendations:

(i) that the case of the 71 disengaged Staff of the National Drug Law Enforcement Agency (NDLEA) has been prejudiced as there were six pending cases on the matter at the Federal High Courts in the Country. Hence the need for the House to be more circumspect in taking decision. The House may then defer any action until the final determination of the cases before the Courts;

(ii) that having paid the three months salary in lieu of notice, the Agency should immediately proceed to pay the gratuities and pensions of the affected Staff;

(iii) that matters of employment are generally issues of contracts, and where contractual agreements are disputed or seen to be breached by either party, the aggrieved could go to Court for redress as some of the affected retired Staff had done. It is recommended therefore, that the aggrieved among them should avail themselves with the opportunity in the Courts.
