Description: Like much about the modern Jewish State, the Israeli economy is an improbable, fascinating, and precarious mix of great achievements and looming challenges. The legacy of its socialist past persists in many sectors of the economy and in the provision of many social services. And yet, Israel has emerged as one of the most dynamic, creative, entrepreneurial start-up economies in the world. Amid the recent economic downturn, the Israeli economy has fared well by comparison to most other advanced democracies. And yet, some of the pro-growth reforms of the recent past are under increasing political pressure. And for all the dynamism of its entrepreneurial class, the fastest growing sectors of Israeli society—the Haredim and the Arabs—are, comparatively, not well trained and not fully integrated into the work-force. For the Jewish State, economic success is a strategic—indeed, an existential—issue. Like all modern nations, Israel and its people yearn for a better life: more opportunity, more meaningful work, greater wealth for oneself and one’s family. And like all decent societies, Israel seeks an economy that serves and reflects the moral aspirations of its citizens, balancing a safety net for those in need and a culture of economic independence and initiative. But Israel is also different: economic stagnation would make it impossible to sustain the national power necessary to deter and confront its enemies, while exacerbating social tensions and fault lines between the various sectors of Israeli society.

Martin Kramer characterized it as such 10 years ago ("A Latent Prejudice Grows Virulent, Then Violent. The Jihad against the Jews," Martin Kramer, Commentary). How else could one interpret this campaign that bombed one of these very same synagogues in 1986, bombed Argentinean Jewish community centers on two occasions, a synagogue in Tunis recently and just today burned a Jewish school in Paris ("Fire at Jewish School Near Paris Seen as Act of Antisemitism," the Associated Press, Ha'aretz, 15 November 2003)? Examine the chronology of recent attacks against Jews ("A Chronology of Attacks on Jewish Targets and Israelis Abroad," Reuters, Ha'aretz, 15 November). All this has been carried out abroad while continuing a murderous campaign against Israelis lasting more than 55 years. The Europeans are not helpful in the fight against terrorism. While clearly the Istanbul attack was aimed at Jews, it was also aimed at a Turkish Muslim government and at the European member of NATO and hence at Europe. "For all its high moral and strategic pretensions, the European strategy amounts to this: lie low. Maybe the bullets will fly overhead. Maybe the outlaws will not train their guns on us. This would be a fine strategy for nations without power, influence or dignity.

Howell Jason Rathje John Van Reenen Jun Wong Abstract Organizations investing in R&D must decide whether to solicit specific technologies or allow innovators to suggest ideas. Using administrative data, we study the “Open” reform to U.S. Air Force R&D procurement, which invited firms to suggest any new potentially useful technology. The new program was run simultaneously with the traditional top-down “Conventional” program. Our regression discontinuity design offers the first causal evaluation of a defense R&D program. We document benefits from winning an Open award for VC funding, military technology, and innovation, and no benefits from Conventional, which instead fosters incumbency. The bottom-up approach appears to help explain Open’s success. This interest started in 2005 when American premium cable network HBO purchased the option to adapt the Israeli show BeTipul. BeTipul is a riveting drama that follows psychologist Reuven Dagan through his weekly meetings with his patients. HBO’s adaptation, the critically acclaimed In Treatment, won a Primetime Emmy in 2008 and a Golden Globe in 2009.1 More recently, the streaming provider Netflix has “gone truly Israeli,” and Series II Issue Number 1 Spring 2018/5778 • 21 now features
